Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid with Headquarters in Lausanne, Switzerland. Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in around 30 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 4 million children and members of their communities, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

Tdh is officially registered in Moldova, Romania, and Hungary since respectively 2004, 1992 and 2006

Context :

Since 24th of February 2022 when the invasion of Russian military forces to Ukraine started, Tdh has decided to deploy an operational emergency regional strategy, including the bordering countries Romania, Moldova, Hungary. The border countries with Ukraine have been facing an unprecedented influx of displaced people. The financial set up of Romania, Moldova and Hungary is becoming more complex, with additional emergency grants, additional team members coming often from private sector. The emergency regional operational response support each of the 3 countries in ensuring appropriate and qualitative and will be constantly revised according to the context.

Responsibilities :

The Finance and Admin Regional Coordinator will have to ensure that the financial and administrative rules and procedures are followed and respected in Hungary, Moldova, Romania. She/he will be focusing on the finance team capacity building and training by doing, the follow up of financial risks, harmonizing tools and approaches. She/he will accompany the country teams on the transversal and efficient cooperation between finance, logistics, HR, and program teams. She/he will be providing additional support to the regional grants financial follow up and reporting.

The Finance and Admin Regional Coordinator is part of the Regional Coordination Team managed by the Emergency Coordinator and includes also Logistics, Human Resources, MEAL and Child Protection Coordinators.

Support the delegation financial management

  • Proactively supports in 3 countries the monthly update of the cost coverage, the monthly follow up of cost coverage, the monthly follow up of cofounding
  • Assures the overview of proposals before sending it to HQ for validation (golden rules, template, donors, cofounding, impact on cost coverage)
  • Assures the donor instalment follow up and treasury requests
  • Responsible for regional proposal budget writing with a strong inclusion of support and program teams in countries
  • Supports the 3 finance countries teams to integrate the signed multi-countries grants to the financial countries systems (SAGA, FMT, treasury), quick off meetings with budget holders once the donor grants are signed, facilitates, and shares the donor guidelines
  • Responsible for the monthly budget follow up of multi-country regional grants, suggests measures when needed (time or budget amendment, different use of financial resources etc.…)
  • Responsible for analytical check and financial reporting on multi-countries and regional grants, with a strong inclusion and support of counties finance teams
  • Supports the countries teams for external audits of regional grants
  • Assures gap filling of finance managers if needed

Responsible for harmonized practices, procedures

  • Harmonize the financial tools and in place in the region and the ways to use it (FMT, CCP, matrix, timesheets) in collaboration with HQ Finance Controller
  • Responsible to set up harmonized inclusive forecasting processes in countries, ensures the best practices are in place
  • Ensures the timeframe of accountancy closures and yearly budget revisions
  • Promote innovative approach (FMT 2.0 implementation, financial measure of environment impact, any others)
  • Promotes the exchange of best practices between countries and identifies the training needs, training by doing, external training opportunities, regular regional finance workshops (at least once per year)
  • Ensures the technical support to finance managers in countries for proposal writing, reporting, yearly budget follow-up
  • Ensures each budget holder has received adequate training for managing their budget and codifying expenditure correctly
  • Set up of an efficient and regular exchange with logistics, program, HR teams on processes and procedures
  • Ensures regular sample check and preaudit in country offices to confirm the audit trails are in place, accompany the countries teams and follow-up on statutory and external audits and ensures the harmonized application of the recommendations.

Support the yearly budget in countries and follow up of financial risks

  • Support the countries teams in yearly budget construction and follow up
  • Update the financial data on Aidcoverage and the piloting tool monthly
  • Ensure an equitable share of unrestricted funds between countries according to the cost coverage and context
  • Support the country representatives in fundraising strategy, provides financial analysis according to various scenarios
  • Monitors the financial risk linked to costs not covered (cofounding, HR, subbases, structure costs coverage versus available grants)
  • Responsible for regional costs follow up, coverage
  • Support the teams to decrease the post-emergency volumes without creating unforeseen financial impacts

Contributes to the efficient HR strategy in countries

  • Responsible for technical part of finance team recruitment, induction, initial training, participates in the evaluation of technical skills
  • Promotes internal mobility for finance staff
  • Supports the HR team in salary scale revision when needed
  • Supports the HR team to follow the risks related to the HR: contracts duration and HR coverage by grants, end of contract and leaves financial impact follow up

Profile :

Education : Degree in Business Administration, or  relevant Finance / Administration training.

Experience :

  • At least 6 years previous experience of seniority in an INGO at a management position in the field (expatriation), ideally as head of finance or head of support
  • At least 1-year previous experience at Terre des hommes as finance coordinator (an asset)
  • Experience in managing short / long-term program budgets of over €7 million and reporting to relevant donors.
  • Extensive project management experience (management; planning; staff development and training skills) in quickly changing context.

Competencies :

  • Deep knowledge of Terre des hommes processes, tools, and practices.
  • Good training skills.
  • Excellent communication skills (oral and written).
  • Strong analytical skills and experience using a computerized information management system (Ms. Word, Excel, SAGA).
  • Excellent interpersonal skills, able to work as part of a dispersed, multi-disciplined, multicultural team.
  • Well-developed conceptual, critical, and analytical thinking with the ability to convey complex information in a straightforward, interesting way.
  • Commitment to an organization values and policies.
  • Knowledge or appreciation of the context in terms of its political, economic, and social trends plus a good understanding of the key development and humanitarian issues in the region.

Languages :

  • Excellent oral and writing skills in English,
  • French an asset (some worldwide tools have not been translated yet).
  • Any local language would be an asset (Hungarian, Romanian, Russian, Ukrainian)
