Tdh :

Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.

 

 

Context :

Lebanon is the country with the highest per capita ratio of refugee worldwide, 1 inhabitant out of 3 being displaced from Syria or Palestine. According the UN agencies, Lebanon hosted 1 011 366 registered Syrian refugees in December 2016 – 1.5 million including the unregistered – along with more than 450 000 Palestinian Refugees. Most of the refugees live in 12 official camps across the country. This situation has impact at all levels, putting a significant strain on the local resources, infrastructures and services, exacerbating already limited capacities and deteriorating the social cohesion. In this context, major child protection concerns such as gender-based violence, child labour, early marriage, school dropouts and negative coping mechanisms are widespread and increasing.

Tdh opened its Lebanese delegation in 1977. After a few years out of the country in the 90’s, Tdh reopened an office in 2006 in South Lebanon to respond to the humanitarian needs generated by the 33-day war. Tdh soon became, and still is today, the main child protection (CP) agency in the South.

Tdh interventions over the past years included CP projects for the most marginalized. Currently, two main projects are implemented: the first aimed at Palestinian since 2006 and the second at Syrian refugees since 2012. Tdh core expertise in Lebanon includes Psychosocial Support (PSS) activities, Case Management, Community Based Interventions around CP and Gender-Based Violence (GBV), Research as well as Capacity Building of local government and civil society actors.

The Coordination office of Tdh in Lebanon is located in Beirut and there are one sub-offices in Tyre in the South. The position is currently based in Beirut with regular/weekly visits to operational sites where Tdh implements activities in Lebanon. The delegation is composed about 50 employees who are mainly based in the South where the large part of the activities are implemented. At the beginning of 2018 the global budget is about 2.8 million, thanks to several donors, of which UNICEF are the biggest.

The Programme Coordinator role is to ensure an accurate, proper, timely and high quality implementation of projects in the Tdh delegation in Lebanon, i.e. s/he has a major responsibility for the projects strategic orientations, steering and outcomes.

The three main tasks of this function are:

  • Team Management: follow up, support and supervise Project Managers and Technical Unit staff;
  • Projects Cycle Management (PCM): ensure all elements of the project cycle are properly developed, coordinated, implemented and followed, in close collaboration with other key departments of the delegation;
  • Programmes Technical quality: ensure, the technical quality of the approaches and projects implemented by the delegation, as well as the capacity-building of the technical skills of Tdh staff and partners.

The Programme Coordinator, based in Beirut, reports to the Country Representative, also based in Beirut. As head of Programmes department, s/he has a functional line with all other departements (Quality&Accountability Unit, HR Department, Admin.&Finance Department and Log.&Security Department) in the delegation.

 

 

Responsibilities :

 

Team Management

  • Directly supervises two Project Managers (one expat, one national), one Partnership and Compliance Manager (under national contract) and one Technical Department Manager (under expatriate contract);
  • Leads the recruitment and induction of any new staff and/ or consultants under his/her line management;
  • In collaboration with HR manager takes disciplinary measures towards staff under his/her line management if necessary;
  • Evaluates the staff under her/his direct responsibility on a regular basis and pass on the evaluations and recommendations to the Country Representative of the Delegation;

 

Coordination

  • Under the lead of the Country Representative and in collaboration with other Coordinators, participates as an active member in regular internal coordination meetings, in which s/he presents a detailed review of current achievements, challenges faced and options considered for each project;
  • Ensure the correct flow of operational information to other departments in the delegation;
  • In cooperation with the technical advisors at the headquarters, drives and contributes to research in the field and explores partnership avenues/methods for its implementation (relations with institutions: university, research center, local NGO, etc);
  • In agreement with the Country Representative, ensures a regular attendance of Tdh in relevant Coordination meetings at National and Local levels
  • Under the supervision of the Country Representative, s/he represents the organization locally to partners, donors, NGOs, International Organizations and local authorities, and reports interview findings to the Country Representative.

 

Fundraising

  • In collaboration with CR and Project Managers identifies key donors in Lebanon;
  • Leads preparation and implementation of needs assessments;
  • Leads development of quality concept notes and proposals.

 

Projects Cycle Management (PCM)

  • Takes the lead in the initiation of new project (or new phase of the project), with the active collaboration of the PM involved, including organization of the kick off meetings;
  • Overseeing the planning and implementation of the projects through the management and supervision of the associated resources in the Programmes Department;
  • In collaboration with Project Managers and in coordination with the Q&A Coordinator, ensures the set-up of a M&E system (M&E plan, M&E tools, analysis) in accordance with each project. Participates to the monthly quality follow-up of data;
  • In collaboration with the Project Managers and in coordination with the Admin.&Finance Coordinator, ensures the correct financial management of all projects or activities and the funds available for them. Participates to the monthly tracking of budgets;
  • In collaboration with Project Managers and in coordination with the Q&A Coordinator, contributes to the reporting on the project success, as measured by expected outcomes and indicators;

 

Programmes technical quality

  • Responsible for the implementation of the programme strategy across the projects and the development and managerial coordination of the project teams. Major responsibility for the project strategic orientations, steering and outcomes;
  • Ensure a proper and timely delivery of the projects, according to agreed outcomes, within budget and on time, by the project and technical team;
  • Provides technical support and guidance to her/his team, in order to ensure an excellent level of quality of the projects implemented, compliant with the international standards, but also to those of Tdh and donors.
  • Oversee the proper monitoring of the programme impact, assessment of the value of each activity in terms of its contribution to expected outcomes. Discuss and validate with Project Managers their proposed changes/adjustments in activities if needed;
  • Ensure the harmonization of programmatic approaches and processes and engage on that activity with other delegations to ensure harominzation of practices;
  • Continously looks for new, innovative approaches and solutions wich could be piloted and integrated into Tdh programmes in Lebanon.

 

 

Profile :

Experience of NGO project management on the field mandatory:

  • Previous relevant experience and extensive knowledge of the relevant programmes (Child Protection in a longer-term approach/LRRD/protracted crisis/resilience/Juvenile Justice/SGBV)
  • Strong technical knowledge
  • Previous relevant experience and extensive knowledge of project design and experience in project development (strong knowledge and skills in M&E is especially important)
  • Strong experience in developing strategies as well as local partnerships;
  • Large experience of major institutional donors (UNICEF; SwS; DDC; AFD) and significant projects;
  • Experience undertaking field assessments; exploratory missions; baseline and endline survey;
  • Strong knowledge and expertise in M&E;
  • Experience with budgets and budgeting;
  • Analytical and problem solving skills
  • Previous relevant experience and excellent competencies in human resources management and good managerial skills (local and expat teams).
  • Excellent team leadership;
  • Organisational and managerial skills;
  • Strong capacity and motivation for team work;
  • Ability to motivate and develop skills of others

Others personal abilities

  • Fluency in English and Arabic is an asset
  • Sound personal organisational skills, including time management, ability to meet deadlines, multi-tasking, prioritisation of tasks, and working under pressure

Salary :

Expatriate contract under Swiss labour code 3’800 CHF (~3’300 €) 5’200 CHF (~4’500 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
