ABOUT THE MISSION

The conflict in Ukraine has seen a dramatic and rapid escalation since 24th February 2022 with massive multidimensional attacks from Russian troops throughout Ukraine, from the East, North and Southern borders that affected a large part of the country including the capital, Kyiv. This attack has been immediately followed by massive displacements, and as of March 22nd about 3 500 000 Ukrainians have taken refuge in neigbhouring countries and about 6 500 000 are internally displaced, mostly in the west part of the country.

During the 2 first months of the conflict numerous people leaving East Ukraine, and other area affected, they have transited by road or train to Lviv along an axis Dnipro Ouman, Vinnistsya, Khmelnytskyï, Ternopil. The trip to Lviv can take several days,  by train or by Car and no or very few assistance is provided along this axis, IDPs are therefore lacking food, water, warm places to sleep during curfew time, from 7.00PM to 6.00AM, depending of the oblast regulations. The influx has decreased but assistance is still needed.

SI response to people in transit needs:

  • Rehabilitation/repairs and/or basic equipment of shelters, houses and buildings to accommodate IDPs.
  • WASH improvements in shelters
  • Provision of food
  • Cash response to the IDP families including cash for rent

ABOUT THE JOB

The purpose of this position is to support the Lviv WASH sub cluster  in ensuring an impartial, well-coordinated, strategic, adequate, coherent, and effective response by WASH actors in Dnipro, Lugansk, Donetsk, and Kharkiv Oblasts.

60% of his/ her time dedicated to the Wash National Sub Cluster : In line with the Humanitarian Reform, NGOs, international organizations and UN agencies operating in the WASH sector, the Wash Sub Cluster Coordinator  will ensure there is an effective coordination of the Wash cluster partners in the area covered by the cluster . Whenever possible, the WASH cluster ensure coordination with local authorities, volunteers networks, even thought they are not member of the cluster.

He/ She will monitor the context and the humanitarian needs, identify gaps, plan and prioritize responses, and implement and monitor activities in a spirit of partnership. He/ she will ensure a transparent and effective communication between the Wash partners, the coordination mechanisms and the authorities in the area. Based in Dnipro, the SNCC will facilitate WASH Cluster coordination activities; WASH emergency response coordination, and interagency assessment missions.

40% of his/ her time dedicated to SI mission in Ukraine:

He/she will dedicate some time to the support of Solidarités International mission in Ukraine -with a focus on Dnipro base activities but also in any Oblast when requested  by the Country Director.

  • Specific stakes and challenges

Establishment and maintenance of appropriate humanitarian coordination mechanisms through:

Maintaining an updated State cluster contact list up to date and ensure dissemination of knowledge of who is doing what and where within the Wash sector in the given State using a 3W or 5W tool that is periodically updated.

Organizing and facilitating regular multi-lateral meetings, bilateral meetings and working groups, developing meeting agendas, sharing key documents and minutes and following up/supporting the progress on action points with partners, local authorities and National Wash cluster coordination teams.

Briefing new cluster members on the humanitarian situation, gaps in the area and sector specific issues, sharing the contact list with them, and facilitating connections with key partners and local and national authorities.

Active contribution to inter-sector coordination through:

Ensuring effective links and communication with other clusters at state level (with OCHA support), especially Health, Nutrition, and NFIs to ensure/facilitate contextual analysis, multi- sectorial needs assessments and access to beneficiaries and sites/structures.

Service delivery support through:

Working with UNICEF colleagues at state level to monitor Core Pipeline levels, facilitating partner requests for supplies, in liaison with the National Wash cluster.

HC/HCT’s strategic decision-making support through:

Facilitating—in partnership with cluster members and/or with inter-sector team—needs assessments, the monitoring/evaluation and impact assessment and other programmatic issues as needed.

Provide leadership by carrying out rapid needs assessments.

Support to planning and implementation of Cluster strategies through:

Support Cluster Coordination team with planning issues including Consolidated Appeal Process, risk analysis, preparedness/contingency planning, gap filling and implementation of preparedness actions.

Provide regular and transparent feedback to Cluster Coordination Team on CAP and CHF processes to ensure national level decisions are well informed.

National capacity building in preparedness and contingency planning through

Organizing or facilitating opportunities for learning and growth of the partners.

Disseminating guidelines and tools

Keeping the partners informed of funding opportunities, especially UHF.

  • Priorities for the 2/3 first months:

Launch the set up of the cluster in Dnipro

Support SI team in developing wash activities

YOUR PROFILE

Experience:

  • At least 2 years of experience in WASH coordination for an international NGO
  • Previous experience with SI would be likeable
  • Previous experience in unstable environment (conflict / post conflict country)
  • Experience in multi actor management, previous experience in Cluster Coordination would be a must
  • Experience of team management
  • Previous experience in Ukraine would be an asset

Technical skills and knowledge:

  • Training and capacity building skills
  • Coordination, and diplomatic skills
  • MS office.
  • Good analytical skills, ability to adapt
  • Good communication and diplomatic skill
  • Good organization skills.
  • Capacity to work under pressure in a tense security environment.

Languages: English, knowledge of Russian / Ukrainian would be a strong asset.

Other desirable qualities:  leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2400 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions:

The security environment in Ukraine remains tense, dynamic and volatile. This will require a lot of flexibility about SI program and a strong monitoring & application of security rules on the mission. Living conditions are comfortable in Ukraine, with possible access to all essential goods and services. Again, the context remains volatile and will require frequent adaptation and changes.
