Purpose:
Irregular migration, especially through dangerous sea journeys, emanating from and through Egypt poses significant protection risks to the prospective migrants and their families, particularly children. Plan International Egypt aims to address some root causes of irregular migration, particularly related to economic insecurity among refugee and their hosting communities. This project, aims to address issues of economic and social exclusion and create conditions that at-risk young Egyptian and Syrian men and women in Alexandria and Damietta are not pushed to undertake risky irregular migration journeys. In the medium term, the project will enhance the livelihood options of 500 households, and reduce negative coping mechanisms. The project will empower 800 Egyptian and Syrian youths to actively engage and take root in their local communities and make informed decisions regarding migration. Social and economic integration between Syrian refugees and Egyptian host communities will be enhanced through skills development, income generating activities and the promotion of dialogue between the two groups as well as with local decision makers. This is complemented with participatory awareness raising activities on risks and threats related to irregular migration. Collectively, this will reduce the pressure of push factors and in turn reduce irregular migration
The Opportunity:
The Project Manager position will provide overall leadership to the project in Alexandria and Damietta, ensuring timely implementation of the project activities in accordance with the implementation plan, lead programme and financial monitoring of the project, including the partners, act as the coordination focal point between Plan, the partner CDAs and the relevant government agencies. The position will also be involved in liaising with the Alexandria and Damietta offices and the project funding agency.
Responsibilities include:
Project manager shall be leading the development of the project implementation plan, overseeing/monitoring project implementation and liaison with relevant government agencies for effective implementation of the project.
Analyze technical support needs for the project and develop a technical support plan for effective livelihood and other community engagement activities, employing a do-no-harm approach, guided by a situation analysis.
Support the design of the terms of reference for market analysis and feasibility analysis of micro income generation units to be created in the project, in close coordination with the partners in Alexandria and Damietta.
Supervise and guide the project officers and assist partner Community Development Associations (CDAs) and other technical partner/s, support partner project staff in the development of project implementation plans and ensure effective coordination and team work between Plan and CDAs.
Ensure accurate and timely production of internal and external programmatic and financial reports and maintain up-to-date age and gender disaggregated data for reporting and monitoring purposes.
Track and monitor activity progress, ensure activity implementation abides with the set indicators, provide accurate and timely status reports and support development of external donor reports.
Facilitate regularly partner and other staff reflection, learning and coordination meetings to ensure effective implementation of project activities as per the set timelines and develop a feedback mechanism.
Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:
Minimum Qualifications:
A degree/diploma from a recognized university in Humanitarian, Social, Environmental Sciences, Disaster Management, International Development or a related field.
Minimum Experience:
At least 3-5  years of practical experience working with an international development organization.
 Previous experience in the youth economic empowerment sector of humanitarian response is preferred.
Prior experience in working on refugee issues is preferred.
Job Skills:
Ability to work under pressure and ability to develop and work within a team
Fluent in written and spoken English and Arabic, with good English report writing skills
Experience in managing staff with good communication skills.
Experience in managing budgets, preparing financial reports and supervising staff
Computer literacy (word-processing, database management, spreadsheet)
Experience of and commitment to working in tight deadlines
Good inter-personal skills and ability to network and representation in external forums.
