Key Objective:
 Implementation of social workforce mobilization proposal. Training needs of social workers identified, specifically for specialized services. Capacity of program to influence reform agenda, to support design and implementation of accreditation scheme strengthened.
Series of consultative workshops successfully implemented, Implementation of accreditation scheme model is developed. Opportunities of collaboration with local and international partners utilized.
Alternative Care system strengthening, development and implementation of national strategy for alternative care, implementation of de-institutionalisation plans, development of gate keeping system, capacity-building of alternative care social workers.
Roll-out of case management functions in MoSS in the 4 governorates. Implementation of MIS for case management unit developed, endorsed by MoSS and initiated.
Development and Implementation rehabilitation and reintegration program for children victims of violence in MoSS.
Integration of social protection services Takaful and Karama program in child protection system.
Child protection system strengthening component in Ismailia and Sinai: Case management systems, workforce capacity building, Rehabilitation and reintegration services, integration of social protection, specialised services for children with disabilities.
ACTIVITIES, DELIVERABLES AND TIMELINES
Technical support to Moss AWP activities:
Provide technical input and coordination to the planning process of the developing a human resource mobilization proposal for MoSS. Assist with the technical analysis; review and contribute to the finalization of the social work reform policy proposal.
Support evidence based programming by conducting desk research and developing advocacy materials (policy briefs, concept notes, work plans) to support program planning with regards to developing the accreditation scheme and establishing rehabilitation and reintegration centers in MoSS.
Provide technical input and coordination to the planning process of the implementing the accreditation scheme. Participate in national consultations with MoSS, steering committee, partners to advocate and assist counterparts in the planning, design and implementation. Facilitate networking and collaboration with other local and international partners to support the development of the scheme.
Provide technical input and operational support to MoSS in the planning, design and implementation of alternative care de-institutionalization program. Participate in consultative workshops and contribute to the mapping of the alternative care system, development of gate keeping SOPs.
Provide technical input and operational support into the planning and implementation of capacity gap assessments for psychologists. Prepare for and participate in all capacity building activities, consultative workshops with regards to adapting the core curriculum and developing specialized modules.
Contribute to the operationalization of the case management unit in 4 governorates. Provide technical input and facilitate coordination between MoSS and other governmental partners, NGOs in the design, preparation and monitoring of the case management unit at national and sub-national levels.
Facilitate the coordination and implementation of the IMS for the case management unit at MoSS and its integration with CPCs.
Provides technical assistance to MoSS and other partner NGOs in the design, preparation and monitoring of developing specialized protocols for serious forms of violence.
Provide technical and operational support to implementation of CP interventions in Ismailia and Sinai including case management units, rehabilitation and reintegration services, specialized services for children with disabilities, capacity building of social workforce etc.
Contribute to the review/lessons learned of the first year of implementation.
Operational support to MoSS AWP implementation:
Carry out the coordination, facilitation between MoSS and program partners; government, NGOs and others.
Carry out ongoing documentation of project activities, workshops, consultations taking place and field visits. Ensure regular monitoring and quality assurance of project activities.
Conduct field visits to existing project areas, to assess implementation and monitor progress. Collect information, identify problems, constraints.
Analyze collected data and information to prepare progress reports; draft changes in work plans and assist in identification of required supplies and equipment.
Support the preparation and coordination of visibility materials, knowledge dissemination products to facilitate knowledge sharing between MoSS and other program partners.
Support to country office program management:
Support the preparation of program planning documents; donor reports, annual reports, mid-term/annual review reports as well as documents to be shared with external counter-parts, agencies etc.
Support with the coordination of program activities, preparation and review of implementation documents (ToRs, contracting documents, budgets, partner reports, program evaluations etc).
Support the availability of accurate, complete and up-to-date information required for effective programming and project design, implementation, management, monitoring and evaluation.
Assist with needs assessment and situation analysis, contribute to prioritization of programme interventions and planning conducted.  Proposes adjustments in strategies and operational procedures affecting project implementation and management.
Support partnership management and collaboration; build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders to achieve and sustain results on child protection. Provide technical input, review and edit partner proposals, budgets, technical quarterly reports, progress and evaluation reports.

QUALIFICATIONS, SPECIALIZED EXPERIENCE
Advanced degree in development/ social sciences.
Demonstrated knowledge in child protection; systems and policy with relevance to the Egyptian child protection system.
Demonstrated experience working with Governmental and Non-governmental parties on child protection issues.
Strong Reporting, Research and Monitoring skills
Fluent in both written and spoken Arabic and English
Ability to travel to different governorates on a monthly basis
The consultant will be working full time, and will be paid on monthly basis according to the provided daily rate in the financial offer
