Humanitarian situation: 

PUI is implementing multi-sectorial interventions in the oPt, both the West Bank and Gaza Strip, since almost two decades and is recognised as a key player in the sector by the international community. PUI is implementing programs with an integrated approach, underpinned in a protection lens, in order to adequately understand, address, and respond to the populations’ humanitarian needs arising from this protracted crises due the on-going conflict and political status-quo. The current Gaza context remains highly volatile and fragile, quickly impacted by local and international political changes and deeply exposed to socio-economic shocks. It therefore requires important adjustments and anticipation capacities for partners to be able to adequately respond to increasing and changing needs of the Gazan population.

In this context, Action Against Hunger, the Norwegian Refugee Council, and Première Urgence Internationale forming the Gaza Partnership are currently implementing an ECHO funded multi-sectorial intervention in Gaza aiming  at enhancing the protection of the targeted vulnerable groups against violations of IHL and IHRL by combining an integrated approach offering: emergency preparedness and response, a multi-layer assistance, and evidence-based humanitarian advocacy. Each agency contributes in a different way towards the partnership integrated protection approach.

The partnership generates a significant volume of important information either collectively or at agency level. Such information generates policy papers, assessments, reports, fact sheets, GIS maps, databases, statistics, etc. Through this position, the Partnership aims at strengthening their analytical capacity and deliverables. Close collaboration with the partners – through the Partnership Steering Committee (PSC), the Partnership Management Team (PMT), the Partnership Advocacy Working Group (AWG), and the Information and M&E Unit (IME), is crucial. The Partnership Meal Data Analyst will be asked to look at the information generated by agencies individually and/or collectively in order to determine how to best shape this information in a way that is useful to all. The Meal Analyst position is placed within PUI and serves all 3 Partners in an equal manner. It forms part of the Secretariat, jointly with the Humanitarian Partnership Coordinator (hosted by AAH).

This position requires a substantial background and experience in managing, analysing and delivering complex emergency protection projects, with a strong sectorial preparedness and response orientation. It is worth noting that it also requires substantial and proactive coordination with all the staff of the three Partnership Partners, both at field and coordination level, the GP Working Groups and its Coordinator, as well as with the broader humanitarian architecture in Gaza.

As part of Gaza Partnership activities in the Occupied Palestinian Territory, we are looking for a Partnership MEAL Analyst. 

Main activities: 

Contribute to the Partnership strategic thinking notably by substantiating relevant information in close collaboration with Humanitarian Partnership Coordinator and the PSC

Lead on the development/systematisation of M&E tools for common indicators among partners, in particular at outcome level

Chair and coordinate the MEAL Task Force of the Partnership

Manage and improve the IMS, in place ensuring its functionality at Partnership level and allow for further processing and analysis of relevant data

Engage with external stakeholders generating data such as OCHA, FSS, Protection Cluster, Shelter Clusters etc.

Experience: Previous experience in Research/assessments and/or Monitoring and evaluation

Experience in designing M&E tools, surveys, surveillance systems and/or evaluations)

Strong understanding of protection principles and attached international standards and relevant bodies of law

Languages: Excellent command in writing and speaking English

Knowledge and skills:

Data mining

Data cleaning

Data visualization and reporting techniques

Analysis of quantitative and/or qualitative data as well as summarise findings

Strong and proven capacity in diplomatically working among an integrated multi-cultural project team

Good and proven public representation skills

Excellent communication skills, to can build trust and confidently navigate both internally and externally

Mobility: The position is based in Gaza City but requires to spend part of his/her time in the Coordination Office in Ramallah and in Jerusalem, for internal and external coordination meetings.

Starting date: May 2019

Monthly Gross Income: from 2 200 to 2 560 Euros depending on the  experience in International Solidarity + 50 Euros per semester seniority with PUI
