ABOUT THE MISSION …

 

Lebanon hosts about 1.5 million Syrian refugee, mainly in its northern governorate (Akkar and Tripoli) and in the Bekaa Valley. SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of both Syrian refugee and Lebanese host families also affected by the crisis.

Solidarités International’s mission in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut.

The expatriate team consists of 12 staff members, while the national team represents about 100 staff members.

The mission’s overall budget reached 17MUSD in 2017 and about 10MUSD in 2018 and 2019. Tripoli base counts for 70% of this amount and Zahle base for 30%.

Key areas of intervention for the mission are the following:

  • Emergency WaSH service provision in informal settlements (UNICEF funding)
  • Emergency multi-sectoral response & Shelter for Protection activities (ECHO funding)
  • Multi-scale urban approach (OCHA, UN-HABITAT)
  • Mapping of informal settlements (MEDAIR / UNHCR)
  • Third Party Monitoring & Evaluation of multi-purpose cash program (DFID/ECHO/Norway/Germany through a consortium)

 

ABOUT THE JOB

 

Under the Management of the Head of Programs (HoP) and within the Program Team of Beirut and with a functional link to the MEAL Advisor at HQ, the Protection Coordinator will mainly support program quality, program development and representation both for Lebanon (80%) and at a more global and institutional level (20%). S/he will mainly 1) support the field teams to design and implement specific components of SI projects (ECHO funding mainly)- especially integrated protection components 2) lead protection mainstreaming efforts throughout SI programming 3) represent the organization in technical forums and with relevant partners and 4) contribute to the strengthening of the institutional protection mainstreaming strategy within SI.

S/he will work closely with the rest of the Program Team (WaSH & Shelter Coordinator, IM Coordinator & MEAL Manager) to contribute to overall quality of SI programming and learning efforts in Lebanon.S/he will also support the Head of Program and Field Coordinators in identifying needs and protection risks and feed in strategy and new proposals accordingly.

 

Management :

The programme manager, hired for Beqaa region, reports to the field coordinator on a daily basis. He/She as well is technically supported by the WaSH coordinator, who is based in Beirut and visits regularly the bases.

Challenges foreseen:

Considering the core sectors of expertize of SI globally (WaSH, Shelter and Food Security/Livelihoods) and thus limited number of Protection specialists in the organization, the Protection Coordinator is expected to be very autonomous and act as an strong technical advisor to his/her management and to SI HQ when needed. S/he should be able to work with a multi-sectoral perspective and adapt his/her training or recommendations to staff not familiar with Protection.

Opportunities foreseen:

The Protection Coordinator is expected to have a proactive and creative attitude and to identify autonomously, while within a team, opportunities to develop capacities, tools, and activities to be incorporated into integrated protection programming. The Protection Coordinator is a flexible and stimulating position that will allow collaborating with different departments and sectors on a great variety of aspects. Integrated protection programming within shelter and WaSH response is an ongoing process that SI is piloting in the Lebanon context with increasing recognition of interest and appreciation by multiple stakeholders. The Protection Coordinator is expected to promote and facilitate an open and enriching working environment of mutual learning and refined best practices, to reach higher standards of implementation as per SI mandate and experience.

YOUR PROFILE

 

Education:

BA, Master Degree or equivalent in Human Rights or Development Studies or International Relations or (International) Law or Social Science

Experience:

Minimum 3 years’ experience with NGO specialized in humanitarian assistance

Experience in similar position or leading Protection Programs

Significant experience in program design and implementation

Experience in capacity building and team management

Experience in representing an organization in strategic and operational meetings

Previous experience in out of camp settings

Knowledge of Middle East an asset

Previous experience with SI an asset

Technical skills and knowledge:

Proven knowledge and understanding of protection issues, protection in humanitarian context, refugees’ protection response, social tensions, community-based programming.

Ability to make his/her work and deliverable accessible to non-technical colleagues

Excellent diplomacy and representation skills

Demonstrated strong cultural sensitivity and adaptability

Capacity to provide leadership and be a unifying force

Excellent verbal and written communication skills

Problem solving and analytical skills with the ability to assess challenges and recommend solutions

Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads

Computer literacy with very good command of MS Office Suite

Soft skills and spirit:

Autonomy and capacity of initiative

Diplomacy and coordination skills;

Flexible (will have to take on responsibilities that might not be directly on his/her JD)

Team Spirit

Languages:

Fluent English: excellent speaking, reading and writing skills

Arabic and French an asset

Others:

Commitment to the fundamental principles of SI’s charter and ethos.

 

 

SI WILL OFFER YOU

 

A salaried post: According to your experience from 2400 euros gross per month and a monthly Per Diem of 750 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Housing /Family package: can be included, housing allowance; child and school allowance; insurances + flights for all the family members.

Break: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 850 US Dollars allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

SECURITY AND LIVING CONDITIONS

Despite these on-going internal and external tensions, Lebanon’s security situation is currently good. There is no curfew in place on the Lebanon mission and international staff can move around without too many restrictions even though Akkar and the Beqaa valley include some no-go areas. The security measures in place could still be upgraded quickly depending on the context’s evolution.

 

KEY INFORMATION ABOUT LIVING CONDITIONS

In Beirut, the guesthouses and the office are located in close-by buildings. The guesthouses are 3 bedroom apartments, fully furnished and comfortable. Beirut is a very modern city, where you can find all kind of restaurants, shops, international libraries, bars, cinemas, etc.

Vehicles are available for evenings and week-ends if you have a valid driving license and after being validated for driving by the logistics department. Lebanon is a safe country you can discover by yourself. We have guesthouses available in 2 other Lebanese cities, Zahle and Tripoli, available on weekends. All common goods and amenities are available on all bases.
