Role purpose: The Humanitarian Senior Coordinator will provide additional operational capacity for Preparedness and Response support to large categorized humanitarian response outside of the country response team. This capacity will support the country offices teams with the following main functions:

  • To provide and/or identify support needed for a categorized response,
  • To ensure quality, including adherence to Save the Children standards and procedures as well as application of processes and decisions agreed through the management line,
  • To aid coordination and information flow, ensuring that the right information is passed between the response team and the wider organization while minimizing the demands on the response team.

While the primary responsibility for response implementation lies with the Humanitarian focal points reporting to Directors of Program Operations, backstops are expected to support WCA Head of Humanitarian with the management line in holding the Humanitarian and Operations teams and relevant Country Director(s) accountable by flagging key issues and risks through the management line and through being delegated to support the response team in ensuring implementation of agreed decisions. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Scope of role

Reports to (Line Management): The Regional Head of Humanitarian or delegate will lead overall preparedness and humanitarian enhancing capacity to respond according to SC humanitarian quality benchmark by providing preparedness and response strategic planning and implementation support; ensure adequate sourcing, allocation and induction of the needed sourcing the response, including securing the funding and any additional resources necessary; supporting humanitarian staff and partner in terms of humanitarian response management, strategic thinking and preparedness; providing gap filling support in-country for COs with active responses when needed and financially possible.

Coordination with (Matrix Management): ROMs on the overall operational management and monitoring, Regional Strategic Analyst (CAFU) and Humanitarian CB PM for preparedness related issues.

Annual Salary Level: XOF 18,000,000 to XOF 22,000,000 (offer will be based on experience/internal equity and financial availability. SCI offers a competitive benefits package outside of salary).

Key areas of accountability

The Regional Humanitarian Senior Coordinator will be the primary responsible for the following tasks:

Strategy & Coordination

  • Provide feedback and support the Country Office in improving its humanitarian structure and monitoring their humanitarian issues tracker
  • Support country response team with strategic guidance for emergency preparedness and response planning processes.
  • Collect, input into and disseminate key information such as needs assessments, appeal documents, SitReps etc. as necessary.
  • Chair quarterly response update calls, participate into categorisation calls, regular update calls with Head of Humanitarian
  • Ensure humanitarian coordination updates on a monthly basis.
  • Funding, Grants and Awards:
  • Ensure dissemination of key funding information across members for efficient allocation of appeal and institutional funding
  • Ensure communication of funding opportunities to/from members

HR and Deployments

  • Work in close collaboration with SCI/RO/Member HR teams to ensure the response is appropriately and adequately staffed
  • Work in close collaboration with SCI and Member HR teams to ensure tracking of staffing and deployments
  • Programme design and Quality:
  • Provide support to ensure output trackers are in place and submitted on time together with the monthly SitRep

Qualifications and experience

Essential

  • Significant relevant experience of working in the in-country humanitarian teams/programmes and/or being deployed to humanitarian responses in other countries
  • Degree or equivalent field experience
  • Previous experience of managing a team
  • Previous experience of programme and project management
  • Demonstrable project budget management experience
  • Management experience of single site and multi-sector programme
  • Experience of identifying advocacy issues at field level, or supporting efforts at national level
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Desirable

  • Multi-site management experience
  • Experience of M&E and beneficiary accountability
  • Experience of local level co-ordination with key stakeholders and other NGOs
  • Fluent in French, Spanish, Portuguese or Arabic
