ABOUT THE MISSION …

 

SI has been working in Syria since 2012 and currently has strong coverage for WASH, FSL and NFI programs across North West (NWS) and North East Syria (NES). The NES programs provide an integrated assistance in the WASH, NFI, Shelter and Livelihoods sectors to displaced populations and host communities affected by the conflict. NWS programs are remotely managed and provide WASH and NFI/Winterization support to affected populations. Since 2016, SI has been partnering with a local health partner to develop and strengthen a WASH-and-Health integrated approach, and is currently developing the streamlining of Protection within its existing programs.

The mission has expanded through a major consortium with 4 partners led by SI, which started in October 2018. The LEARN consortium funded by OFDA ( Linking Assistance and Relief in Northeast Syria ) will support equitable and safe access to essential basic services including WASH, Shelter and Health, for the most vulnerable populations affected by conflict and displacement in Northeast Syria. As a result, the operational volume has been growing extensively, so as the overall structure.

The SI Syria mission counts about 340 national staff, more than 60 expatriates, and has a 20 million USD budget forecasted for 2019.

 

ABOUT THE JOB

 

SI is looking for a Protection Specialist to be embedded within the LEARN Consortium. The position will be based in Northeast Syria.

The acute complexity of the Syrian crisis and associated Protection concerns, added to the scale of the LEARN Consortium, have led to the need to create a position specifically dedicated to Protection mainstreaming.

Placed under the supervision of the LEARN Deputy Chief of Party within the Consortium Management Unit (CMU), this position will have strong functional links with the other LEARN Specialists (WASH, Shelter, Health, PSEA, Compliance and Monitoring, Evaluation & Learning). It will also have to work closely Consortium partner’s Protection focal points.

 

General objectives:

 

– The Protection Specialist will lead the design and implementation of LEARN protection mainstreaming strategy for the mission, including the development of materials and facilitation of trainings

– He/she will ensure protection principles are mainstreamed across all phases and sectors of intervention of the project.

– He/she will be in charge of strengthening coordination with other stakeholders on protection issues and cases in the area of intervention.

– He/she assess opportunities regarding advocacy and design and lead a local-level advocacy plan on protection risks and needs faced by LEARN beneficiaries.

Specific stakes and challenges:

 

– The post holder will have to set the protection imperative at the core of the implementation of an ambitious project gathering 4 partners of different working cultures in a challenging environment that requires protection mainstreaming to be kept upfront of operational modalities

– The position holder will therefore need a high level of diplomacy skills, within the consortium management unit and towards LEARN partners

– The position requires a high mobility inside and potentially outside the intervention area

 

Priorities for the 2/3 first months:

 

– Develop a protection mainstreaming strategy to set priority actions to be rolled out by project implementation teams, from a thorough needs and gaps analysis at field and partners’ levels

– Coordinate with relevant protection actors and focal points, internally and externally to the consortium, to gather best practices in the intervention area

– Recruitment of team (1 Deputy, 2-3 Protection Officers)

 

YOUR PROFILE

 

Diploma/education:

  • University degree in law or social sciences with experience / expertise in international law, and / or refugee law and other relevant studies.

Experience:

  • At least 5 years of relevant experience in managing protection programs or analysis protection issues.
  • Experience implementing a mainstreaming approach – PSEA, beneficiaries’ accountability, inclusion.
  • Experience in case management and expertise in referral mechanisms and systems.
  • Experience in advocacy on human rights.
  • Experience in supporting emergency response.

 

Technical skills and knowledge:

  • Experience in representing an organization in strategic and operational meetings
  • Team management, capacity building and training expertise;
  • Excellent analytical and writing skills.
  • Strategic planning, monitoring and evaluation.
  • Good knowledge of the different humanitarian actors and coordination.

 

Soft skills and spirit:

Excellent communication and representation skills. Excellent abilities to coordinate with people of different sectors/departments

 

Languages:

  • Fluent English with excellent writing capacities is mandatory
  • Arabic or Kurdish will be an asset

 

SI WILL OFFER YOU

 

A salaried position: starting from 2860 euros gross per month (including 10% annual leave allowance paid monthly) and a monthly per diem of 700 USD a month. Please note that salary is not negotiable with SI.

 

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by SI).

To these break periods, it is necessary to add the granting of 1 additional rest day per month worked (i.e. 12 days in addition for a 1-year contract)

 

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

[LIVING CONDITIONS : ]

Accommodation will be in the LEARN guesthouse, which is spacious and comfortable. In the specific area where the position is located, security situation is stable (no curfew), with possibilities to socialize due to the presence of other INGOs.

Security inside NES is volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.

The highly volatile context as well conduct the program department to design and implement activities with a strong focus on access and acceptance.
