PSI seeks an experienced Private Sector Advisor to help manage in-country USAID activities under the $32M 5-year USAID-funded project IMPACT (Improving Market Partnerships and Access to Commodities Together). The Private Sector Advisor will provide support to the IMPACT management team with a focus on private sector engagement, including identifying opportunities for Public Private Partnerships (PPP), implementing PPP-based projects, working with PSI’s subawardee, Telma Foundation, to expand their Private Sector Humanitarian Platform, etc. The position will report to the IMPACT COP (100%).
Your Contribution
Specific tasks will vary but may include the following:
-Identify opportunities for Public Private Partnerships (PPP) between PSI/IMPACT and private actors in Madagascar and submit them to USAID for input
-Design projects based on the PPP approved by USAID
-Assist the IMPACT team in implementing the PPP-based projects
-Assist the Telma Foundation in expanding the Private Sector Humanitarian Platform (PSHP) to new commercial actors
-Assist the IMPACT team in developing clear objectives for members of the PSHP and a monitoring plan to track progress against objectives.
-Analyze the portfolio of socially marketed health products and develop a plan towards cost-recovery for each product
-Identify opportunities for PSI’s socially marketed products to be licensed to local manufacturers
-Create one or two new cost-recoverable products (LLINs for example)
-With the support of TELMA and other telecom operators, develop a e-platform solution that will allow PSI to tap into informal private transportation resources across the country

The basics
-MBA
-Experience in private sector (at least 5 years’ experience)
-Experience in international and bilateral aid or development assistance organization and/or a Non-Governmental Organization (at least 5 years’ experience)
-Experience in implementing development projects with the private sector in a range of areas, including health schemes and/or market development
-Experience in developing and implementing public/private partnerships that incentivize commercial actors to expand into new health product markets
-Knowledge of Madagascar, connections with the Malagasy private sector and the different sectoral/interprofessional groups
-Understanding of USAID strategic policy in Madagascar, especially in health areas
-Fluency in French and English required (written and oral)
-Command of MSExcel, MSWord, and MSPowerPoint
-Ability to start working in Madagascar on the 1st of May 2019
The successful candidate will be a strategic thinker who can forge partnerships with government, commercial, and non-government actors to achieve innovative results. The Private Sector Advisor will need to be a problem solver who is able to set and monitor objectives and provide timely coaching and feedback in a sensitive manner. Excellent communication, analytical, organizational, interpersonal, and cross-cultural skills are required.
