ABOUT THE MISSION
The LEARN Consortium is a partnership between four (4) International Non-Governmental Organizations (INGOs). A two-year program funded by the Office of Foreign Disaster Assistance (OFDA), it leverages the respective expertise from the four partners to deliver Health, Shelter and WASH services to Internally Displaced Persons in North East Syria (NES). The main activities being implemented are related to the rehabilitation and running of Primary Health Centers (PHCs), emergency WASH (water distribution and rehabilitation of water infrastructure) and distribution of essential kits (new arrivals, hygiene, shelter repairs). The program incorporates a Rapid Response Mechanism.
The four implementing partners implement throughout NES. The Consortium Management Unit (CMU) is the oversight structure for the program that aims to facilitate smooth coordination, oversee program delivery, lead donor communications, ensure compliance and manage risk. The CMU is led by the Chief of Party (Jordan) and Deputy Chief of Party, together with a team of Specialists.
ABOUT THE JOB
SI is looking for a Logistics Specialist to be embedded within the LEARN Consortium. The position will be based in Erbil or Dohuk.
Placed under the supervision of the LEARN Chief of Party within the Consortium Management Unit (CMU), this position will have strong functional links with the other LEARN Specialists, notably in Health, Finance and Compliance.
General objectives:
The Consortium Logistics Specialist monitors and supports all partners’ procurement and logistics activities under the LEARN. This includes:
– ensuring compliance with donor requirements and partners’ internal processes;
– Supporting the operational delivery of the LEARN program, including advising on changes in strategy and approach as the program evolves;
– Providing a point of contact between SI HQ and the CMU as required on whole project issues.
Specific stakes and challenges:
– Extremely fluid context in NES currently, leading the LEARN partners to adapt constantly their programming with limited visibility. Increased resort to remote management strategies, obviously impacting logistics deadlines.
– Inter-partner coordination is a major part of this role. The Logistics Specialist will need to be good at forging relationships, negotiating, communicating and applying tactful pressure where necessary to achieve objectives. Synergies with other INGOs and consortium partners need to continue to develop in order to ensure efficiency of the humanitarian response.
Priorities for the first 2/3 months:
– Track and support LEARN health partners’ supply of expected large shipments of pharmaceuticals and medical consumables for the remainder of the project.
– Assess the restructuring and evolving capacity of logistics functions within one of the LEARN partners and provide tailored capacity building as required.
– Contribute to the LEARN program adaptations exercise during Q1 2020 with a view of ensuring major supply and logistics changes are captured according to donor compliance requirements.
YOUR PROFILE
Diploma/education:
- University degree or professional certification in Supply Chain Management, Business Management, Public Administration or related field.
Experience:
- At least 5 years international experience managing large multi-site operations, supply chain and logistics, preferably within an INGO setting.
- Knowledge of main donor regulations and compliance, especially USAID/OFDA. A basic understanding of, or experience working with USAID Cooperative Agreements is a strong advantage.
- Experience working in an inter-agency capacity (consortium, coordination forum) is a strong advantage as is experience in working in a matrix environment.
Skills:
- Ability to take a tactful approach to interagency coordination.
- Shows flexibility to work in an ever-evolving context, team dynamic and even changing scope of work.
- Works proactively and autonomously.
- Very good eye for detail, organized, and able to manage competing urgent requests and priorities.

Languages:
Excellent (native level) English written and oral communication skills
SI WILL OFFER YOU
Solidarités International will offer you:
A salaried position: starting from 2860 euros gross per month (including 10% annual leave allowance paid monthly) and a monthly per diem of 750 USD. Please note that salary is not negotiable with SI.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 months (with 850 USD allocated by SI).
To these break periods, it is necessary to add the granting of 1 additional rest day per month worked (i.e. 12 days in addition for a 1-year contract)
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS :
At the time of writing, international staff working on the response have limited access to the area of intervention and are working remotely in Amman, Jordan. However, the Logistics Specialist is a position based in NES although recent events mean that the main working hub will be either Erbil or Dohuk (Iraq), with expected short visits into NES as access and security allows. In Erbil/Dohuk, security risks are low though some basic restrictions apply.
In general, security inside NES is volatile and justifies specific arrangements for accommodation and movements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.
Accomodation will be provided in Erbil/Dohuk in a Guesthouse for LEARN Consortium staff which are spacious and comfortable. While in NES, lodging will be provided by any one of four Consortium partner Guesthouses.
