How can you make a difference?
Objectives / Targets
The key objectives of this assignment are as follows:
To develop harmonised standards for school WASH in Zambia (including early childhood development centres, community and government pre-primary, primary and secondary schools); and
Develop a master plan (including national investment case/business plan) for achieving universal coverage of WASH services in all schools in line with SDG’s (including early childhood development centres, community and government schools) in Zambia.
 The proposed standards and the master plan will specifically serve the following objectives:
To provide guidance on provision of minimum WASH services (water, sanitation and hygiene) in schools and learning centres for creating a healthy school environment for the children and staff, with due consideration to the local context, gender and disability;
To provide a guiding framework (including a costed action plan) for achieving universal coverage of WASH services in schools, including guidance on planning, financing, design, implementation, monitoring and coordination of school WASH interventions in the country; and
To advocate for raising the profile of, and mobilisation of resources for, school WASH.
 The harmonised standards and the masterplan, in the long run, will contribute to the following strategic objectives:
Improved access to general education and equity in schools
Improved school attendance, health and cognitive development
Description of the assignment (Scope of work) / SPECIFIC TASKS and methodology
The consultant will work under the strategic guidance of a Task Force, to be established by MoGE to oversee this assignment. The specific tasks to be undertaken and the methodolgy to be employed by the consultant will, inter-alia, entail the following:
 Background review:
(i)     Hold meetings with the members of the Task Force, Ministry of General Education (MoGE), Ministry of Water Development, Sanitation and Environmental Protection, Ministry of Health, and the key partners involved in school WASH related interventions;
(ii)    Compile the available documents/materials on school WASH in Zambia including, inter-alia, relevant policies, plans, standards, guidelines, manuals and training materials;
(iii)  Conduct a review of relevant documents on WASH in Schools in Zambia. Also review literature on relevant best practices from regional and global levels. Â
(iv)  Review and compile statistics from the Education Management Information System (EMIS), national and sector plans, strategies and documents of the government and different line ministries regarding achieving WASH targets and milestones, including government programmes such as National Urban Water Supply and Sanitation Programme and National Rural Water Supply and Sanitation Programme; and
(v)   Prepare a WASH in schools situation analysis focusing on the current status of (i) the available regulatory documents, standards, and guidelines and the gaps; (ii) the status and challenges for WASH in schools at National and provincial /local levels; (iii) the government targets and milestones for WASH in schools in Zambia, including for relevant line ministries with the required resources to reach these targets/milestones as well as the SDG targets; (iv) institutional arrangements and roles and responsibilities with regard to provison/operation and maintenance of WASH services. The analysis should also highlight the incompatibilities with regard to the existing standards and guidelines.
Prepare an Inception Report and Plan of Action
(i)     Develop a detailed plan of action for undertaking the assignment, including timelines and milestones. This will also include a field visit plan and data collection tools; and
(ii)    Develop a draft outline for the standards and the master plan documents.
Consultations with key stakeholders/site visits
(i)     Engage extensively with the key stakeholders which include the line ministries (Ministry of Health, Ministry of Water Development Sanitation and Environmental Protection; Ministry of Local Government; Ministry of Finance and National Planning) and government directorates, provincial education offices, implementing partners and cooperating partners/donors.
(ii)    Moderate the stakeholders meeting (to be organised by MoGE and UNICEF) to discuss the key elements of the standards and the master plan. The standards, vision, targets, milestones and strategies for providing universal and equitable access to WASH services in schools will be discussed/fine-tuned in the workshops and post- workshop meetings.
Development of draft school WASH standards and the master plan
Based on the above, develop the following:
(i)     Draft minimum standards for school WASH: This should include harmonised technical standards for (i) water supply, (ii) sanitation, (iii) menstrual hygiene management, and (iv) hygiene facilities; and
(ii)    Draft the master plan: This document should include vision, goal, targets and milestones to scale up school WASH services in line with the SDGs and the national targets. The national master plan schould include relevant data for each province, addressing the key barriers and challenges for providing and scaling up WASH services in schools. The master plan will include financing requirements (province-wise and national level) to achieve the SDGs and the national targets and the resource mobilisation strategy. It will also specify the responsibilities of the different stakeholders with regards to the financing and delivering of the WASH services at different levels. Guidance on financing mechanisms for funding the master plan should be provided addressing the required financing and resource mobilization.
Present the standards and the masterplan to the Government and key partners for endorsement
The drafts prepared as part of the task 3.4 will be reviewed by the Task Force. The MoGE will also share the drafts with the key stakeholders (line ministries, provincial offices, districts and cooperating partners) and get the feedback/inputs on the draft documents. Subsequently, the consultant will:
Revise the drafts in line with the comments received from the Task Force;
Present the draft documents in a stakeholder validation workshop (to be organised by MoGE and UNICEF) to the line ministries, representatives of the provinces and key implementing partners/stakeholders;
Finalize the documents in light of the comments from the validation workshop; and
Submit the hard and electronic copies of the final documents in format ready for printing with illustrations, figures, maps, tables and charts.
LOCATION AND DURATION
The consultant will be working from Lusaka with travel to districts/provinces. The duration of the consultancy is a total of two months from inception to delivery of the final documents

Qualification/Specialized knowledge and Experience
Qualifications Required
A Masters Degree in Social Sciences, Engineering or a related field
Experience Required
At least 10 years experience in WASH sector, especially in development of policies, strategies and plans;
Demonstrated writing skills (at least 5 publications/articles/high-level reports with significant contribution);
Familiarity with the current developments, research, best practices and global trends in the WASH in schools sub-sector; and
Knowledge of Zambian WASH and/or Education systems and environment will be considered as an asset.

a. Technical Proposal
The documents for the Technical Proposal should include, but not be limited to:
Consultant qualification and relevant experience;
Description of major similar assignments undertaken during the last 5 years including name of the project, location, name and contact details (e-mail and telephone) of the client, implementation period, cost of the project, cost of services provided and scope of services;
Comments on the ToRs (which is the advert);
Proposed approach and methodology in response to the scope of works to the assignments; and
Proposed work plan for the assignment which also indicates reporting milestones.
Financial Proposal
The Financial offer should comprise an indication of the full cost of delivering the task. It should include breakdown of professional fees/remuneration, reimbursables and miscellaneous expense etc.
 PROJECT Management
For coordination purposes, the MoGE will provide the general oversight for this assignment. The Task Force, however, will provide oversight and strategic guidance to the consultant.
UNICEF WASH Section Chief, as a recruiting and interested party, will provide supportive supervision of the consultant. Bi-Weekly (fortnightly) meetings will be held between UNICEF and consultant to review the progress and challenges being faced. To this effect, a schedule of the meetings will be agreed once the consultant is on board.
 Payment schedule
The consultant will be paid as per below schedule:
1st payment (30%) – upon submission and approval of Deliverable 1: inception report, including WASH situation analysis in Zambian schools.
2nd payment (40%) – upon submission and approval of Deliverables 2 and 3: Report of the stakeholders meeting; draft standards; and the master plan.
3rd Payment (30%) upon completion and approval of Deliverables 4 and 5: validation workshop report, final standards and the final master plan.

The consultant will be responsible for his/her accommodation and personal laptop to perform his/her professional duties.
