METHODOLOGY
The consultant will start by attending a workshop delivered by Papyrus on how to develop a ‘Value for Money’ document in early May 2019.
The consultant will conduct a literature/evidence review to support the TOC.
In consultation with Papyrus, the consultant will facilitate discussions and update the TOC.
Based on the updated TOC, the consultant will facilitate and document assumptions of the project. The consultant is expected to document the justifications of the selected assumptions based on collected data as well as literature review.
Based on the collected data and information, the consultant will update the listed inception phase deliverables in consultation with Papyrus and UNICEF key staff members.
The consultant will develop an Inception Phase Report including all inception phase deliverables.
Overall, all deliverables are expected to be finalized by rigorous consultative meetings and in-depth discussions with relevant staff members.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE
Key activities will include the below:
Based on the data and information gathered during the inception phase of the project, the consultant will support the Education section with the following tasks:
In collaboration with Papyrus consultancy firm and UNICEF program staff, develop Value for Money framework for the program.
Conduct literature/evidence review to support TOC.
Develop Monitoring and Evaluation Framework of the project (including updating the log frame) and a MEAL plan.
Develop draft Inception Phase Report and update relevant program documents based on the evidence generated from current assessment and baseline surveys including:
Value for Money Framework;
Updated Theory of Change;
Justification of Assumptions (in relation to the updated TOC)
Updated Project Risks and Assumptions,
Updated Risk matrix;
Updated Work plan;
MEAL plan;
Updated Monitoring and Evaluation Framework; and
Updated Log Frame.
Finalize Inception Phase report and relevant program documents as mentioned above for submission by 30 June 2019.
Incorporate any relevant comments from the UK in the Inception Phase Report or relevant program documents.
Submit final report (brief description of achievements including problems encountered and recommendations).

  • Updated Log Frame.

By 15 June, 2019

Finalized Inception Phase report and program documents (as mentioned above).

By 30 June 2019

50% of the total contract

Approved Inception Phase Report including program documents and final report

By 11 July 2019

20% of total contract

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
Advanced degree in social sciences, statistics, planning development, planning, humanitarian affairs or other related fields.
Minimum of seven years of relevant professional work experience in monitoring & evaluation, planning and program development.
Sound knowledge in Education programming and analytical works.
Experience in conflict/fragile country context and remote programming is an asset.
Excellent writing skills in both Arabic and English.
CONDITIONS OF WORK
The consultant will be working on a full-time basis as per designated working days.
The consultant is expected to use his/her own computer.
