About SOCIEUX+

SOCIEUX+ EU Expertise on Social Protection, Labour and Employment (hereafter SOCIEUX+ or the Facility), is the technical cooperation facility set up by the EU through co-funding from France, Spain and Belgium and the resources managed by the European Commission’s Directorate for Development and Cooperation (EuropeAid). The Facility is implemented by a partnership composed of agencies from EU Member States: Expertise France (the partnership lead), Fundación Internacional y para Iberoamérica de Administración y Políticas Públicas (FIIAPP) from Spain, Belgian International Cooperation on Social Protection (BELINCOSOC) and the Belgian Development Agency (Enabel).

SOCIEUX+ recognises the impact of social protection and employment in reducing poverty and vulnerability. It supports the efforts of EU Partner Countries, in particular low- and middle-income countries in promoting inclusive and sustainable social protection and employment systems. SOCIEUX+ also complements the efforts made through other European Union initiatives.

SOCIEUX+ is results-oriented and demand-driven only. It responds to the direct requests of public institutions and social partners organisations in EU Partner Countries. SOCIEUX+ actions can be implemented in 155 eligible countries and territories worldwide. SOCIEUX+ fosters the efforts of the partner countries in the reform, development and extension of their social protection and employment systems, and labour policies. It enhances the capacities to better design, manage and monitor inclusive, effective and sustainable employment strategies and social protection systems. The Facility implements short-term technical cooperation actions based on peer-to-peer exchange supporting cooperation between EU Partner Countries’ experts from public administrations, social partners and mandated institutions and their peers from EU Member States.

SOCIEUX+ also develops knowledge by capitalising on the experience of its actions.

Description de la mission

The Technical Advisor will join the Facility Management Team (FMT) to implement SOCIEUX+’s development strategy in the field of social protection.

The dedicated project team (FMT) is responsible for the day-to-day management and implementation of SOCIEUX+. It is responsible for the entire project cycle, from the receipt and assessment of applications to their formulation, approval, preparation, implementation and monitoring and evaluation. The FMT is divided between Paris, Brussels and Madrid. The Brussels-based team members include the team leader, two thematic coordinators, a communication officer, a knowledge development coordinator, a knowledge development officer, a monitoring and evaluation officer and four project officers. The Paris-based FMT members include the deputy team leader, two associate programme officers and the two technical advisers in charge of development. In addition, an associate programme officer is based in Madrid. The whole project team is under the supervision of the team leader, supported by the deputy team leader.

Under the coordination of the Team Leader and Deputy Team Leader, the Technical Adviser is responsible for the implementation of SOCIEUX+ development strategy in accordance with SOCIEUX+ standard operating procedures. He/she will work in close collaboration and consultation with the project team, in particular with the project team leader and the DTA in charge of employment and labour. The main tasks and functions of the technical adviser are as follows:

  • Provide technical advice and support on issues relating to the field of social protection
  • Contribute to awareness, communication and visibility activities
  • Developing national, European and international professional networks for SOCIEUX+ in the field of social protection
  • Ensuring the prospecting of new applications in EU partner countries, in particular in priority countries
  • Contribute actively to the identification and diversification of the expertise to be mobilized
  • Liaise with the thematic coordinators for the identification of priority areas and nationalities for the promotion of the Facility and the identification of experts to be mobilised
  • Plan development activities for SOCIEUX+.
  • Participate in knowledge development activities
  • Contribute to the review and improvement of standard operating procedures, business processes and team organization on aspects related to knowledge development and the development of SOCIEUX+.
  • Liaise with external stakeholders, potential collaborating institutions and partner institutions on issues related to the development of SOCIEUX+.
  • Represent SOCIEUX+ in accordance with the instructions of the Facility Management Team.
  • Contribute to the reporting, monitoring and evaluation of SOCIEUX+.

Experience / Training

Professional experience and skills:

At least 7 years of professional experience

Good knowledge of the policies and institutional actors of social protection in an EU Member State and if possible, at European level

Good knowledge of European and international issues related to social protection

Knowing how to take initiatives and report on them;

Build, maintain, coordinate and animate networks;

Full command of standard computer applications (Microsoft Office).

Aptitudes :

Organized, rigorous and methodical

Ability to dialogue at a high level

Good writing and synthesis skills

Reactive and available

Ability to work fluently in English (written and spoken)

Proficiency in Spanish desirable

Salairy

Contractual conditions will be adjusted according to the selected profile.

The contract is for 24 months with the possibility of renewal.
