Background

The Global Survivors Fund (GSF) was founded in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize laureates. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence worldwide, addressing a long-standing gap identified by survivors. GSF provides interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. It also advocates for duty bearers and the international community to develop reparations programmes, while guiding states and civil society by offering expertise and technical support in designing such initiatives. GSF’s survivor-centric approach is the cornerstone of its work.

Consultancy summary

GSF recently started providing technical support to the transitional justice commission and also launched the Asset Recovery for Justice Working Group, a Syrian-led, survivor-centred platform convened to develop practical, policy-oriented recommendations on financing reparations, including through asset recovery and repurposing. It brings together Syrian survivor- and victim-led organisations, civil society, government representatives, and international experts.

Consultant’s responsibilities

The consultant will be responsible for delivering and coordinating external communication materials related to the work GSF is undertaking in Syria. This includes producing written and audio-visual material for locally based media outlets or broadcasting lists, as well as for GSF’s website and social media channels. The successful candidate will also be responsible for expanding GSF’s media relations in Syria and the region, in addition to supporting the country team with wider communications need in the country.

Key responsibilities include but are not limited to the following activities:

Document and photograph working group discussions and consultations with survivors, civil society organisations, and experts on transitional justice mechanisms in Syria when required;
Conduct relevant interviews with various stakeholders when needed
Produce material for social media channels and GSF’s website;
Lead media outreach and coordination in relation to GSF’s advocacy activities within Syria.
Work in collaboration with the Syria Country lead (Damascus) and communications team (Geneva) to ensure coherent communications initiatives aligned with our institutional messages.

Deliverables

The deliverables are expected to include the following elements:

Written and visual coverage of advocacy activities; including quality photos and 3-4 articles for GSF website and digital platforms covering working group and GSF’s consultations with survivors of conflict-related sexual violence, as well as the general work of GSF in the country. The material will be developed in Arabic and translated into English (support from the Communications Unit is possible for English editing);
Media coverage of Syrian working group via outreach with local and regional media outlets and social media activists;
Support to country lead and country team in media coverage of Working Group events in Damascus.
Media relations and pitching in Syria to raise the awareness of GSF and its partners’ work in the country;
The successful candidate will show natural abilities to find and develop stories of interest for Syrian outlets.

Consultancy requirements

Demonstrated experience of producing communications deliverables in the human rights/transitional justice sector or a related field;
Understanding of the sensitivities of working with survivors of detention or conflict-related sexual violence;
Native level of Arabic (spoken)
Strong drafting and editing skills in Arabic;
Strong photography skills;
Knowledge of media landscape in Syria and wider region;
Excellent knowledge of English.

Timeframe

The initial consultation period will run until the end of May 2026. This timeframe may be amended or extended with the prior agreement of both parties.
