Tdh:

Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in more than 45 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 3 million children and their relatives, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

Tdh is working in Bangladesh since 1976, with operations in the north of the country (Kurigram district), in the Dhaka district and in Cox Bazaar district.

Tdh is implementing programs on Health, WASH, Access to Justice (social cohesion and conflict resolution), Migration and Child protection, both in development and emergency context.

Following the massive displacement of more than 688,000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health, WASH and protection.

Since 2019 Tdh in Bangladesh is part of a consortium, led by the Institute for Development Studies, for an Action Research project implemented in Asia at regional level, with an important component of cash transfer. Tdh in Bangladesh is starting a process of integration of emergency and development approaches.

Context :

The Logistics coordinator directs the mission’s logistics activities to ensure the effective implementation of Tdh’s programmes in the country.

  • Responsible for setting up Tdh’s logistics procedures and tools on the mission and ensuring they are adhered to and properly used.
  • Contribution to define Tdh’s strategy on the mission, drafting of proposals and allocation of resources necessary for Tdh’s activities.
  • S/he supports the Country Representative for security operational management.

Org. Chart Position (Reporting and functional relashionships) :

  • Line manager: Country Representative
  • Line report(s): logistics team of coordination’s office
  • Functional manager: HQ technical unit, Desk team
  • Functional report(s): logistics team of the field offices

S/he will work in direct collaboration with the Deputy Country Representative, Program coordinators, Admin/Finance/HR Coordinator. S/he is the mission’s adviser and link between HQ and the mission for any questions related to logistics.

Main Responsibilities:

  • Define the appropriate Department structure, ensure staff management & capacity building
  • Ensure logistics Coordination of the delegation
  • Ensure logistics representation (partners, authorities and different local actor)
  • Supply chain process setup, implementation, follow up and monitoring
  • Equipment, assets and fleet management
  • Support for security operational management
  • Strategy/Reporting/Capitalisation/ Budgets monitoring for all logistics matters

Priorities for the first semester 2021 :

  • Over the last 3 years, 2 separate coordination teams have cohabitated (the Development in Dhaka & the Emergency in Cox Bazar). Under the responsibility of the CR, the Logistic Coo. will be in charge to ensure the merging of the Cox & Dhaka : harmonization of the logistic procedures, staff’s training on new process…
  • The stock management procedures need to be strengthen, especially for drugs and medicines items : training, Sop’s revision…
  • Recent grants were signed with huge implication in term of supply with tight deadline. The logistic Coo. will facilitate the collaboration between progams and logistic department to ensure realistic and better planification: training on procurement plan …
  • The Bangladesh Delegation has been a pilot for the PAPERLESS project (digital archiving). The Logistic Coo. will ensure the continuity of the project and will extend it to the newly merge delegation.

Profile:

  • Diploma or University Degree in logistics
  • At least 2 years’ experience in a similar position and Demonstrated experience with INGO, preferably in emergency context
  • Excellent written and spoken English
  • Ability to work under high pressure and without constant supervision
  • Excellent reactivity and flexibility in all circumstances
  • High capacity to organize his/her work, and manage priorities
  • Excellent writing, reporting and communication skills
  • Strong interpersonal and intercultural skills

Please be advised that living conditions in the field (volatile security context, basic living conditions, shared showers/toilets, curfew, restriction of movements, etc.) can be challenging and although Tdh does the necessary to ensure security and wellbeing of the staff, people used to a certain level of comfort might not feel at ease in the field.

Salary :

Expatriate contract under Swiss regulations 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Duration: 6 months
