OVERVIEW OF THE FUNCTIONS OF THE POST The COVID-19 pandemic has revealed and magnified the cultural and creative industries’ pre-existing volatility. Due to the precarious nature of their work, artists and culture professionals were severely impacted, in particular in relation to their income, access to social security and freedom of movement and artistic creation. Drawing on policies and measures adopted during the COVID-19 pandemic, UNESCO will publish a toolkit that will assess emerging trends, identify new and existing gaps and offer practical advice to help position the cultural and creative industries in social and economic recovery plans.
The launch of the toolkit will be accompanied by a high-level online ResiliArt debate on 20 October 2020, the 15th anniversary of UNESCO’s Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the 40th anniversary of the 1980 Recommendation concerning the Status of the Artist.
Scope of AssignmentIn the framework of activities undertaken by UNESCO’s Culture Sector in response to the COVID-19 pandemic, the incumbent shall, under the authority of the Chief of the Diversity of Cultural Expressions Entity, draft a toolkit tentatively entitled Resilience and Creativity: Learning from the COVID-19 pandemic by undertaking the following:
Review policies and measures displayed on UNESCO’s COVID-19 Response platform (https://en.unesco.org/creativity/covid-19), collecting, researching and analysing additional emergency relief and recovery measures adopted by national and local governments, and, where relevant, non-governmental organizations and the private sector; Undertake further research and analysis, drawing on information collected by UNESCO and other complementary sources;Identify up to 20 case studies, ensuring a balanced representation of measures/initiatives by geographic region, sector, type of policy/measure;Identify and interview relevant persons involved in the design or implementation of COVID-19 responses in the cultural and creative sectors for testimonials and quotes;Submit to UNESCO a first draft toolkit;Submit to UNESCO a final toolkit by 25 September 2020;Review and provide feedback on all graphs, infographics, quotes and visuals to be included in the final layout, including a revision of the final layout.The toolkit shall be written in English or French in approximately 50 “standard pages” as defined by UNESCO (a “standard page” contains 320 words), and include an analysis of trends in the design and adoption of relief and recovery measures, of assessments by recipients of relief and recovery measures (based, inter alia, on information collected through a survey on UNESCO’s ResiliArt debates), lessons learnt, as well as concrete recommendations of actions that will strengthen the resilience of the creative sector and prepare them for future crises.
The incumbent shall consult the Secretariat to seek clarification as deemed necessary and shall submit partial or preliminary drafts in advance of the stated deadlines, for review by the UNESCO Secretariat, when relevant.
Deliverables and timeline
The incumbent shall submit to UNESCO, in electronic format, the following:On or before 15 August 2020, a draft toolkit;
On or before 25 September 2020, a final toolkit;On or before 20 October 2020, an annotated and reviewed report in layout.

REQUIRED QUALIFICATIONSAdvanced University degree (Master’s or equivalent)At least 5 years of professional experience in the field of cultural and creative industries with a focus on public policies for the creative sector;Proven experience in policy analysis and research in the field of cultural and creative industries worldwide;Proven experience in crisis management and strategic planning;Proven competencies in analysing and elaborating training tools in the field of cultural policies and cultural and creative industries;Fluency in English and/or French (written and spoken) and good knowledge of the other language;DESIRABLE QUALIFICATIONSDemonstrated experience in the development of toolkits or training modules in the field of cultural and creative industries;Knowledge of Spanish (intermediate).
