HAMAP-Humanitaire in Middle East
HAMAP-Humanitaire is looking to develop its Mine Action program in Middle East while in line with its vision and mandate: reinforcing local and national actors. In the region, HAMAP-Humanitaire is currently active in Humanitarian Mine Action in Iraq and Lebanon.
HAMAP-Humanitaire in Iraq
HAMAP-Humanitaire has been working in Iraq since 2016, in capacity strengthening of local and national partners in Iraq. HAMAP-Humanitaire first implemented IED-Clearance training to the profit of local authorities in Sulaymaniyah and Erbil. From 2019 to 2025, HAMAP-Humanitaire supported a local Iraqi NGO in continuous improvement of its organizational and technical capacity. Through this long-term partnership, HAMAP has delivered EO RE, NTS and then Clearance projects in Ninewa governorate, and in particular Sinjar district clearing more than 1 million square meters of lands. Since September 2025, HAMAP-Humanitaire started a new project called MIRATH focus in the southern Govenorate of Dhi Qar.
MIRATH, for Mesopotamia Initiative for Rehabilitating Archeological Tourism and Heritage, plans to support the Iraqi Civil Defense in Dhi Qar, reinforcing its capacities through trainings and provision of equipment in order to clear at least 2 million square meters of archeological lands. This project will be implemented in partnership with the Iraqi Directorate of Mine Action (DMA) under the Iraqi Ministry of Environment, as well as the Ministry of Culture, Tourism and Antiquities. In addition to the capacity building and clearance activities, MIRATH project will ensure clearance activities are adapted to the protection of world heritage sites and explore ways archeologists and demining professional can best cooperate. The lessons learned from MIRATH will project will be consolidated in a dedicated report for presentation in ad-hoc events with the broader Humanitarian Mine Action and Heritage preservation professional communities.
HAMAP-Humanitaire in Lebanon
HAMAP-Humanitaire has been working in Lebanon since 2008, but only started its Mine Action program in mid-2024 following the emergence of a new conflict between Israel and Lebanese groups. HAMAP-Humanitaire is since conducted projects focus on supporting the capacity
building of Lebanese actors, in close coordination with the Lebanon Mine Action Center (LMAC), in delivering Mine Action activities. In a progressive way, HAMAP-Humanitaire has supported three NGO, and is currently active in EORE, NTS and Clearance activities focus on Southern Lebanon. In parallel, HAMAP-Humanitaire is supporting national authorities cooperation in massifying EORE through institutional channels. Furthermore, HAMAP-Humanitaire is also working with an academic institution on ensuring evidence-based programing and innovative digital communication as a further path to EORE massification.
In close link with the Regional Coordinator, his missions will be as follow:
Evaluation and training – Task and responsibilities
> Conduct technical gap evaluation, and quick assessment, of the partners mine action capacities;
> Draw mine action capacities’ development plan – implement-it and follow-it;
> Develop training materials – in line with SOPs and NMAS – as per need;
> Implement training and support local partner in the implementation of trainings;
> Mentor, evaluate and train the partners’ senior Operations personnel;
Program support – Task and responsibilities
> Support in documentation of activities, and liaise with partners’ senior Operations personnel;
> Review and validate operation reporting tools and activities reports.
> Assist Regional Coordinator in design and development of projects through providing technical review and guidance;
> Support program in planning and delivery of human and material resources needed for the accomplishment of projects and mine action capacities’ development plan;
Quality Assurance / Control – Task and responsibilities
> Support in the identification of priorities in line with risk-level and socio-economic impact of clearance;
> Develop a quality management scheme, to monitor operations along with their impact, according to partnership models and in line with SOPs and NMAS;
> Conduct regular quality assurance and control;
> Ensure compliance of medical support with SOPs and NMAS;
> Provide guidance on corrections and corrective measures to implement.
Representation and Coordination – Task and responsibilities
> Represent the organization as HAMAP-Humanitaire’s Technical Advisor in particular for technical meetings and with local authorities, as assigned by the Regional Coordinator;
> Coordinate operations and capacity strengthening efforts with main stakeholders including NMAAs, local partners and other Mine Action organizations;
> Coordinate with other HAMAP-Humanitaire technical personnel in HQ or other missions for capitalization and good practice exchange.
Other tasks and responsibilities
> Any other tasks assigned by Regional Coordinator.
Reporting Line
The Operation Management Advisor reports directly to the Regional Coordinator. For technical matters, the Regional Coordinator may involve reference persons in HQ or other missions.
Required qualifications
> IMAS EOD 3 minimum, EOD 3 + (IED-D) preferred (with certificates).
> At least 15 years’ experience in the Explosive Ordnance Disposal field
> At least 5 years’ experience in Humanitarian Mine Action.
> At least 2 years’ experience as a trainer in the EOD field.
> Experience in EOD Quality Management
> Experience in drafting SOPs
> Fluency in written and speaking English
> High degree of computer literacy.
> Profile that includes experience in project management, representation, advocacy, monitoring and evaluation will be highly appreciated.
> Experience in Middle East and in particular in Lebanon and Iraq will be highly appreciated.
> French and Arabic will be considered an asset.

Conditions
> Duty base: Beirut, Lebanon.
With frequent trips throughout the region, in particular Southern Lebanon and Iraq (Baghdad, Dhi Qar, Erbil).
> Start date: 1st February 2026
> 6 months contract (until 31st July 2026), renewable according to results and fundings.
> Work rate: Depending on the context of the area
