ABOUT THE MISSION

 

Lebanon hosts about 1.5 million Syrian refugee, mainly in its northern governorate (Akkar and Tripoli) and in the Bekaa Valley. SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of both Syrian refugee and Lebanese host families also affected by the crisis.

Solidarités International’s mission in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut.

Key areas of intervention for the mission are the following:

  • Emergency WaSH service provision in informal settlements (UNICEF funding)
  • Emergency multi-sectoral response & Protection/Shelter activities (ECHO funding)
  • Multi-scale urban approach (OCHA, UN-HABITAT)
  • Mapping of informal settlements (MEDAIR / UNHCR)
  • Third Party Monitoring & Evaluation of multi-purpose cash program (DFID/ECHO/Norway/Germany through a consortium)

 

ABOUT THE JOB

 

The HR coordinator coordinates the implementation of Solidarités International Human Resources policy at mission level.

As HR Coordinator he/she is responsible for the administrative aspects of the mission and ensures the respect by all of, Solidarités International procedures, the procedures of financial backers and the laws of the country in which SI is intervening.

The HR Coordinator manages the HR team to ensure efficient and high quality staff recruitment, contracts management, orientation, learning and development, performance management, compensation and benefits, policy and labor law compliance, employee engagement and staff care.

The HR Coordinator adapts and implements SI Global HR policies, initiatives and practices and serve as an advisor to maximize staffing resources and performance, promotes a positive organizational culture and minimizes legal and financial risk.

The HR coordinator advises to the Senior Management Team (SMT) and is the mission focal point and the link between headquarters and the mission for any questions relating to Human Resources.

The HR Coordinator reports to the Country Director and supervises Coordination HR department.

 

The 2 first priorities on the position are the revision of the mission Salary Grid and the implementation of a new Internal Staff Regulation.

 

 

MANAGEMENT :

The HR Team is composed of one Deputy Coordinator and one Administration Officer.

The HR Coordinator is also the Functional Manager of the Administration Managers of Tripoli and Zahle

Administrative management

HR management of expatriates and nationals

Team management

Reporting/Communication

 

YOUR PROFILE

 

Education:

 

  • Bachelor/Master degree in business administration, HR, Law, political sciences, international organisation management or other relevant field.

 

Experience:

  • At least 3 years’ experience in the field at similar positions dealing with HR issues as manager or Coordinator (At least 1 year experience as a HR coordinator)
  • Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency responses. Previous experience in the Middle East an asset.
  • Previous experience with SI an asset.

 

Technical skills and knowledge:

 

  • Very good command of HR Management, financial and logistics tools.
  • Computer literacy with very good command of MS Office Suite. Knowledge of software such as Homere a strong asset.
  • Management and training.

 

 

Soft skills and spirit:

 

  • Excellent organisational and prioritisation skills, and the ability to multi-task and support.
  • Excellent verbal and written communication
  • Analysis and solution oriented.
  • Team player
  • Diplomacy, cultural sensitivity, negotiation skills, empathy

 

Languages:

 

  • Fully fluent English: speaking, reading and writing skills;
  • Arabic an asset (official language of the country);
  • French a plus.

 

 

Others:

  • Commitment to the fundamental principles of SI’s charter and ethos.

 

SI WILL OFFER YOU

 

A SALARIED POSITION: starting from 2400 euros gross per month (including 10% annual leave allowance paid monthly) and a monthly per diem of 750 USD a month. Please note that salary is not negotiable with SI.

VACATION: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by SI). To these break periods, it is necessary to add the granting of 1 additional rest day per month worked (i.e. 12 days in addition for a 1-year contract)

SOCIAL AND MEDICAL COVER: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Housing /Family package: can be included, housing allowance; child and school allowance; insurances + flights for all the family members.

SECURITY AND LIVING CONDITIONS

 

The political and security situation in Lebanon is complex and volatile. The Presidency of Lebanon has been filled in October 2016 (Michel Aoun), after more than 2 years of vacancy. Parliamentary elections were held last May under a new electoral law and for the first time in 10 years, leading to the reinforcement of the Hezbollah and its allies. A new government was supposed to be appointed following these elections, but the negotiations on the creation of national union government are still on-going. Domestic tensions remain high. Reflective of divisions within Lebanese society, the situation of Syrian refugees is becoming increasingly precarious. On 18 Octobrer 2019, due to the government’s decision on 17 October 2019, to increase taxes and impose a fee on WhatsApp, protests broke across the country in an unprecedented way.

International tensions are as well important, even if no imminent conflict is for now foreseeable. Prime Minister Saad Hariri’s resignation from his position when in Saudi Arabia in November 2017, highlighted the Saudi’s specific interests in Lebanon. No peace treaty has in addition been signed between Israel and Lebanon since the 2006 war, and tensions between Lebanese parties remain high, and fueled by Syria’s long-lasting civil war, just miles away.

Despite these on-going internal and external tensions, Lebanon’s security situation is currently good. There is no curfew in place on the Lebanon mission and international staff can move around without too many restrictions even though Akkar and the Beqaa valley include some no-go areas. The security measures in place could still be upgraded quickly depending on the context’s evolution.

 

KEY INFORMATION ABOUT LIVING CONDITIONS

The expatriate will be hosted in Beirut’s guesthouse, this position his entitled to receive a housing allowance. The distance between the office and the guesthouse is less than 200m in a dynamic and secure area closed by the French Embassy.

Lebanon is a safe country you can discover by yourself. Guesthouses are available in Tripoli and Zahle accessible for weekend stay.
