METHODOLOGY
The process and methodology will include three phases:
Phase 1. Inception:
During this phase in-depth desk review of available documents (i.e. ECD related Egyptian laws, policies, and strategies, SDGs, Egypt Vision 2030, ECD situation analysis, national Early Learning and Development Standards (ELDS), and relevant research) related to ECD Strategy development.
Preliminary discussions with the NCCM, the national task force for early childhood policies and UNICEF. This will facilitate a common in-depth understanding of the conceptual framework, refining the questions and adjusting data collection methods, tools and sources.
Preparing an Inception Report (deliverable 1), including the details of the methodology and a detailed analysis plan, to be presented to and approved by the members of the steering committee. The proposed methodology needs to be appropriate to capture all agreed ingredients necessary for development of the strategy.
Phase 2. Data collection:
In-depth interviews with national stakeholders.
Field visits to selected districts to conduct data collection and interview/focus group discussion. Interviewees/focus group discussion participants will include key officials, service providers, and caregivers.
Secondary resources.
Phase 3. Drafting the Strategy:
Following the completion of the fact-finding phase, the strategy will be drafted and presented to the National Task Force for ECD Policies for feedback.
A second draft of the strategy, incorporating feedback from the National Task Force, will be prepared and shared with key partners for a final review and validation.
The final Strategy will be subject to approval by the NCCM.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE
The duration of the consultancy will be for a period of 11.5 months between mid September 2019 – mid August 2020.
Under the guidance of the Early Childhood Development Manager and in collaboration with an international consultant, the consultancy will include the following tasks:
Create and share a repository of relevant documents related to early childhood development in English and Arabic.
Summarize relevant documents in Arabic.
Contribute to the preparation of the Inception report detailing the methodology and timeframe for undertaking the assignment.
Data collection, including meetings with key stakeholders, interviews and focus group discussions.
Contribute to the data analysis / policy analysis as relevant to Egyptian context.
Contribute to preparation of ECD strategy and action plan drafts.
Organize and facilitate meetings and workshops to present the draft documents.
Contribute to preparing the final ECD National Strategy and action plan framework.
Review translations of documents into Arabic to ensure quality.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
Advanced university degree in social science.
5-10 years of experiences in the consultancy field.
Demonstrated knowledge of technical aspects of child-sensitive policies and programmes.
Fluency and excellent writing and analytical skills in English and Arabic required.
Good communication and advocacy skills.

Laptops, computers and office supplies are not provided by UNICEF
Payment upon submission of quality deliverables that meet UNICEF standards.
