OpportunityWe are looking to employ an experienced Marine Services Towage Operations Manager to manage our operations in Angola.
This successful candidate will hold a Master’s STCW II/2 CoC with operational harbour towage (bow to bow) and ASD propulsion unit experience non-negotiable. In co-operation with the Technical Superintendent, you will ensure the day-to-day operational management and support of the fleet their crew and a small onshore office based in the Port Terminal. When required by unforeseen circumstances, you must have the capacity to, and will be required to, take command of a Tugboat as Master and command and handle the ASD Vessel for Towage operations. The role requires an independent thinking, innovative leader to take ownership of operations and ensure that safety, operational excellence and good client and authority relationships are realised.

• Ensure compliance with all Class, Flag and Statutory Certification for all vessels, liaise closely with the Technical Manager for technical/engineering side of surveys.
• Management of Masters, Skippers and Chief Officers to ensure compliance with Svitzer processes and procedures at all times
• Management and oversight of Crew Administration to ensure vessel are always properly manned
• Ensure all crews have appropriate training so meet Svitzer OVMSA requirements and deliver training required to meet OVMSA compliance
• Oversight and management of crew to ensure a safe working environment is always maintained
• Work closely with Client’s representatives to ensure a full understanding of tug capabilities is maintained across operations and address Client concerns on delivery of the service
• Conduct regular safety drills and exercises to ensure the required standards are maintained on all vessels
• Conduct simulator exercises with Deck Officers to ensue competence standards are met and maintained
• Ensure all incidents and accidents are reported and investigated as appropriate and ensure vessel and crew compliance with Marine Standards requirements.
• Oversight and control of day-to-day crew management including crew rostering
• Preparation of docking, class surveys, maintenance and repair budgets, and monitoring of expenditure, preparation of docking specifications and reports
• Management of the recruitment, selection and training of vessel Masters, Skippers and Chief Officers in compliance with Svitzer ROAM processes and procedures; oversight and control of the recruitment, selection and training of Deck Ratings in consultation with the Country Manager and other relevant functional managers in accordance with company guidelines
• Ensure employee records including crew certification and inductions are up to date and captured in Crew Inspector
• Other duties as may be reasonably required from time to time, including provide coverage for other Management positions during periods of absence as delegated by the Country Manager
We are looking for• A seasoned marine services Operations Superintendent with a proven record of successful management of operations servicing the Harbour Towage industry for at least five years.
• MUST be in possession of a valid Masters CoC and be an experienced Tug Master with specific experience on ASD tugs in the Harbour Towage environment
• A financially literate business leader with project implementation experience preferred
• Tertiary qualifications in relevant business or marine management.
• Strong business acumen and negotiation skills
• Ability to influence and engage. An organiser
• Nuanced and effective stakeholder management up to national Port authorities and Client’s Senior to Executive management level.
• Sound financial management knowledge and analytical skills, structured and data driven
• Proven experience in Project Management
• Excellent verbal and written English communication skills and the capability to deal with people at a broad range of levels.
• High level of professionalism, honesty and integrity
• Excellent organisational, time management and planning skills and the ability to think conceptually while managing the detail
• Strong understanding of change management and the ability to work effectively in a matrix structure
