Social Impact (SI) is a Washington, DC-area international development management consulting firm. SI’s clients include US government agencies such as USAID, the Millennium Challenge Corporation, the US Department of State, bilateral donors, multilateral development banks, foundations, and non-profits.

Project Objectives:

Social Impact is a sub-contractor to ECODIT on the Water Communications and Knowledge Management (CKM) Project, a five-year task order under the Water and Development IDIQ (WADI) supporting the work of USAID’s Water Office in the Bureau for Economic Growth, Education and Environment (E3/W). A key SI role in the CKM project is to conduct a series of performance evaluations of closed USAID-funded water, sanitation, and hygiene (WASH) projects to further USAID’s understanding of the extent to which the achievements of their WASH activities have been sustained, and reasons why these outcomes and activities have or have not been sustained. This position will be hired by ECODIT and managed by SI’s CKM M&E Specialist.

USAID funded the Millennium Water and Sanitation Program/ Programme Eau Potable et Assainissement Millénaire (PEPAM) in Senegal from 2009-2014 and was implemented by the Research Triangle Institute (RTI). The activity aimed to improve sustainable access to water supply and sanitation and to promote better hygiene in targeted rural, small town, and peri-urban areas of Senegal. This ex-post performance evaluation will examine the long-term sustainability of PEPAM’s approach to improve water supply and sanitation.

Position Description:

Social Impact is seeking a short-term WASH Specialist to support the PEPAM Evaluation.

Responsibilities include the following:
Conducting background research to assist with evaluation planning—this will consist of locating/reviewing documents and briefly interviewing government and international development stakeholders as needed
Arranging meetings with Senegalese Government officials and other international development stakeholders as requested.
Advising on data collection strategies
Other functions as requested
This assignment will primarily take place in Dakar, though some work may take place in the regions of Ziguinchor, Sediou, Kolda, and Tambacounda where PEPAM was implemented. The work will entail approximately 96 hours (12 non-consecutive days) of effort between April and July 2018.

Qualifications:
A university degree (Bac + 3/4) is required; A master’s degree or equivalent (Bac + 5/6) is preferred
5+ years of experience working in the water supply, sanitation and hygiene sectors in Senegal
Experience working on evaluations and/or monitoring and evaluation of development projects; experience with qualitative data collection a plus
Experience working with government and international development officials and development stakeholders in Senegal
Fluency in English and French is required; fluency in languages relevant to the Ziguinchor, Sediou, Kolda, and Tambacounda regions is a plus (Pulaar, Diola, Wolof, etc).
Candidates are not eligible if they were involved in implementation of the program being evaluated (PEPAM), or other WASH projects implemented by PEPAM implementers
USAID experience a plus
