METHODOLOGY
-The consultant will work in close cooperation with section chiefs, Deputy Representative and Representative to develop the M&E system for Sinai programme, its tools and data entry and reporting mechanism. This will be require involvement of relevant partners and RO colleagues.
-Consultant will develop guidelines and tools for mid-year review of workplans and AMP in consultation with relevant staff, and ensure that reviews are completed and documented.
-Consultant will also work with programme sections, ExComms and Operations to agree on major preparatory works and development of relevant documents for ED’s visits.

PAYMENT
Develop a concept note for a comprehensive M&E System for programme supported by CSSF, Gov’t of Japan and others in Sinai and adjacent areas.

2 weeks

Monthly payment on submission of activity-completion report by consultant (with certification by supervisor)

Coordinate in development of M&E frame works in line with proposals for CSSF and Japanese funds, maps data that are/will be available through routine reports of implementing partners (Gov’t line ministries and PCA partners), identify data that will require special approach to collect, develop relevant strategies and tools for those data to collect, compile, data entry and report preparation.

6 weeks

Develop guidelines for mid-year review of AWPs and AMP, coordinate with sections and management to ensure timely completion of review meetings and ensure a consolidated reports for each of AWP review and AMP review.

2 weeks

Support Representative and Deputy Representative in finalizing agenda for ED’s visit, agree on list of briefing materials/presentation/thematic programme & operations documents that to prepare in line with ED’s visit agenda and prepare those documents in consultation with relevant sections, ExComm and senior management.

9 weeks

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIE
 An advanced university degree (Master’s) in Business Administration, Public Administration, Business Management, Social Sciences, Planning, Development, Statistics, Risk Management, and/or another directly-related technical field(s) is required.
Eight years progressively responsible professional work experience in social development, economics, management, monitoring and evaluation or strategic planning. Experience in working in international settings or projects and working in social policy and planning will be a plus.
Knowledge of the UN system and processes and specific experience in results-based management and country programme planning cycle is highly desired.
Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.
CONDITIONS OF WORK
Consultant will work from office and will be paid on monthly basis on certification of satisfactory completion of his work by supervisor.
Fee will be $8000 per month. Additionally, the consultant will get living allowance, instead of DSA at the rate of US$ 3,100 per month for first two months and then at the rate of US$ 2000 per month. Travel will be in economic class and will be paid on actual.
For in-country travel, the consultant will be entitled to DSA and travel cost as per UNICEF Country office norms agreed by the Country management team.

-Fee for services to be provided based on the deliverables in the Terms of Reference.
