ABOUT THE MISSION

 

Lebanon hosts about 1.5 million Syrian refugees, mainly in its northern governorate (Akkar and Tripoli) and in the Bekaa Valley. SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of both Syrian refugee and Lebanese host families also affected by the crisis. SI in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The expatriate team consists of 12 staff members, while the national team represents about 130 staff members. Early 2020, the mission has a global budget of around 15 M USD. Tripoli base counts for 70% of this amount and Zahle base for 30%.

 

SI LEB’s program portfolio revolves around 3 main axis

  • WASH interventions in Informal settlements
  • Integrated approach (wash/shelter interventions integrated with Protection and Health activities implemented by partners)
  • Response to emergencies

 

A significant portion of SI programming in Lebanon is composed of integrated projects which aim at delivering different types of services to Syrian refugees. BPRM-funded projects, which SI is lead of the implementing consortia use a Shelter entry point to further deliver Health and protection services to the same beneficiaries. The ECHO HIP 2020 project, which is the continuation of several rounds of similar activities, will use a protection entry point to further deliver Shelter services.

ABOUT THE JOB

 

The Integrated Approach Coordinator (IAC) will be the Consortium Coordinator of the 2 BPRM-funded Integrated Approach consortiums that SI is leading and the Integrated Approach Technical Coordinator for SI LEB.

S/he will be accountable for the overall achievement of the contractual objectives (timeframe, targets/indicators, budget) of the projects and for monitoring that the activities are implemented accordingly by the project managers.

With the support of the technical and support staff from all partners, at Beirut level and in the 3 field regional areas, s/he will establish and maintain an integrated vision among partners while being accountable for delivery on project objectives, targets, time, and budget.

S/he will serve as the key liaison with donors and other stakeholders and will facilitate the collaborative partnership between them and the consortiums partners.

The IAC will also act as the SI LEB Integrated Approach Technical Coordinator (3 projects at the moment in SI LEB programs portfolio: 2 BPRM-funded projects + 1 ECHO HIP 2020). S/he will facilitate the collaborative partnership between SI and other actors in order to reinforce the approach. S/he will represent SI externally in working groups or with donors when requested. As a coordinator in the SI LEB team, and in collaboration with the SI LEB MEAL department, s/he will be in charge of demonstrating and capitalizing on the outcomes and impact of the different types of integrated approaches and of formalizing and promoting SI’s way of implementing it in Lebanon.

 

MANAGEMENT :

This position has no management responsibility but will have very strong relations with the PMs in charge of implementing the BPRM and ECHO projects as well as with all technical coordinators and the Deputy Country Director for Programs.

YOUR PROFILE

 

Education:

  • Advance university degree (BA) in development & humanitarian studies, social sciences or equivalent
  • Experience:
  • Minimum 4 years with INGO specialized in Humanitarian assistance
  • Minimum 3 years of experience as Project/Program manager or on similar positions
  • Previous experience in the coordination team of a country office is a strong asset
  • Previous experience in a consortium coordinator role is a strong asset
  • Previous experience in integrated programing especially in shelter/WaSH, Health and Protection programing is an asset
  • Previous working experience in the Middle East and/or Lebanon is an asset

 

Technical skills and knowledge:

  • Strong Project Cycle Management skills
  • Strong coordination skills

 

Soft skills and spirit:

  • Good negotiation and diplomacy skills
  • Organized and problem solving spirit
  • Autonomy and capacity of initiative
  • Flexibility and strong coordination skills
  • Ability to work under pressure, with peaks of heavy workloads

 

Languages:

  • Excellent command of English (speaking, reading and writing)
  • Strong command of French recommended
  • Good command of Arabic is a strong asset

SI WILL OFFER YOU

 

A SALARIED POSITION:starting from 2860 € gross per month (2600 € including 10% annual leave allowance paid monthly) and a monthly per diem of 750 USD a month. Please note that salary is not negotiable with SI.

VACATION:During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by SI). To these break periods, it is necessary to add the granting of 1 additional rest day per month worked (i.e. 12 days in addition for a 1-year contract)

SOCIAL AND MEDICAL COVER: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

HOUSING /FAMILY PACKAGE:can be included, housing allowance; child and school allowance; insurances + flights for all the family members.

 

SECURITY

The political and security situation in Lebanon is complex and volatile. The Presidency of Lebanon has been filled in October 2016, after more than 2 years of vacancy. Parliamentary elections were held last May under a new electoral law and for the first time in 10 years. A new government was supposed to be appointed following these elections, but the negotiations on the creation of national union government are still on-going. Domestic tensions remain high. Reflective of divisions within Lebanese society, the situation of Syrian refugees is becoming increasingly precarious.

International tensions are as well important, even if no imminent conflict is for now foreseeable.

Despite these on-going internal and external tensions, Lebanon’s security situation is currently good. There is no curfew in place on the Lebanon mission and international staff can move around without too many restrictions even though Akkar and the Beqaa valley include some no-go areas. The security measures in place could still be upgraded quickly depending on the context’s evolution.

 

KEY INFORMATION ABOUT LIVING CONDITIONS

In Beirut, the guesthouse and the office are located in close-by buildings. The guesthouse is a 3 bedroom apartment, fully furnished and comfortable. Beirut is a very modern city, where you can find all kind of restaurants, shops, international libraries, bars, cinemas, etc.

Lebanon is a safe country you can discover by yourself. We have guesthouses available in 2 other Lebanese cities, Zahle and Tripoli, available on weekends. All common goods and amenities are available on all bases.
