The Opportunity:
·         The Project manager shall be responsible for overseeing project implementation, provide overall leadership and liaison with the UNHCR and other relevant government ministries and agencies.
·         He/she will provide supervision, technical support and guidance to the project staff of the collaborative partners. He/she will also be responsible for leading the development of project implementation plans and ensure effective coordination and team work.
·          The Project Manager will also be responsible for producing monthly project progress reports aligned with the Regional Refugee and Resilience Plan (3RP) indicators, tracking and monitoring activity progress, ensure activity implementation abides with the set indicators, provide accurate and timely status reports and support development of external donor reports.
·          He/she will facilitate regular collaborative partner and other staff reflection and coordination meetings and to ensure effective implementation of project activities as per the set timelines and develop mechanism for implementation plan review and modification to achieve the set objectives.  · The Project Manager will oversee project budget – monitoring expenditures, generating funds forecasts, tracking partner expenditures and maintaining all necessary information for the timely development of financial reports. He/she will also be responsible for ensuring that the financial reporting to UNHCR abides by the prescribed templates of the donor.
·         He/she will be coordinating with UNHCR on embedding the Graduation Model into the project activities, participate in project evaluations and assist in the analysis of the results, assess project impact and effective use of resources.
·         The Project Manager is also expected to ensure that Plan Egypt’s relevant policies on gender, child protection, monitoring and evaluation and team security management are embedded into the project implementation plans.
Responsibilities include:

Leadership role in the Program implementation:
·         Lead the coordination with the relevant Program implementation staff, ensuring that the project is implemented within the ambit of the strategic objectives of Plan Egypt’s Country Strategic Plan-2015-2022.
·         Collaborate with the team members of other DRM projects within Greater Cairo and other parts of the country in developing synergies, fostering cross learning and sharing knowledge resources.
Networking and Advocacy
·          Build and foster relationships with local level government departments/officials and collaborating partners for efficient project implementation.
·         Coordinate with UNHCR and represent Plan in the meetings and deliberations within the Livelihoods sectoral working groups.
Budget and PO’s management
·         Set up and ensure well-functioning community-based M&E systems to effectively monitor the project implementation.
·         Ensure that the budget planning and implementation of the relevant POs are done with the maximum level of quality and in tandem with the project objectives.
·         Support the development of the Projects Outlines (PO) in SAP, ensuring their alignment with the projects’ approved budget and donor’s guidelines.
·         Support the Finance Department to generate the required financial reports that inform the projects’ team members on the progress of expenditure.

In order to succeed in this challenging and varied role you will require proven professional experience gained within a humanitarian or refugee context is essential.
Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:
Knowledge
·         A degree in Social Sciences, Development Studies or related discipline   § A relevant post graduate qualification is desirable. Prior experience of working on livelihoods projects will be an asset.
·         A minimum of 5 years managerial experience at a similar level preferably in an NGO environment is desirable. Prior experience and knowledge of UNHCR-funded projects will be an advantage.
·         Good knowledge of project management and budget planning

·         Excellent English language writing and speaking skills
·         Proven skills in the management of effective and motivated teams
·         Reports writing skills
·         Proven analytical skills in result-oriented task prioritization and problem solving

Location: The position is based in Cairo or any other location where the project is implemented
Reports to: Head of Programme Implementation
