Role Purpose:

Save the Children is an International Non-Governmental Organization, a leader in defending the rights of children, in more than 120 countries worldwide. Save the Children has been present in Mozambique since 1986, with offices in the provinces of Maputo, Gaza, Manica, Sofala, Zambezia, Nampula and Tete, and now Beira. We have been implementing projects in different areas development across the country in partnership with the provincial and district governments and national and international civil society organizations.

Save the Children is responding to Cyclone Idai which struck communities in Central East Mozambique in the provinces of Sofala, Manica, Tete and Zambezia. Save the Children is part of the COSACA consortium, which is made up of three INGO emergency responders (CARE, Oxfam and Save the Children), who implement WASH, education, protection and gender, while also contributing to food security, livelihoods, health and shelter. In the response to Cylcone Idai, COSACA plays a critical role given the joint long-term presence in disaster affected areas, working alongside local partners with strong ties to the community.

Additionally, since 27th April, Save the Children and COSACA have established a new response to Cyclone Kenneth. The scope and duration of this response is not clear beyond the immediate relief phase, but we expect that this position would have a responsibility to provide support. This will be confirmed during May as we determine the programmatic plan, and accompanying advocacy plans.

The Humanitarian Advocacy and Policy Manager leads humanitarian advocacy for Save the Children Mozambique’s Cyclone Idai and Kenneth responses. The post holder will develop and implement advocacy the response advocacy strategy on evolving humanitarian and recovery issues within the response across all four provinces, in direct coordination with COSACA partners. The position will be based in Beira, but responsible for national level coordination and engagement as well for Idai & Kenneth related advocacy needs. The Humanitarian Advocacy manager will improve the effectiveness of our national and global advocacy on Idai and Kenneth, leading to demonstrable policy shifts and positive change for children.

Contract Duration: 6 months, extendable

Location: Beira, Mozambique, with travels to Maputo and other Field Offices in the country

Qualifications and Experience

Essential

Significant experience working on issues of humanitarian response and policy, including at the country level, and demonstrable understanding of issues relating to displacement and humanitarian policy, experience working on natural disasters and early recovery is a plus.

Understanding of advocacy in the context of NGOs, with different types of stakeholders (e.g. Government, Regional institutions, L/NNGOs and UN system and a good understanding of the external advocacy environment

Good strategic-thinking and analytical skills and the ability quickly to absorb, make sense of and communicate new information and ideas

Excellent verbal communication skills, appropriate for high-level external representation, and proven ability to influence others

Excellent written communication skills, including the ability to translate complex arguments into accessible English for a non-specialist audience and to tailor communications to different audiences

Ability to conduct training or to mentor less experienced colleagues

Ability to produce products and deliverables under pressure and competing deadlines

Ability to approach constraints with creativity and finesse

Willingness to travel at very short notice, including to high-risk locations, for extended periods

The ability to build effective working relationships with others – both in person and remotely – in often challenging contexts

A highly flexible, proactive and “can do” approach, including the willingness to drop work in order to pick up other priorities

Ability to work quickly under pressure

Ability and willingness to learn more, develop skills and fill gaps in knowledge, and to support others in doing the same

A strong team ethic and a personable approach.

Desirable:

Conflict analysis experience or experience of conflict sensitive programming

Public speaking skills and experience, including media

Proficiency in Portuguese, Spanish or Italian

Expertise in other areas of Save the Children’s work (e.g. programming, media, communication, fundraising)
