Job Description

Overview

RTI’s International Education division operates with the goal of supporting systemic change to improve learning outcomes. We use evidence-based approaches to strengthen education policy, management, and practice at every level—from classrooms to national ministries—to achieve measurable improvement in education quality.

RTI’s International Education division was just awarded a 5-year, $55M cooperative agreement from USAID/Senegal to improve girls’ and boys’ reading outcomes in kindergarten through second grade by increasing the capacity of the Senegalese education system through institutional support and targeted assistance in nine regions of Senegal. RELIT will work with Senegal’s Ministry of Education to expand bilingual reading instruction to three new local languages—Maninke, Soninke and Diola—through materials development, teacher training, building publisher capacity and strengthening education system management more broadly.

Responsibilities

Position Summary

The ICT and EdTech Manager will manage (1) the integration of workplace ICT through oversight and support of an ICT Officer and (2) the application of ICT for program interventions.

Under the first role, s/he will be responsible for strategic planning for office technology purchases and will support installation and maintenance of the ICT infrastructure in the project offices (in Dakar and regional offices), ensuring that equipment and networks adhere to RTI’s institutional policies and procedures.

Under the second role, s/he will lead the design and implementation of digital solutions/applications for diverse users such as teachers, trainers, coaches, publishers, and policy makers. s/he will work closely with government counterparts and RELIT technical experts in bilingual education, teaching and learning materials development, teacher training, and monitoring and evaluation to conceptualize and implement specific ICT solutions to achieving the project’s overall objectives. This may involve sourcing new web-based platforms for online learning, designing digital resource repositories, establishing mobile phone group communications for peer learning and other innovations where technology can address challenges to quality and scalability of activities that have been persistently hard to overcome otherwise.

In collaboration with the RELIT Monitoring and Evaluation team, this individual will support project monitoring and evaluation data management and ensure that digital data collection tools and processes function effectively and translate into user-friendly data dashboards.

Primary Responsibilities

The responsibilities of the ICT and Education Technology Manager include:

Computer and Telecommunications Network Management:

  • Provide oversight, mentoring and surge support to implement ICT (hardware, software, networks) for project workplace productivity
  • Ensure effective integration of project’s computer systems
  • Support staff to access RTI networks, email, productivity software, printers, etc. using RTI-purchased laptops.
  • Ensure configuration of laptops and provide access to users’ network resources
  • Create and manage project data backup systems in all project offices
  • Implement security policies and manage computer security system (intrusion detection system, virus scan, firewall, updates, anti-spyware, anti-spam, user control) on all project information networks (in Dakar and all regional offices.)
  • Assist and guide staff in the management and use of their RTI email account and other office productivity applications serving the project objectives (Teams, Outlook, Word, Excel, etc.)
  • Collect all needs for hardware in regional offices in coordination with the Dakar office.
  • Manage all Sonatel lines (fax, telephone, and internet.)
  • Plans, supports and ensures the quality of work of the IT assistant (who may be delegated some of the above tasks)

Management of EdTech:

  • With support from international and national experts, work with relevant departments of the Ministry of Education (i.e., SIMEN, DFC) to adapt applications for Teachers, Trainers/Coaches, Publishers, and survey data collectors that are compatible with different devices (smart phones, tablets, PCs, etc.) To this end, s/he will:
  • Pilot various applications to determine relevance in the national context, user-friendliness and user support required;
  • Support user training during deployment;
  • Work with regional coordinators to provide direct oversight and monitoring of pilot and roll-out of the Apps;
  • Continually evaluate and refine different components of the Apps, ensuring documentation of lessons learned, cost capture and usage that will inform institutionalization of the tool within the MOES.
  • Work with relevant MEN departments to integrate the use of IT solutions in the government system. This will include providing training on installation, usage, and maintenance of the applications.
  • Document and support (help desk) integrating SMS, tips sharing, uploading of micro-modules, modules, digitized books, and other teaching and learning materials
  • Prepare cost-benefit analyses, data security and privacy assessments, and total cost of ownership estimates to inform project exit strategy and contribute to scale and sustainability plan by providing input regarding scalability of EdTech solutions
  • Remain informed about innovations and practices globally by attending conferences, or subscribing to relevant news networks (EdTech Hub, Education Alliance, All Children Reading Grand Challenge, etc.)

Qualifications

Required Skills and Qualifications

  • Master degree in relevant coursework (i.e., computer science) with experience in using ICT solutions for education programs and applications
  • 8 years of experience in support of IT
  • 3 years of experience as an IT Specialist on a USAID project
  • Knowledge of administrative and security organization of Senegal
  • Knowledge of security arrangements in local management office
  • Understanding of Frameworks (Django, Node.js) and Linux
  • Excellent knowledge of software development principles
  • Experience working in the basic education sector including Ministries and Departments, providing training at different levels on the use of ICT (software and hardware)
