ABOUT THE MISSION IN IRAK …
The mission has a forecasted budget of about 8M Euros for the year 2019. It operates from Aden, where the coordination is based, and 2 operational field bases located in Al Turbah and Al Mokha. The mission is composed of 22 expatriates and about 90 national staffs. Objectives for the mission for 2019 is to strengthen its Emergency Response capacity, and develop operational capacity in Taizz city. In Al Mokha, SI implements emergency WASH and Food Security programs, funded by ECHO, HYPF (Humanitarian Fund), and CDC (French Ministry of Foreign Affairs). WASH activities entail water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, and hygiene promotion. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs. SI has been one of the first humanitarian actors to access the West Coast, and remains as of today positioned in hard-to-reach areas close to the frontline of Hodeidah. SI aims at maintaining this positioning and further expanding its presence in southern districts of Hodeidah. After a significant scale up in financial and operational volume on the West Coast in 2019, SI is expecting to maintain a similar portfolio in the area for 2020.
ABOUT THE JOB
General objective: Under the management of the Country Director, the administrative coordinator will direct and coordinate all administrative, HR, accounting and financial services associated with the mission. He/she will take part in defining Solidarités International’s human resources policy, and ensure that it is followed. As coordinator, he is responsible for the mission’s financial balance. He/she will monitor adherence to Solidarités administrative procedures and donor procedures as well as to the laws of the country in which intervention is taking place. He/she is the point of reference for the mission, and the link between headquarters and the mission for all administrative matters. About the position :

LIVING CONDITIONS AND SECURITY : Good living conditions in Erbil: individual rooms, fully equipped guest house and office, possibility to walk in the neighborhood, lots of restaurant, no curfew. Nevertheless, movements by foot for female staff alone at night are not allowed due to risks of harassment, dedicated taxi drivers or SI drivers are identified. Fully equipped Guesthouse/Office in Mosul: The expatriate cannot stay overnight if alone in the base. In that case he/she does have to do the back and forth between Erbil and Mosul (1h30 by the road). The expatriate team (PM & Field Co) stays the all week and come back to Erbil for the week-end. The curfew is now at 6pm. No cook, the food is bought outside (plenty of restaurant, and food product in the market). Erbil security situation is stable, however the situation is prone to changes due to the political situation. Though the living environment in Erbil feels safe, there are still risks, including the risk of car accidents, robbery/theft and sexual harassment (in particular from taxi drivers to female expats). The major risks currently are from ‘wrong time, wrong place’ incidents, such as small arms fire resulting from personal disputes. There is no curfew in Erbil. Security in Mosul city is volatile, but relatively stable day-to-day and is a permissible operating environment for NGOs. This security situation can deteriorate rapidly within the city so strong security processes remain in place and the context is constantly monitored. There is a large presence of armed actors who control different areas (various PMU factions, Iraqi Army, Police etc) which remains a risk for power struggles and security incidents. There are occasional VBIED incidents within Mosul city with no confirmed authorship, criminal activities such as burglary, homicide, and police search and arrest operations (often related to suspicions of IS-affiliation) take place across the city daily. NGOs have not been targeted in the last few years and are not often caught in these incidents for being in the wrong place at the wrong time.
