SNV Ghana is part of a consortium implementing the Social Protection Programme. This is a three year Programme to support the Ministry of Gender and Social Protection under the Ghana Employment and Social Protection Programme.
The Ghana Employment and Social Protection Programme is foreseen to contribute to inclusive growth in Ghana by strengthening social protection and employment systems in the country. It will aim at enhancing social protection services notably for vulnerable population groups and to generate decent employment opportunities, with a particular attention to the youth. The Programme consists of four key result areas;
(1) Enhanced effectiveness and efficiency of the social protection system;
(2) Improved employment policy management at central and local level;
(3) Strengthened technical and vocational education and training opportunities for the informal sector and in agricultural value chains; and
(4) Improved access to effective business development services and finance in an enabling business environment.
A component of the technical assistance on the development of the social protection system in Ghana is focused on modernizing the training curricula at the institutions active in social protection education and training and enhancing the institutional capacity of the Institute of Local Government Studies. The Centre for Social Policy Studies, and the School of Social Work with regards to Social Protection review/integration into the current curriculum and the development of Certificate Course.
There are a number of institutions involved in social protection and social work.  In addition to those above there is the School of Social Work at the University of Ghana as well as other Universities.  In addition following the merger of community development and social development there are related tertiary qualifications available that community development officers have been attending e.g. University of Development Studies in Tamale, Northern Region and the Rural Development College in Kwaso, Ashanti region.
Job Description
Following the adoption of the Ghana National Social Protection Strategy and moves towards a more holistic National Social Protection Policy, there is a need to review the role that academic institutions are playing in adequately equipping upcoming graduates to play a role in implementing this policy and ensuring that those who have already graduated have the opportunity to upgrade their skills to work in the new system.
This assignment is the first step in a program that will enhance both the academic institutions working in the social protection sector and the staff working in the social protection sector by ensuring that the curricula provided in the various institutions meets with leading practice.
To achieve this result, the project seeks to recruit two academics with expertise in the social protection sphere.
– The first will be an International Consultant who will bring a global perspective to the task and;
– the second will be a National Consultant who can bring knowledge and understanding of the situation in Ghana and facilitate interaction with the various institutions.
Together they will draft a report on the changes that could be made to existing system, engage with stakeholders through a validation process and make recommendations in a final draft of the report on indicating how social protection can be strengthened.
Expected Deliverable
The National Consultant will act as facilitator of the assignment providing background information for the International Consultant, agreeing the Training Needs Assessment questionnaire and liaising with the various institutions that will be assessed to have the Training Needs Assessment completed.  The two experts will then work together to analyse the results of the Training Needs Assessment, meet with leading academics, government stakeholders, Civil Society Organisation’s and other donors to get their views on the situation.  Together the experts will prepare a draft report and prepare to facilitate a stakeholder validation workshop.  The National Consultant will take responsibility for finalising the recommendations, liaising with the International Consultant as required in order that there is joint ownership of the final report.
Qualifications
Qualifications and work experience required of the International Consultant
– A Doctoral degree in a field related to social protection.
– 10+ year’s in-depth experience in academia planning and delivering undergraduate courses related to social protection and preferably the supervision of post-graduate students.
– A good knowledge of leading practices in social protection.
– Ideally experience in delivering academic courses in countries outside the expert’s county of birth.
– Fluent in English and able to communicate effectively in writing.
Qualifications and work experience required of the National Consultant
– At least a Master’s degree in a field related to social protection.
– 10+ year’s in-depth experience in academia planning and delivering undergraduate courses in a field related to social protection and preferably the supervision of post-graduate students.
– A good knowledge of leading practices in social protection.
– Experience in conducting, and a knowledge of the major issues, in respect of social protection in Ghana.
– Ideally experience in delivering academic courses in countries outside the expert’s county of birth.
– Fluent in English and able to communicate effectively in writing.
Additional Information
Logistics and timing: The activities will take place in late February 2019 and March 2019 with the final report to be delivered by 30 April 2019. The experts will be based in the project office in Accra but will travel to the pilot regions.
Monitoring and evaluation: The work of the two Experts will be monitored and evaluated by the Project Team Leader.
