However, despite decades of strong work in these sectoral areas, inequity remains.  While progress is being made, something different is required to accelerate progress towards not just long term and sustainable development improvements. One method of driving a significant impact for the most vulnerable and excluded children who may still be left behind, is also the effective use of Information Communication Technologies (ICT) in which the computing software have an important place.
How can you make a difference?
In the specific area of Programme, Individual consultant Programmer-Analyst or Software developer company is expected to design, develop and maintain the Platform of applications. In terms of Operations Effectiveness, the Individual consultant Programmer-Analyst or Software developer company is expected to leverage the power of SharePoint and any other UNICEF standard/authorized technology in order to automate Business Processes and promote a culture of data sharing and collaboration amongst Malawi Teams.
III. Key functions, accountabilities and related duties/tasks
Under the general supervision of the ICT Specialist, the Individual Consultant Programmer-Analyst or Software developer company will:
Design, develop and maintain Platform of applications using available open source rapid application development tools compatible with UNICEF software environment.
Guided by the Principles of Human-Centred Design and the Principles for Digital Development (PDD), engage with Operations’ Units to identify needs and develop technical specifications for applications
Develop the Functional Requirement Document for the Platform (FRD)
Develop the overall project planning, including defining scope, deliverables and timelines
Use agreed functional specifications to design, deploy and maintain fit-for-purpose applications including user-friendly front-end web-based dashboards: dynamic and interactive data visualization, graphs, interactive GIS-enabled maps where required, mobile capabilities access using, Business Intelligence Tools like Tableau or Power BI, open source GIS application etc.
Develop technical and user documentation for the applications which will be developed
Knowledge transfer to ICT Team at each level of the project
Support the users’ capacity building
Develop training material as required
Provide training to users as required
Maintain the Platform infrastructure
Working with the ICT Specialist, setup the required  network resources, Applications server environment and services that are necessary for hosting the portfolio of applications of the platform.
To qualify as an advocate for every child you will have…
Degree in Computer Science, Software Engineering  or equivalent (Advanced Degree preferred; relevant experience may be substituted).
At least 3-5 years’ relevant professional work experience at national or international level in software development, including business analysis and requirements engineering.
Hands-on knowledge of software across platform development, use and usability design skills and a good understanding of Agile and Rapid application programming languages.
Experience in reverse engineering and creating requirements documents for an existing system (as is scenario) by reviewing any type of software code.
Experience performing systems analysis for systems that cross multiple components and impact multiple systems.
Experience with front- and back-end web-based applications and familiar with various web service technologies implementation to put online the platform.
Good understanding of application development life-cycle and Experience in developing lifecycle documents, including Use Cases, Detailed Functional Requirements, Detailed Design Specifications, and Software Requirement Specifications.
Excellent leadership, management, coordination, interpersonal and teamwork skills.
Experience with distributed version control systems, specifically Git and GitHub.
VII. Recommended:
Experience in web and mobile application development
Experience in data analysis, data visualization and designing dashboards with tools like Tableau or Power BI or others,
Experience in designing GIS-enabled dashboards desirable
Experience in Microsoft SharePoint applications development and workflow implementation highly desirable
Skill and Ability to:
To manage complex creative projects;
To design systems architecture
To prepare and provide a comprehensive training in the transfer of knowledge
Provide Excellent written and verbal communication in English and analytical and strategic thinking; interact with users and office staff in non-technical but clear terms.
Work independently and as a team member.
Set priorities and organize work to meet strict deadlines.
