The Programme Strategy and Innovation Unit (PSIU) has accountability for leading NRC’s efforts to deliver on development areas. Applying innovative approaches to programme development, this includes providing evidence on what works in support of the continuous improvement of NRC’s programme activities. In addition, the unit provides a significant contribution to the identification of emerging and future NRC programme development priorities.

What you will do

In our new global strategy for 2022-25, self-reliance and durable solutions is one of the eight global strategic objectives (specifically, Strategic Objective 5) of the organization. As our Global Lead for Self-Reliance and Durable Solutions, you will hold the global functional responsibility for development, implementation, monitoring and reporting on the achievement of this strategic objective. Some of your responsibilities will also include:

  • Lead and coordination on the implementation of NRC’s 2022-2025 Strategic Objective on Self-Reliance and Durable Solutions:
    • Overall guidance to the organization on the scope of work and priority areas;
    • Develop the overall strategy on Self-Reliance and Durable Solutions that will guide programme strategy and implementation on the issue for the entire organization;
    • Ensure alignment and engagement of the strategic objective with wider NRC strategic processes and tools;
    • Provide coordination support and leadership to the strategic objective across regions and countries;
    • Coordinate reporting on progress against the approved milestones to senior management;
    • Monitoring and coordinating resourcing requirements, including efforts to ensure the strategic objective is sufficiently funded and staffed;
    • Build and adapt roadmap and strategy based on learnings, yearly workplans and budgets.
  • By 2023, rollout of prototypes and operational work, and developing a close working relationship with regional and country offices to ensure the links to existing programmes are drawn, and that all documents are developed in consultation with programme teams on the ground.

What you will bring

  • Given that this is a new area of programme development for NRC, the organization considers a range of technical areas of expertise as pertinent, including:
    • Livelihoods and Food Security, Information Counselling and Legal Assistance (ICLA) or Protection programming in displacement context.
    • Developing and implementing transitional programming in protracted crises.
    • Social science and/or economic research on the long-term impact of displaced populations.
    • A strategic thinker with an innovative mindset and a familiarity with systems thinking.
    • Understanding of and commitment to integrated programming approaches and market-based approaches is a distinct advantage.
  • Minimum 8 years of relevant leadership/management/adviser experience within the humanitarian field;
  • High level of understanding of organisational learning, and the role and contribution of M&E to evidencing impact;
  • High level of understanding of, and commitment to providing technical leadership and working collaboratively and supportively with colleagues both within the function and operationally, including capacity building;
  • Understanding of effective matrix management, including working with virtual teams and providing technical supervision and support across multiple locations;
  • Credibility to represent NRC at a strategic level, and contribute to global policy developments with key donors and stakeholders;
  • Evidenced experience of delivering learning and development as part of programme development and capacity building;
  • Fluency in English, both written and verbal. Fluency in either Spanish, French or Arabic is an additional plus.

Whom you will work with

You will join our colleagues in Head Office and be part of the Programme Strategy and Innovation Unit (PSIU) in the Global Programme Section (GPS) managed by the Global Programme Strategy and Innovation Director. The PSIU focuses on the identification and development of new programming approaches in line with NRC’s Global Strategy.

The global leads in the unit are part of a technical matrix structure working collaboratively with colleagues in both the technical and operational management structures at all levels (Head Office, Regional Office, Country Office). They ensure the maximisation of organisational capacity to successfully develop and advance the development areas.
