METHODOLOGY
The consultant is expected to work on the following:
Providing support to the Ministry of Social Solidarity’s policy and regulatory framework for people with disability
Local advocacy campaigns promoting the rights of people with disabilities: Coordinating the advocacy work on promoting the rights of the disabled people in light of the new disability law involves advocating for the right of children with disabilities in education and promoting inclusion in schools and nurseries.
Standards for disability: Working closely with Disability consultants on the new standards for disability (definitions of disability, types and certification) that grants access governmental benefits (disability IDs), training for employment and employment (Rehabilitation certification) to be implemented at rehabilitation offices.
Inclusion of people with disabilities in education: Coordinating the education program for the deaf and hard of hearing in Specific Education faculties at 8 Egyptian universities (El zaqazeeq, Cairo, Ein Shams, Fayoum, Alexandria, Ganoub El Wadi, El Menoufeya and Assiut) to mainstream the rights of persons with disabilities in education and grant them equal opportunities in the right for education.
Fundraising and resource mobilization: Contributing to fundraising and resources mobilization from donors and international organizations through proposal writing, grant applications… etc.
Strengthening social protection systems’ impact on disabled children focusing on the fulfilment of their rights
Managing Karama implementation: Monitoring and Evaluating the implementation of the new system for “Karama” program – disability certification – at 27 governorates to make sure of the effectiveness and efficiency of the new system.
Monitoring progress and results indicators: Coordinating with the team of trainers to conduct field visits to monitor progress of “Karama” for quality control and monitoring purposes; in addition to training new physicians at governorates on the new assessment techniques of Karama applicants.
Improving referral services and resources: Working on the implementation of the Rehabilitation Offices reform plan that is part of MOSS Disability Strategy and put in effect the referral services that would promote the inclusion of children with disabilities in education.
Inclusion of Children in MoSS services: Mainstreaming disability in the different sectors in the ministry and mobilize applications for Karama if the beneficiaries meet conditions for application.
Developing Prosthetics industry: Assisting in restructuring of Assiut’s Prosthetics & Orthotics (P&O) factory as well as developing a new Public Private Partnership (PPP) model for a new P&O workshop.
Reporting: Regularly preparing progress report on assessing the Ministry’s Centres and institutions providing services for people with disabilities, in collaboration with the Deputy Minister.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
For Egyptian Nationals ONLY.
REQUIRED EXPERIENCES
Education
Advanced (Master level) degree in Social Sciences, International Development, Economics or any relevant area of study.
Experiences
At least 3 years of proven professional experience in one of the following areas: public policy, public administration, monitoring and evaluation, or research on socio-economic issues.
Analytical, negotiating, communication and advocacy skills.
Written and spoken English and Arabic skills are required.
Familiarity with UNICEF work and the Convention on the Rights of the Child.
Initiative, passion and commitment to UNICEF’s mission and professional values.
Language
Excellent command of written and spoken English and Arabic.
DESIRED EXPERIENCES AND SKILLS
Experience working on issues related to child disabilities, inclusion programs, and disability mainstreaming.
Experience working with UNICEF or another international/development organization on child rights.
Knowledge of key documents, reports, studies on child disability in Egypt.
CONDITIONS OF WORK
Office based with field visits to governorates whenever required.
