In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.
Plan International Ethiopia’s main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.
The Knowledge Management Specialist is a new and pivotal part of PIE’s drive for improving its efficiency, effectiveness and impact. The post holder will lead on work across the organisation to ensure we are building, utilising and then maintaining an effective knowledge and evidential base. They will design and implement a system for gathering, interpreting and managing multiple forms of information and resources necessary for learning. They will, manage the knowledge/evidence base generated to improve PIE’s design and implementation of programmes. He/she will develop implement, and ensure that PIE is moving towards reaching the requirements of best practise for research, learning and the generation and use of evidence. This means changing our way of working including PIE’s overall program implementation and quality approach as well as use of the  associated systems.  Additionally, the post holder will ensure the rigor and value of monitoring process and evaluations.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Strategic Leadership
With senior managers, enable a culture of knowledge exchange and learning within PIE at all levels and within all disciplines.
To improve our targeting, understanding and impact, establish an effective Knowledge Management systems across the organisation that builds on evidence from our project/programme. This will be achieved by using input of MERL, reports, dedicated research and routine processes. for the purpose of programme efficiency and impact. Ensure Knowledge Management contributes to improved programme development and delivery, as well as being available for management decision making.Working together with HPQ develop long-term and short-term plans to achieve the objectives of the organization in the area of EL.Contribute to, and ensure that the Knowledge Management system is able to contribute to, programme design, implementation and quality delivery of all Plan programming in Ethiopia.Provide supervision, mentorship and professional development to staff on Knowledge Management system (YODA) basis of the global PQIP policy and procedures.Act as a focal point  within PIE for the global Learning and Knowledge Management  initiatives and engage as a member of global learning teamDevelop, support and disseminate a community of best practices around key knowledge areas in coordination with program team
System Design and Roll-OutTake the lead and work across the organisation to deliver PIE’s approach to data collection, research, learning and evidence based management. Ensure that PIE is working towards best practise across the organisation.  
Drive a culture of learning within the organisation and develop EL is an integral element of programming and staff engagement/developmentDevelop the tools required to implement the EL best practise and ensure that roll-out is standardized in country office and in program operational areas where necessary.Work closely with program  team members to promote understanding of the importance of EL to achieve quality programmingBe the key link between the PQ , Programme Operations and Humanitarian programme teams to ensure that EL is promoted as a key tool in programme management and strategy development
System ManagementTogether with MERL staff, track monitoring and evaluations and, in coordination with project managers and technical support staff, design TORs, provide technical and practical guidance on inception reports etc to ensure quality outputs and that these outputs are utilised for learning and change. Ensure that thematic sector leads capture and disseminate lessons learned from evaluations etc. and follow up on action planning nso that we change practise and behaviours., maintain a lessons learned database.Ensure all staff are aware of and able to use the Knowledge Management system and contribute to it whenever possible.Ensure that learning is accessed and used as an integral part of programme implementation including specifically assisting projects/programs.Contribute to the development of research and a rigorous evidential base, in collaborate with senior managers. Programme Development
Support Program, Humanitarian and Business Development teams in proposal development and programme design to ensure that new programming is based on previous learning.
Build capacity of advisors in the use the Knowledge Management systems.
Communication and ReportingProactively  communicate on all aspects of Knowledge Management  across PIE
Proactively communicate on Knowledge Management issues with the region, other Plan country programmes, the Global Hub and National offices.Contribute to communications around programme quality, implementation and MERL.Provide reports and contribute to reports on KM as required by programming, donors, senior staff or Plan globally.Produce and disseminate case studies, best practices; and lessons learned for internal and external use Other ResponsibilitiesWithin the scope of the role, there will be additional assignments as needed to contribute to the delivery of programming, ensuring quality and learning and delivering the PIE strategy.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported in accordance with the appropriate procedures.Understands role in upholding Plan International’s safeguarding and GEI policies;Ensures that Plan International’s global policies for Gender Equality and Inclusion are fully embedded in day-to-day work.Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to area of responsibility. TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Qualifications/ experience essentialBsc/BA/ MSc/MA degree in an area of social development or equivalent.
A minimum of five years management experience, including in a MEAL, learning or research role, preferably with solid experience in more than one of the PIE’s priority sectors: Child Protection, Youth Economic Empowerment, WASH, Education and Emergency ResponseExperience of conducting /commissioning evaluationsExperience in designing and managing Knowledge Management  systems, awareness of learning methodologies and experience of leading learning eventsThe drive, energy and commitment to create and deliver a learning cultureAwareness of international quality standards (Red Cross Code of Conduct, Sphere Standard, CHS) and proven experience of using these standards in practical ways to promote quality and accountable programmingHighly developed interpersonal and communication skills including presentation skills and the capacity to effectively work with multiple stakeholders within and outside EthiopiaHighly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and culturesAbility to influence others to challenge existing mind-sets and to meeting defined objectivesAbility to present complex information in a succinct and compelling manner, and to use innovative forms of communicationAbility and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies or proposal development
