Company Description

SNV contributes to programming within the Agriculture, WASH and Energy sectors by strengthening the capacities of targeted partners and communities at the field level; in order to realize increased skill sets and sustainable performance; reduce poverty levels, expand employment; improve food security; while paying special attention to gender equity, social inclusion of marginalised groups and stakeholder accountability.
Assignment Background:
Zambia is one of the 5 countries implementing the Dutch Government funded WASH SDG Programme through SNV. The overall Programme target for Zambia are that through a city-wide approach: (i) The target is that at least 210,000 women, girls, boys and men, sustainably improve access to and use of sanitation and improving hygiene behaviours   and; (ii). 260,000 people reached through hygiene promotion by 2022. In 2018 a Baseline was undertaken which showed that uptake of emptying was low and safe solid waste management practices were not being adhered to. A Formative Research was then undertaken to establish the determinants, barriers and motivators in these two behaviours i.e.:
· Safe and timely emptying: to increase the uptake of timely and safe emptying at households, schools and health institutions
· Safe disposal of solid and health care waste:  to ensure waste is safely disposed and eliminate the dumping of waste into toilet pits / other sanitary facilities at household, school and health facility levels.
Whilst demand for affordable and safe emptying services has led to promising progress in sanitation, it has led to relatively less attention being paid to hygienic behaviour and questions are emerging around sustainability. Accordingly, SNV and its Partners seek to overcome these challenges through the Urban Sanitation, Hygiene for Health and Development (USHHD approach which combines work on services, sanitation supply chains, hygiene behavioural change communication (BCC) and governance. The approach recognizes that Sustainable sanitation and hygiene is first and foremost about behavioural change hence demand creation usually starts. However, once demand is created, affordable services needs to be in place so that people can act upon their newly defined priority. There is need to innovate hygiene promotion practice, linking this to the sanitation drive, but also embedding this practice in long term health promotion hence the need to have a long-term strategy to sustain sanitation and hygiene behaviour change.
The Behaviour Change and Communications (BCC) component encourages health-promoting behaviours. It uses behaviour as the lens to ensure use of and demand for improved sanitation services; it also maintains this lens in planning and designing infrastructure and services. The approach calls for interventions at various levels, from an individual’s behaviour to community level. Through this Component, the Project has developed a Social marketing strategy to promote the following:
–  Hand washing with soap at the five critical times
– Increase the uptake of timely and safe emptying at households, schools and health institutions
– Ensure waste is safely disposed and eliminate the dumping of waste into toilet pits / other sanitary facilities at household, school and health facility levels.
Therefore, following the baseline, a formative research was conducted in the five project towns. After completion of the formative research, the towns developed city specific BCC strategies which is then being followed with message development targeting specific audiences.
The Towns are now at the stage of development of messages on the priority behaviours. The creative agency is to work with the District Water Sanitation and Hygiene Education (DWASHE) from each town to develop and test messages.
Job Description
Assignment objective:
In line with its capacity building approach, SNV Under this component would like the consultant to develop and test appropriate campaign messages, tool and materials to
i.     Increase the uptake of timely and safe emptying of toilets at households, schools and health institutions
ii.    Ensure waste is safely disposed and eliminate the dumping of waste into toilet pits / other sanitary facilities at household, school and health facility levels.
iii.    Promote hand washing at critical times
Please note that this assignment will be done virtually due to the COVID-19 pandemic being currently experienced in the country and globally. Therefore, the consultant must be able to supervise and give guidance to the District Water Sanitation and Hygiene Education (D-WASHE) members remotely. The Consultant must clearly indicate in their submission how they intend to work with the towns virtually.
Activities:                                                                                                                          The consultant will link up virtually with the town representatives, orient them on content of materials/developed messages and how to test with the communities and other stakeholders. The campaign messages can be in the following formats: Posters, radio adverts; jingles, Public Service Announcements for the Chambeshi Lukanga Sub Programme.
4. Deliverables:
Campaign messages on the following developed and tested:
· Handwashing with soap at critical times
· Safe emptying practices
· Safe solid waste management practices eliminating dumping of solid waste in sanitation facilities
5. Location and period of service:
o    The consultant will work remotely to supervise implementation of the assignment in Kasama, Kabwe, Mbala, Mpulungu and Nakonde.
o    The Assignment is planned to be completed in not more than 30 person days
6. Criteria for approval
A two-stage procedure shall be adopted in evaluating the proposals. The technical evaluation shall be carried out first, followed by the financial evaluation. The technical evaluation has 60% and financial proposal 40% weights. The evaluation items expectation and maximum score are presented in the table below.

Qualifications
The consultant must have the following qualifications and experience:
·  A proven track record of professionalism and ethical conduct.
·  Relevant technical knowledge, skills and extensive work experience in designing    messages, tools and materials, plans including media plans as well as in capacity building and M&E.
· Experience in providing consulting services and excellent track record of completion of tasks according to timelines.
·  Experience with donor-funded projects
·  Excellent designing and writing skills with experience in projects of a similar nature, of at least a minimum of 5 years.
·  Prior experience working in Zambia
Additionally, the consultant should possess the following qualifications:
·Key personnel must have at least a degree / equivalent qualification in Social Science -Behaviour Change or related fields.
· The consultant should have demonstrable experience in and knowledge of Water  Sanitation and Hygiene (WASH), facilitation and community development in Zambia
·If the consultant is a firm, they will ensure that all proposed key personnel work directly in the assignment. Substitution of staff after contract award is discouraged and will have to be approved by the client.
·Knowledge of English is a must and that of local languages such as Bemba / Nyanja is essential for the researchers doing field work.
7.  Payment Terms
The consultant will be sub-contracted for an agreed fee for a total not exceeding 30 working days. Where applicable, for instance for DSA and mileage, current SNV rates will be used.
Invoices. Payment to the consultant will be based on the invoice submitted to SNV for the attention of Mr. Kumbulani Ndlovu for the USHHD Project activities. Invoices will contain an itemized statement of the services performed and any expenses incurred. All individual expense claims over 25 Euros will be supported with original receipts attached to the invoice. The invoice shall be submitted in accordance with the payment terms outlined in the contract and indicated below.
Manner. Payment under this Agreement will be made by bank transfer to the contractor’s nominated account.
Schedule. Payment will be made within 10 days upon receipt and acceptance of invoice and the required deliverables as described in the agreed Scope of Work and paid as follows: 50% upfront and 50% upon delivery of appropriate messages and campaign materials
These payments are all subject to the satisfaction and acceptance of the deliverables by the SNV WASH sector leader upon the completion of services by the consultant
