Background and Justification
South Africa is a middle-income country with almost 25 years into the advent of democracy with remarkable progress to improve the wellbeing of its citizens. Violence against women and children in South Africa occurs at unacceptably high levels. The country is however recognised for strong legislative framework and policies, programmes, specialist facilities and several interventions to prevent and respond to violence.
Violence against children is widespread. Research has found that a third of young people (35.4%) reported having been the victim of sexual violence at some point in their lives,15.1% of children had been the victim of neglect and 34.8% of children had been the victim of physical abuse.Such violence far too often has deadly consequences – research into the causes of child deaths found that 85% of unnatural infant deaths were caused by abandonment, while older male children( around 17 years  and above) were disproportionately vulnerable to being killed as a result of interpersonal violence with other males.
On the other hand, rape, targeting women and girls, is a serious problem in the country. The 2016/17 Victims of Crime statistical release  reported that 250 out of every 100 000 women were victims of sexual offences compared to 120 out of every 100 000 men. Using the 2016/17 South African Police Service statistics, in which 80% of the reported sexual offences were rape, together with Statistics South Africa estimate that 68,5% of the sexual offences victims were women, we obtain a crude estimate of the number of women raped per 100,000 as 138.
South Africa is faced with the triple challenge of enduring poverty, inequality and unemployment, which impacts the lives of women and children. Almost two thirds of the South African population live below the upper bound of the poverty line with children in rural and those living in female headed households particularly at risk.
High-level political commitment has led to a strong legislative and policy environment to protect women and children, reflected in the Constitution, the Children Act and other relevant legislation. In addition, the Government of South Africa, through its Cabinet in 2011, established the Inter Ministerial Committee (IMC) to investigate and address the root causes of violence against women and children.
DSD has established a multi-sectoral committee the Technical Task Team (TTT) comprised of line function officials of the respective ministries to operationalize the mandate of the IMC.The TTT developed a five-year strategy: The Integrated Programme of Action (POA) on Violence Against Women and Children (2013- 2018). The POA is currently undergoing a revision to include multi-sectoral stakeholders (i.e. civil society and provincial governments) and to promote accelerated investment in prevention and early intervention programmes. Nine provincial consultations were held throughout the country to inform the integrated NPOA.
South Africa took a bold action, committing to be a pathfinder country on 12 December 2017 and has participated at several platforms to learn from other countries and share with others on significant strides to advocate, communicate and mobilize communities on the issue of violence against children and to promote care and protection of children in line with the seven strategies of the INSPIRE Package.  In line with the Global Partnership commitment, pathfinder countries are obliged to report annually on mechanisms undertaken to address violence against children in their respective countries.  South Africa therefore must engage on several consultations and coherent data collection initiatives, engage different actors to compile and present the country report at various platforms and to showcase the milestones achieved to date in addressing the scourge of violence against children.
In 2018, South Africa hosted a GBV Summit and the sitting President of the country made a pronouncement declaring high levels of violence in the country to be a crisis and called upon all stakeholders to work together in addressing violence against women and children. Amongst resolutions from the conference, one of which was the development of the National Strategic Plan (NSP), intended at integrating all existing plans in the country addressing violence, with the purpose of creating synergies for collaborative interventions.
Scope of Work
Goal and Objective:  UNICEF South Africa seeks an individual consultant to finalize the costing of the NPOA, support the development process for the National Strategic Plan, and to provide support to the interdepartmental committed in country for data collection and analytics as well as generating key documents to facilitate country reporting.
Provide details/reference to AWP areas covered: This work relates directly to output 3.1: Knowledge, political will and resources leveraged for the elimination of violence against women and children, and tools developed for the country and communities to enhance awareness and an enabling environment for reporting
Activities and Tasks:
The key activities in this consultancy are described belo
1. Work plan and road map
Following an initial inception meeting, the service provider will prepare an initial workplan for implementation of the project.  This will be submitted to UNICEF and revised based on comments provided to facilitate  approval. The workplan will be supported by a clear roadmap.

 2. Reviewing the NPOA and support the costing process thereof:
The service provider will be responsible for supporting the costing process and ensuring that activities and outputs in the POA are fully costed. Review all existing documents towards the finalization of the NPOA; review and identify costing models to support the costing, documenting funding gaps and collating requisite data for further advocacy milestones; support the costing and produce funding analytical documents/reports.

3. Support the alignment of the POA to the NSP
 Identifying opportunities and recommendations for collaboration of key organizations. This will include but not limited to existing literature, as well as interviews with key actors including working ttogether with the Interim Council, producing required documents and supporting the secretariat in developing communication tools, record keeping, organizing meetings and keeping records.

 4. Facilitating and supporting the inter departmental collaboration for data collection
Through collating data and generation of required reports, including the provision of technical support to the inter-departmental structure, identifying and analyzing available data, developing and producing reports, compiling presentations and supporting high-level approval processes for reporting.

Roles and responsibilities:
UNICEF will be responsible for providing information regarding key partners and available information, avail reports and tools, documents and introduce the consultant to different platforms. UNICEF will be responsible for facilitating and providing support in meetings and address bottlenecks to allow for smooth operation.
The service provider will be responsible for the deliverables outlined in this TOR, as well as all necessary communication, logistics and coordination with government and civil society partners to plan and implement the activities.

  Desired competencies, technical background and experience
 Advanced University degree in social sciences, ICT, economics, or related field
At least 8 years experience working in child protection, social work and/or in the violence field including involvement  in costing models
Technical competence and experience in child protection, child rights, women protection or similar field. Experience in costing models  and application thereof  will be an added advantage
Knowledge and understanding of data collection instruments and analysis and survey findings
Excellent skills in developing communication tools, including child friendly tools
Strong knowledge of the South African context and national laws and programmes related to children, women rights or related subject;
Excellent writing skills in English, including a demonstrated ability to draft clear, concise and user-friendly tools;
Knowledge of government policies, processes and procedures
Ability to work independently and to ensure high-quality deliverables; and
Proven ability to deliver efficiently and on time and drive to achieve results.
Previous work experience working with goverment and civil society desirable
Proven record of collaborating with range of stakeholders including coordination and planning with range of partners and facilitation of interagency consultative processes

 Administrative issues
 The service provider will report to UNICEF Child Protection Specialist and work closely with the Department of Social Development (DSD) and the Presidency.
The service provider will have regular meetings with UNICEF in preparation for consultations, facilitations and presentations to key stakeholders.
The service provider is expected to provide weekly updates to UNICEF on project progress and inform UNICEF of any unintended findings that may be relevant to the project.
Payment to the service provider will be done upon satisfactory completion of each deliverable as per the payment schedule and can only be changed pending agreement in writing from UNICEF.
The service provider will not use the materials gathered for this assignment in any other work assignment without the explicit written permission of UNICEF.
The service provider will work on her/his own equipment and use her/his own office resources and materials in the execution of this assignment. The consultant fee shall be inclusive of all office administrative costs.
Travel costs of the consultant, in accordance with UNICEF rules and tariffs, shall be inclusive in the contract.
As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
The candidate selected will be governed by and subject to UNICEF General Terms and Conditions for individual contracts.
