ACTED Jordan

Through its coordination office in Amman, ACTED is working in Jordan to meet the needs of the refugee populations in the country, with a shift from lifesaving activities to long-term livelihoods programming. ACTED also provides support to Jordanian host populations and local actors, also affected by the challenges faced by the country, ensuring all can access basic services. In Za’atari camp, Azraq camp and Mafraq, ACTED teams play a key role in the management and coordination of refugee camps, support to informal tented settlement populations and provide emergency assistance to ensure people’s access to food, water and hygiene and sanitation facilities. More broadly, ACTED works with municipalities and community organizations to build capacity and promote sustainable solutions.

You will be in charge of

As part of a Pilot Programmatic Partnership (PPP) funded by ECHO, ACTED will support crisis-wide multi-sectorial prioritization and response by humanitarian actors, and meet the immediate needs of vulnerable forcibly displaced populations both in and out-of-camp in 7 target countries (Burkina Faso, Iraq, Syria, Democratic Republic of Congo, Somalia, South Sudan and Nigeria).

The PPP Appraisal, Monitoring and Evaluation Officer (PPP AMEO) is responsible for the development of a comprehensive and viable project-wide harmonized AME strategy, in line with contractual obligations, project planning and ACTED’s global AME procedures. Working closely with the PPP Project Coordination and Country AME focal points, the PPP AMEO is responsible for designing, organizing, and streamlining assessments across PPP countries. He or she ensures consolidated, holistic and reliable datasets are maintained for the project. He or she is then responsible for the provision of statistical analysis and AME products for external submission, and encourages the use data across the project to facilitate an ongoing results-based management approach, to ensure the program performs as planned in all target locations. He or she also fosters learning through holding structured PPP meetings and facilitating knowledge management.

OBJECTIVES

Design and roll-out robust PPP AME systems: Design and follow-up on the implementation of relevant and harmonized PPP AME systems and mechanisms in line with global ACTED AME procedures and contractual obligations, and deliver effective research outputs to inform timely decision making / the adoption of sound corrective measures and donor reporting.

Implement Database and GIS systems: Ensure data on project beneficiaries, processes, progress, locations and performance are appropriately collected, entered, cleaned and validated, stored, transformed and presented in a harmonized, efficient and effective manner, in order to support timely and sound decision-making and reporting.

PPP AME coordination: Assist with the operation and delivery of PPP-related AME functions through the effective coordination of Country AME Units and provision of technical support.

Learning: Share key PPP-related AME findings and hot issues and encourage the proactive dissemination and use of knowledge gained through AME activities among project implementation and project development teams within and among target countries

DUTIES AND RESPONSIBILITIES

Robust PPP AME Systems

In close coordination with the PPP Project Coordinator and in consultation with Country AME focal points, develop, roll-out and update a detailed PPP AME Framework and workplan, based on the project proposal package, implementation plans, donor reporting requirements, and ACTED’s global AME procedures.

Develop harmonized PPP AME assessment, plans, ToRs and tools (e.g. survey questionnaires, focus group discussions guides, key-informant interviews questionnaire, checklists, pre and post training test etc.), for appropriate collection, cleaning, analysis, dissemination and use of data.

Roll-out and follow-up on AME assessment and reporting systems across all PPP target countries, including through the provision of AME-related capacity-building and awareness raising (trainings, manuals, and other technical support), as needed.

Coordinate data collection activities and ensure that they deliver as per field mission plans and according to data quality

Implement any AME systems-related recommendation agreed with the PPP Project Coordinator, in consultation with Country AME focal points.

Throughout above-listed responsibilities, pay close attention to the indicator linked to a payment by result scheme, in coordination with all relevant ACTED stakeholders.

Information collection, management and reporting

Develop and maintain a project-wide electronic information system for the tracking of all PPP performance indicators (contractual and non-contractual), and ensure the effective data collection, cleaning, analysis and amalgamation of project data.

Coordinate overall data collection/management, and support Country AME focal points in the development and management of corresponding country-level project monitoring information systems.

Support Country AME focal points in the analysis of their data.

Mainstream ACTED data protection policy during information collection, management and reporting

Analyze data, and contribute to internal and external reporting on progresses made towards PPP performance indicators as necessary and in a timely manner (through useful visualization of statistical analysis, reviewing and consolidating reports, factsheets, presentations, as well as the provision of data to the Project Development Unit and/or Project Coordinator).

Throughout above-listed responsibilities, pay close attention to the indicator linked to a payment by result scheme, in coordination with all relevant ACTED stakeholders.

PPP AME coordination

Ensure Country AME focal points understand and are able to implement the PPP AME Framework and workplan, and provide technical support as needed.

Organize and facilitate regular meeting with Country AME focal points (bilaterally and project-wide) on PPP AME processes, challenges, and way forward.

In close coordination with their line managers and solely for the purpose of the PPP, coach, train, and mentor PPP Country AME focal points with the aim of strengthening their technical capacity, exchanging knowledge within the AME

Provide PPP-specific individual briefing to newly appointed Country AME focal points.

Represent the PPP project in different forums on AME-related issues, when

Learning

Develop a PPP learning strategy to maintain overview of lessons learnt, promote good practices and identify ways to strengthen M&E processes.

Contribute to the proactive and regular dissemination and use of knowledge gained through PPP AME activities among target Country AME teams, Project Managers, Project Development Manager/Officers and relevant stakeholders;

In close coordination with the PPP Project Coordinator and Country AME focal points, contribute to facilitating learning events, and compile best practices and lessons learnt in a centralized PPP Learning Database on time, to ensure the knowledge gained contributes to the improvement of the project.

Ensure AME findings are reflected and their recommendations are incorporated in any future PPP amendments or implementation plans.

Ensure Country AME focal points and project managers and PPP coordinators have access to the PPP Learning Database on a monthly basis.

Other

Provide regular and timely updates on progress and challenges to supervisor, Country AME Managers/Officers, and other key stakeholders;

Participate in AME-related conferences and workshops where possible and stay up to date on best practices and new knowledge created in the field of AME;

Perform any other related activities as assigned by immediate line manager, including but not limited to need assessments, organizational learning and support to ACTED’s Country AMEU (upon request from ACTED’s Country Director to the PPP Project Coordinator).

 

Experience / Training

Master degree, preferably in a development/humanitarian related field

At least 1-2 years of professional experience in humanitarian and/or development organisations;

Experience with participatory appraisals and project cycle management encouraged.

Good organizational and communication skills with international and national staff and rural communities.

Flexibility and adaptability are essential, as well as the ability to plan, take initiative and work independently and under pressure

Excellent communication and drafting skills in English

Knowledge of the region an asset

Familiarity with basic office software programs

Fluent French and English

Salairy

  • Salary defined by the ACTED salary grid depending on education level, expertise, security level and experience
  • Living allowance of 300 USD
  • Lodging and food provided in the ACTED Guesthouse / or housing allowance (depending on the contract lenght and country of assignement)
