UNICEF’s work on gender equality is guided by the Gender Action Plan (GAP), which advances gender equality and the empowerment of women and girls in key areas of UNICEF’s work. The GAP identifies four targeted gender priorities – ending child marriage, promoting gender-responsive adolescent health, advancing girl’s secondary education, and addressing gender-based violence in emergencies – and elucidates the gender dimensions within each of UNICEF’s outcome areas. Additionally, the GAP includes indicators for measuring the success of UNICEF’s gender programming and outlines steps to strengthen UNICEF’s institutional effectiveness in promoting gender equality throughout its programmatic work.
In adolescent programming, UNICEF is guided by the Adolescent and Youth Engagement Strategy,  A Young People’s Agenda, and UNICEF Programme Guidance for the Second Decade which advances adolescent results across all of UNICEF’s five goal areas, as well as places an important focus on engaging adolescents and young people in their own development, including their participation and inclusion of their priorities on national agendas and providing pathways for positive civic engagement, skills development and employability. UNICEF is also a founding partner of the Generation Unlimited partnership which promotes scaling innovation and co-creation solutions with youth to ensure they are drivers and agents of social change.
The objectives of the assignment are to:
Assess gender integration in the current country programme including but not limited to the review of work plans, planning and monitoring tools to identify gaps and opportunities;
Gauge existing capacity through self-assessments in order to have a clear understanding of training required for programme staff;
Develop a gender mainstreaming action plan in coordination with the Gender Task Force to ensure that gender equality is systematically institutionalized;
Develop training modules, gender action plan and gender mainstreaming tools in collaboration with Gender Task Force;
Conduct orientations to familiarize all staff (programme and operations) with gender issues, conduct in depth training with programme staff to build capacity on gender mainstreaming to enable staff to translate gender policy into concrete actions, provide day-to-day coaching and mentoring to staff with critical roles for achieving and monitoring gender results;
Support programme colleagues and management of the Country Office to advance the targeted priorities in the Gender Action Plan, including on adolescent girls with support from the Regional Gender Adviser and Regional Adolescent Development Adviser. S/he also plays a role in working with the sectors to mainstream gender and adolescent development by prioritizing key results within the sector(s) with a strong technical relevance;
Support cross-sectional collaboration and coordination on key programmatic results on gender and adolescents, ensuring coherence, maximization of synergies and efficiency in utilization of resources and delivery of results;
Work with programme colleagues and management so that gender and adolescent results are effectively defined, measured, and reported, and high-quality assessment, research, evidence generation and evaluation on gender programming is undertaken and utilized;
Support effective review, assessment, planning, capacity building, and knowledge management on gender and adolescent engagement.
Activities, Tasks, Outputs and Deliverables
Under the general guidance and supervision of the Deputy Representative, the consultant has the following key functions/accountabilities:
Management and/or advisory support to Deputy Representative and Representative.
Support to programme/project development and planning.
Programme management, monitoring and delivery of results.
Advisory services and technical support.
Advocacy, networking and partnership building.
Innovation, knowledge management and capacity building.

To qualify as an advocate for every child you will have…
An Advanced university degree in a relevant discipline.
Minimum 5 years overall relevant experience and expertise in designing, implementing, managing, and delivering results-based programmes and/or interventions on gender and adolescent programming;
Demonstrated country experience on design, development or strategic planning on gender and adolescent programmes;
Demonstrated ability to work cross-functionally and cross-sectorally to drive results for change.
Strong research, conceptual and analytical skills relevant to gender and adolescent issues.
Fluent in written and verbal English language.
