TITLE: Roving Operations Manager
 TEAM/PROGRAMME: Operations
LOCATION: Bamako (Roving) with 60% travel to field locations
CONTRACT LENGTH: 2 years

ROLE PURPOSE: The Roving Operations Manager (ROM) has a unique position in the operations department. The purpose of the role is to prepare, coordinate and or implement initial responses to in country spikes and shocks. The role also ensures smooth start-ups of national or area programmes whilst recruitment for permanent positions is ongoing. The ROM report directly to the Director of Programme Operations and support the operations team in fulfilling its full spectrum role at the country, area and field office level.     
The ROM has a key role in the ERT (Emergency Response Team) and may be at any moment tasked to support in responding to humanitarian responses and be expected to work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE:
Reports to: Director Operations
Staff reporting to this post: Depending on assignment i.e. project staff, programme Managers. Can be from 3 to more than 10 persons.
Budget Responsibilities: will depend on what position is held during gaps or at the beginning of new project and may vary to 5000$ to 30,000$ for single transactions on multi million portfolio.
Role Dimensions: Save the Children Mali works in 8 out of 10 Regions of the Country, with a current staff complement of close to 400 and has field office presence in 6 of 10 Regions. The programme has a current portfolio of approximately $25 million USD only for 2018. The thematic areas SCI works in are Education, Child Protection, Health and Nutrition, Child Rights Governance and Child Poverty. The country programme can be described with the following key words: ambition, focus, leadership, teamwork, being the partner of choice in this big country with so many other INGOs. Whilst achieving lasting results for children, Save the Children has been active in Mali for over 30 years. In order to achieve the set objectives, a revised organisational structure is required, this position is part of the new structure.  Save the Children has adopted an approach to enable the organisation to operate in all contexts (both humanitarian, emergency and development programmes) under one leadership.
KEY AREAS OF ACCOUNTABILITY:
Programme development and Implementation:
Start-ups:
Responsible for the start-up and handover of new projects and programmes, supporting the overall programme implementation as per the project management cycle. Supports or manages the delivery of high quality programming in line with the objectives of the country strategy. Establishes implementation baselines and key deliverables of staff as part of the start-up process. Supports the Country Programme Operations Department, in close coordination with relevant departments, to deliver in quality programme implementation in accordance with grant agreements, objectives and milestones, timeframes and on budget. Contributes to the design of cost effective, innovative and high quality programs to serve difficult to reach children and ensure donor compliance and regulations. Serves as budget holder as assigned.
Emergency Response Management:Roving Operations Manager is a member of the Country Emergency response team and in that capacity

contribute to the CO organisational readiness to respond to emergencies (spikes and shocks) in line with
global SCI emergency goal and benchmarks. Provide response updates and implement a full set of
emergency preparedness actions, drawing on SC member input and resources. Coordinate, on behalf of
the Director of Programme Operations, the timely responses at scale to all emergencies consistent with
established benchmarks, plans and organizational policies, and in close cooperation with incoming surge
teams. Ensure that all CO staff across departments and sub offices are familiar with, adhere to and
implement the procedures and processes detailed in the Rules and Principles for emergency response. 
Supports the regular reviews and updates of Area and National Emergency Preparedness Plans along with the relevant Area or Country Offfice staff.
Staff Management, Capacity building and Support of Operations TeamSupports the DPO to ensure appropriate staffing within Program Operations, including sub office staff.

Responsible to make sure all staff understand and are able to perform their role in full spectrum
programme operations. In consultation with the DPO – seeks national, international and secondment
capacity building opportunities for staff at various levels of the organization. Manage programme start-ups
and close outs; define expectations, provide leadership and operation support as needed.
QUALIFICATIONS 
·       Bachelor’s/ Master’s degree in Humanitarian, development or other social sciences 

·       Robust experience of INGO/ NGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure.
EXPERIENCE AND SKILLS1. Recommended a minimum of 5 years of project management experience in INGO /NGO environment,
 including significant field operations experience running both emergency and development programs

2. Robust experience of INGO/ NGO emergency program cycle management, and with experience ofworking within a complex and matrix organisation structure

3. A very good understanding of at least 3 of the sectoral programs and a working knowledge of the program priorities of the Country Office 

4. Strong understanding or ability to quickly understand SCI’s It systems (AMS, Agresso and other SCI systems)

5. Significant knowledge of international humanitarian systems and standards, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
6. Solid project management skills related to organisational development projects and international, cross-functional and integrated teams with a proven history of delivering results
7.  Ability to analyse information, evaluate options and to think and plan strategically
8.  Ability to lead, motivate and develop others
9.  Excellent interpersonal, communication and presentation skills
10. Fluency in written and spoken French and working knowledge of English is essential
11. Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
12. Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
