UNICEF Malawi seeks a skilled evaluator to design and implement a Developmental Evaluation (DE) of the change management process focused on Integrated Teams and Entrepreneurial Thinking. The DE will facilitate a continuous learning path and rapid real-time feedback loop that accompanies the change process and allows for course correction along the way, drawing lessons that should be relevant beyond UNICEF Malawi. The DE will help stakeholders evaluate and learn in real time for iterations and capture that learning in ongoing reports and a final comprehensive report. This will guide both current and future organizational effectiveness priorities, including matrix management and integrated teams.
How can you make a difference?
The evaluator will have an overall responsibility for the design and implementation of the DE and ensuring its quality They will be responsible for the following:
Facilitate an orientation workshop for DE stakeholders, which will help to collaboratively conceptualize and develop the DE design and approach (learning framework, feedback loop, methodology, work plans, reporting, etc.)
Develop a living work plan for the evaluation, including an agreed set of deliverables (which may change over time, depending on the needs of the program). Depending on the budget for the start-up phase, design with funding for the next phase
Orient and manage other DE related evaluation or data collection teams as they arise;
Ensure quality of all deliverables, including regular intermediate report logs that track details of DE and document all events that occur (i.e. planned, unplanned, and associated outcomes) and the final report of the evaluation;
Facilitate regular meetings with change management team and senior leadership and M&E staff to collect data;
Conduct analysis of the data collected and present digestible analysis regularly to program staff and key partners through data-review process and other participatory meetings; and
Track and communicate high quality information to program staff and key partners on the programs progress that can inform timely and data-driven decision-making; and regularly record decision making, program changes and/or changes in the environment in report log.

To qualify as an advocate for every child you will have…
A post graduate degree in Social Science, Business Administration, Organizational Behaviour, International Development, or related fields.
At least ten years of programming and evaluation experience in international development,
Familiarity with Developmental Evaluation required, including skills such as; respect for process participants, ethical research, flexibility, energy, humility, willingness to learn on the go, and ability to resolve conflicts
Experience in evaluating management/organizational development initiatives
Working experience with legacy organizations, including the UN and experience in developing countries is an asset
Extensive technical knowledge, skills and expertise in evaluation design, concepts, and approaches, and evaluating complexity, in particular; facilitation skills, particularly related to programmatic and organizational learning;
Strong analytical skills to support both qualitative and quantitative research;
Excellent oral and written communication and report writing skills in English;
Keen attention to detail, especially related to documenting data and associated processes
Active listening, proactive learning, and time management skills with readiness to be in a learning role
Familiarity with the approaches of design thinking (human centered design thinking)
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
