UNDP: Implementation of Peace Plan Projects in Madagascar

The United Nations Development Programme (UNDP) is seeking applications for the Implementation of Peace Plan Projects at the Level of Betroka and Amboasary South Districts.

UNDP has been implementing jointly with UN agencies and through PBF funding, peacebuilding support projects around the Andriry mountain range in southern Madagascar. If the interventions are initially focused on securing the area (setting up outposts of the gendarmerie, improving access to justice, etc.), the strategy deployed is gradually evolving towards the development of resilience, the enhancement local potential, the strengthening of social cohesion through the empowerment of the population; all this to tackle the root causes of the instability of this area.

In addition, the implementation of the “Strengthening of local governance” component of the Anosy Project of Portfolio 3 aims to strengthen the achievements of former UNDP projects in the context of strengthening peacebuilding through the rapprochement of the population and the FDS, the promotion of community dialogues and support for the implementation of peace plans resulting from these dialogues. To materialize this support, the project will continue to implement priority projects of the peace plans divided into 03 components, namely

Component 01: strengthening the resilience of the rural population to contribute to the consolidation of peace,
Component 02: the promotion of the professionalization of young people in basic trades and their involvement in the peace consolidation process,
Component 03: Improvement of income of target groups and promotion of social cohesion through opening up initiatives.
Objectives
The overall objective is to strengthen the consolidation of peace at the local level by supporting the target municipalities in the implementation of initiatives to strengthen social cohesion resulting from peace plans.

Support community self-help initiatives, including improved agricultural production and income-generating activities aimed at reducing poverty;
Promote social cohesion through the mobilization of community members for the implementation of projects of common interest;
Promote the partnership between the municipalities and the Deconcentrated Technical Services in the implementation of local initiatives
Support the implementation of community initiatives through a learning-in-action approach (school project, etc.);
Train young people in niche and promising professions in their locality;
Promote the mobilization of young people through the implementation of projects of common interest promoting social cohesion;
Consolidate the income of the population by supporting initiatives to open up the economy and create IGAs;
Characteristics of the Projects to be Supported

Components
NGO 01: Strengthening the resilience of the rural population to contribute to the consolidation of peace.
Type of Activity:
Dam construction rehabilitation.
IGA.
NGO 02: Promotion of the professionalization of young people in basic trades and their involvement in the peacebuilding process.
Type of Activity
Professional training of young people in IT.
Provision of computer equipment and equipment with Solar KITs as an energy source.
NGO 03: Improvement of income of target groups and promotion of social cohesion through opening up initiatives.
Type of Activity:
Rehabilitation or construction of tracks.

Funding Information
Strengthening the resilience of the rural population to contribute to the consolidation of peace: $91,000.
Promotion of the professionalization of young people in basic trades and their involvement in the peacebuilding process: $65,000.
Improvement of income of target groups and promotion of social cohesion through opening up initiatives: $95,000.
Expected Results
Community self-help initiatives, including improved agricultural production and income-generating activities are supported and implemented;
Community members mobilize for the implementation of projects of common interest
Partnership mechanisms are set up between municipalities and the Deconcentrated Technical Services for the implementation of local development and peacebuilding initiatives.
Community peacebuilding initiatives are implemented through a learning-in-action approach (school work, etc.);
Young people from the target communes are trained in niche trades and carriers in their locality;
Young people are mobilized in the implementation of projects of common interest promoting social cohesion;
The incomes of target groups are improved through support for economic opening up initiatives and the creation of IGAs;
Members of the community mobilize for the implementation of projects of common interest;
Activities
Support for initiatives aimed at increasing agricultural yield.
Support for the community mobilization process around these projects.
Support for the professionalization of IGAs at the local level.
Train young people in niche and promising professions in their locality.
Supporting initiatives aimed at combating idleness among young people.
Support the implementation of initiatives to open up through HIMO.
Support groups through target opening up initiatives in the creation/professionalization of IGAs.
Eligibility Criteria
NGO having at least 2 years of formal existence;
Recognized expertise in the field of local development;
Good knowledge and experience of municipalities and districts in the area of ​​intervention;
Experience in managing financing over USD 100,000;
Experience with United Nations agencies will be an asset;
Experiences in projects for the consolidation of peace.
