The Global Shared Service Unit (GSSU) is part of the Bureau for Management Services (BMS).

The Global Policy Network (GPN) is a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
As part of the GPN, the Bureau for Policy and Programme Support (BPPS) and the Crisis Bureau work in an integrated manner to address development issues.
With a deep understanding of UNDP’s strategic and operational vision of the GPN, the Joint Directorate empowers teams and units within BPPS and CB to act as critical partners under a nexus approach.

Established in 2016, the UNDP Funding Windows are a pooled, flexible funding mechanism that provide a strategic opportunity for partners to contribute to achieving the 2030 agenda for Sustainable Development in the areas of Poverty and Inequality, Nature, Climate and Energy, Governance Peacebuilding, Crisis and Resilience, and Gender Equality and Women’s Empowerment.

Since their inception, the Funding Windows have mobilized $420 million, $125 million of which was received in 2020 alone.
In addition, to respond to the COVID-19 pandemic and as part of UNDP’s Rapid Response Facility (RRF), the Funding Windows successfully disbursed US$30 million to 110 country offices with a 96% delivery rate in 9 months.

The UNDP Funding Windows were established with a clear segregation of functions and duties across fund management, fund administration, donor coordination and resource mobilization, and coordination with country offices.
These functions represent the nucleus of the ‘Fund Management function’, and are undertaken by several units, including the Bureau Policy & Programme Support (BPPS), the Crisis Bureau (CB), the Bureau for Management Services (BMS), the Bureau for External Relations and Advocacy (BERA), and the Regional Bureaux.

The Fund Administration Specialist reports to the GSSU Finance Manager, while collaborating with the Funding Windows Manager in the GPN Joint Directorate, on a day-to-day basis to deliver the duties and responsibilities outlined below.
As part of the Funding Windows Team, S/he provides effective financial administration and implementation of Funding Windows resources, from their planning, recording, allocation, monitoring, to reporting.

The Fund Administration Specialist will work in a collaborative manner with operations and programme staff in country offices, UNDP HQs staff and technical advisors and experts, towards successful UNDP project implementation.

Duties and Responsibilities

Summary Of Key Functions

Under the supervision of the Funding Windows manager, S/he is responsible for:

Technical Management of the Trust Fund, according to UNDP’s financial rules and regulations:
• Supports the Funding Windows manager in the technical management of the Funding Windows, in line with the Strategic Plan and established goals and objectives.
• Prepares protocol in conjunction with the Fund Manager on fund administration.
• Advises the Fund Manager on effective fund operations to ensure delivery of results that meet Funding Window requirement and quality standards.
• Provides inputs to the Fund Manager on financial and operational risks if any.
• At the request of the Fund Manager, ensures adequate information is provided externally on the FW Portal.
• Supports the Fund Manager in the preparation of financial information for annual reports, consultations with donors, Advisory Group meetings, and others.
• Advises executing countries on resource delivery, introducing as need be performance indicators/ success criteria, cost recovery, targets and milestones.
• Identifies and brings to the attention of the Fund Manager operational and financial problems, and proposes and develops solutions.

Fund Administration and Result-Based Reporting
• Under the supervision of the Fund Administrator, oversees the administration of the portfolio of Funding Windows.
• Establishes a system of proactive compliance monitoring to ensure that all financial obligations arising from the contribution agreement are met.
• At the Fund Manager’s request, reviews non-standard agreement requests and obtain clearance from Bureau for Management Services’ Legal Office. Ensures all signed contribution agreements are recorded and available on the shared platform.
• Maintains records of expected contributions on behalf of the Funding Windows team.
• Submits requests through (Oracle CX case) on behalf of the Funding Windows for GSSU to record the contributions. Ensures the donor contributions are correctly recorded in Atlas according to the established rules for recording revenue and receivables and the respective signed Funding Windows contribution agreement.
• Undertakes timely follow up with respective parties on receivable contribution when all obligations have been met.
• Maintains controls to adhere to UNDP Policies, procedures and SOPs with respect to the utilization of resources of the trust fund.
• Under the Fund Manager’s guidance, monitors financial implementation of all projects and follow up with country office or the related parties in case of any deviations related to cost recovery, GMS, advances to partners, commitments and obligations, Atlas budget setup, with Gender 15% minimum allocation.
• Liaises with Regional Bureaus to obtain additional financial monitoring information, where necessary
• Prepares and sends periodic Delivery Performance Reports (annual, quarterly, or monthly, interim or ad-hoc request) to regional bureaux. Prepares analytic financial reports on the pending contributions, received contributions, allocations, unallocated balance, utilization and balance by donor or sub-window and by CO, and ensure its accuracy and up to date in the Portal.
• Contributes to the design and requirements of a monitoring and reporting tools such as a dashboard.
• With the Fund Manager, prepares and validates the final annual financial reports for donors.
• In collaboration with the Fund Manager, duly manage Trust Fund closure following the trust fund closure procedures as set out in the POPP.
• Based on the performance criteria and the thresholds in the POPP, prepares reports on the financial implications of remedial actions, and monitor impacts.
• Support the Fund Manager in responding to audit observations made on the fund operations and ensure follow-up actions are taken on agreed recommendations.
• Support the Fund Manager in the creation of new fund codes in line with the structure of the Funding Windows.
• Address general financial issues as they arise, working closely with BMS’s GSSU and FBA.

Resource Planning and Allocations
• Support the Fund Manager’s results-based planning of resources.
• Liaises with the country offices and/or relevant parties to obtain the required chart fields (Chart of Account/ COA) following the issuance of their allocation letter.
• Allocates resources in Atlas as indicated by project managers and based on the approved allocation letter and in line with the POPP.
• Reviews the multi-year ATLAS Annual Work Plans (AWP) submitted by the offices.
• Maintains overview of available resources (undecided and unallocated) in each Window for the Fund Manager’s use; Ensures that allocations to projects do not exceed the trust fund resource balance.
• Monitors delivery of project allocations against expiration dates.
• Reminds country offices of their allocation’s expiry date.
• With the Funding Windows team, undertakes annual exercises of transferring unspent resources from one year to another year, liaising with project managers.
• Working with country offices, reviews project budgets at year-end or upon project closure, to cover any deficit and re-allocate the unspent resource to the following year or transfer it back to Funding Window.
• Ensures consistency of allocation information to stakeholders.

• Identifies and articulates lessons learnt and best practices on the administration of the Funding Windows and leads and actively contributes to the formulation of operational guidelines, procedures and policies related to finance issues that would further improve the efficiency and effectiveness of their operations
• Provides ad-hoc and planned support to COs in design, implementation and closure of projects funded by Funding Windows.
• Provides sound contribution to knowledge networks and communities of practice.
• Organizes trainings for the operations/ projects staff on finance related issues.

Education

Required Skills and Experience
• Advanced (Master’s) University Degree in Business Administration, Finance/Accounting or a relevant discipline or preferably a professional accounting qualification certificate from an internationally recognized institute of accountancy. Those with professional accounting qualification certificate from an internationally recognized institute of accountancy will have a distinct advantage.
• Long-listed candidates will be required to undergo the UNDP Advanced Accountancy & Finance Test.

Experience
• Minimum 5 years of relevant experience at the international level in the financial management and/or providing related services for the design, management and monitoring of Multi-Partner Trust Funds or large-scale projects, including results-based management finance and operations.
• UNDP and UNDP country office related experience are preferable.

Language Requirements
• Fluency in English is required. Working knowledge of French is an advantage.

Other
• Experience of working with ERP systems.
• Experience of IPSAS and/or IFRS is required for external candidates.
• Experience in the usage of computers and office software packages (Excel, PowerPoint, Word), experience in handling of web-based management systems (PowerBI, SharePoint).
