Location:  Position based in Beirut, Lebanon (with travels to the field)

 

ABOUT THE MISSION …

 

Lebanon hosts about 1.5 million Syrian refugees, mainly in its northern governorate (Akkar and Tripoli) and in the Bekaa Valley. SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of both Syrian refugee and Lebanese host families also affected by the crisis. Solidarités International’s mission in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The expatriate team consists of 10 staff members, while the national team represents about 140 staff members. The mission’s overall budget reached 17MUSD in 2017 and about 10MUSD in 2018. Tripoli base counts for 70% of this amount and Zahle base for 30%.

The Shelter for Health and Protection project is funded by BPRM for 24 months starting on September 1st 2019. The total budget of the project is USD 5,8000,000 (USD 2,900,000 each year). The project is implemented in 2 areas (North and Bekaa) in consortium with an INGO (Relief International) and a LNGO (Himaya). SI is leading the consortium.

Based on the complementarity of SI, RI and Himaya, this project will contribute to address identified gaps and needs via a comprehensive integrated shelter, including wash in shelter (SI), health (RI) and child protection (Himaya) approach aiming at alleviating shelter, health and protection needs of Syrian refugees and vulnerable Lebanese living in buildings below humanitarian standards, with a specific focus on non-residential buildings and collective shelters.

The needs of the targeted beneficiaries will be identified through an initial joint multi-sectoral assessment. The three partners will then coordinate to elaborate a specific action plan with recommendations aiming for a holistic response to the assessed needs. The consortium will implement tailored shelter/WaSH rehabilitations to reduce the health and protection risks and negotiate rent freeze or reduction to reinforce the security of tenure. This shelter intervention will be combined to community health services including awareness sessions, support to access to health care services, distribution of specific health kits, vaccination, parenting sessions and specific case management for children at risk. In addition, both non-specialized and specialized direct one-to-one Mental Health services will be provided based on their assessed need through Social Workers (only for non-specialized) and Clinical Psychologists.

 

 

ABOUT THE JOB

 

CHALLENGES FORESEEN:

The main foreseen challenges are related to the fact that the SHP CC will be in the middle of a relatively complex set-up (see organogram in annex) with many different interlocutors both at coordination level and on the field in 2 areas of intervention from 3 different organizations with their own ways of working. S/he will be accountable for the achievement of the expected results and of the implementation of the activities in a timely manner without any team to manage directly.

 

Strategic planning and project leadership

  • Ensure the Board members are presented with key decisions and information such as operational and financial feedback and recommendations
  • Lead the development and execution of an integrated programing in coordination with the consortium Operational Unit
  • Lead the development of detailed implementation plans and ensure the delivery of the same
  • Ensure the global overview on efficient use of the financial resources
  • Have regular visits to the two field regional areas
  • Work on contingency plans to allow continuation of the consortium humanitarian response, in case of context changes

 

Coordination and representation

  • Ensure the guidance of the coherence of the operational approach and programmatic collaborative spirit of the consortium members in coordination with the consortium Operational Unit
  • Ensure systems, ToR, SoP, tools and procedures are in place for managing processes and response across different consortium members, and allow rapid assessment, decision and response according to expected contractual achievements
  • Ensure strong internal communication with consortium team members and provide managerial and programmatic oversight
  • Facilitate and create good condition to ensure fluid communication between the consortium partners
  • Ensure that coordination of actions is articulated as a structural mean to improve the timeliness, inclusiveness, transparency and connectedness of proposed action within existing coordination set-ups.
  • Be a member of the Operational Unit of the consortium
  • Incorporate technical inputs from the Technical Advisor Unit to maintain a high level of project quality and promote continual improvement of the consortium response
  • Represent the consortium with BPRM, National and Regional Technical Working Groups (Shelter, Protection and Health), UN agencies, other humanitarian actors and National Authorities
  • Ensure the consortium actively coordinates with all necessary forums and stakeholders, including UN agencies, sectorial Working Groups, to reduce on-going and future humanitarian needs, increase resilience and assist a durable recovery.
  • Ensure that the consortium’s advocacy strategy aims at stimulating specific changes at policy level and addressing critical gaps in the current response

Grant mangement and Project delivery

  • Ensure the overall management of the grant agreement with the donor
  • Ensure that contractual obligations are met in terms of project deliverables and that the activities are implemented according to the approved donor and partnership agreement;
  • Coordinate delivery of the project’s objectives and accountability to consortium partners and the donor, and ensure compliance with donor contractual requirements
  • Work closely with the Consortium’s Operational Unit to ensure that each partner delivers their parts of the project
  • Prepare documentation for any project modifications, including budget revisions, amendments or extensions. Ensure such changes are made in close consultation with the consortium partners;
  • Ensure major risks and obstacles are identified and remedial actions taken with agreement of consortium partners
  • Organize and chair a kick-off meeting at the beginning of the project
  • Develop a reporting schedule that is agreed by all consortium members and collect and consolidate narrative reports from all consortium members for donor reporting
  • Prepares monthly follow-up reports to the consortium Board
  • Conduct quarterly progress review meetings to ensure each consortium partner are following the implementation plans
  • Ensure that regular progress monitoring is taking place by the Technical Advisors (Shelter/WASH, Health, Protection)
  • Ensure that regular lessons learnt workshops are organized to improve the mechanism, and maintain a high level of project quality
  • Conduct regular field monitoring of activities
  • In coordination with the Operational Unit, the Field Implementation Units and Coordination Support Units, oversee the overall programmatic, logistic and financial performance of the consortium, and ensure they are in line with the agreed project, and in compliance with donor’s and SI’s requirements
  • In coordination with the Operational Unit, the Field Implementation Units and Coordination Support Units, ensure proper financial management, procurement, administration and human resources needs of the program are conducted within the consortium policy and with the maximum benefit to the program.
  • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria
  • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.

 

Monitoring, Evaluation, Accountability and Learning

  • Lead the elaboration and review of the MEAL Plan of the project
  • With the support of MEAL Manager, ensure the good implementation of the MEAL Plan of the project
  • With the support of MEAL Manager, check relevance and quality of reports, analysis, maps and recommendations produced
  • Based on  the MEAL exercises, propose adjustments, new activities to improve the quality of the operations or approaches, in consultation with Technical Advisor Unit
  • With the support of MEAL Manager, contribute to terms of references for internal and/or external evaluations and studies.

 

Management

The coordination team is composed of: A Country Director / A Deputy Country Director in charge of Programs, managing a Wash/Shelter Coordinator / An IM Coordinator / A MEAL manager and their teams /A Deputy Country Director in charge of Business Development / 2 Support Coordinators (logistics and HR/finance/administration) and their teams. In Tripoli and Zahle, programs are managed by 3 Program Managers under the direct supervision of 2 Field Coordinators. Program Coordination maintains a functional relationship with both the Program Managers and the Field Coordinators.

 

 

YOUR PROFILE

 

EDUCATION:

  • Advance university degree (BA) in development & humanitarian studies, social sciences or equivalent

EXPERIENCE:

  • Minimum 4 years with INGO specialized in Humanitarian assistance
  • Previous experiences at management and coordination level
  • Previous experience working in a consortium structure
  • Previous experience in integrated programing especially in shelter/WaSH, Health and Protection programing
  • Previous experience in the Middle East and/or Lebanon an asset

 

TECHNICAL SKILLS AND KNOWLEDGE:

  • Strong Project Cycle Management skills
  • Strong coordination skills

 

SOFT SKILLS AND SPIRIT:

  • Organized and problem solving spirit
  • Autonomy and capacity of initiative
  • Flexibility and strong coordination skills
  • Ability to work under pressure, with peaks of heavy workloads

 

LANGUAGES:

  • Fully fluent English: excellent speaking, reading and writing skills
  • Arabic is a strong asset

 

 

SI WILL OFFER YOU…

 

A salaried post: According to your experience from 2600 euros gross per month and a monthly Per Diem of 750 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Break: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 850 US Dollars allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

 

SECURITY AND LIVING CONDITIONS

In Beirut, the guesthouses and the office are located in close-by buildings. The guesthouses are 3 bedroom apartments, fully furnished and comfortable. Vehicles are available for evening and week-end if you have a valid international driving license. Lebanon is a safe country you can discover by yourself. We also have guesthouses in Zahle and Tripoli, available on weekends. Beirut is a very modern city, where you can find all kind of restaurants, shops, international libraries, bars, cinemas, etc. All common goods and amenities are available on all bases.

Despite on-going internal and external tensions, Lebanon’s security situation is currently good. There is no curfew in place on the Lebanon mission and international staff can move around with little restrictions, except for some areas in Akkar and the Beqaa valley. Security measures could still be upgraded quickly depending on the context’s evolution
