PEGASE (Protection des Enfants en Grande Précarité en Asie du Sud Est – Protection of Children in Highly Vulnerable Situations in Southeast Asia), is a project that takes place in 4 countries in Southeast Asia – in Laos, Cambodia, Vietnam and the Philippines – in order to reduce violence, trafficking and exploitation of children.
It acts to prevent violence and the risk of exploitation by accompanying very poor families to a more decent life and supports existing structures to take care of children who are victims or at risk, and who are often isolated.
It is led by a consortium of 2 French NGOs, which rely on 5 local CSOs and a dozen public agencies. It aims to strengthen the capacities of these local actors and enrich their methodologies by conducting workshops and training and by promoting inter-country exchanges of practices.
Finally, it aims to inform, train, and mobilize surrounding communities, protection networks, authorities, and the general public to identify and report cases of child victims or children at risk and ultimately create a more favorable child protection environment.
The project coordination team is based in Phnom Penh (Cambodia) and Ho Chi Minh City (Vietnam) and includes a coordinator, the Social Work Expert, a financial manager part time and a MEAL officer part time. It coordinates with the implementing teams in the different countries.
The position is based in Phnom Penh (Cambodia) with regular missions and training in Laos, Vietnam, Philippines and Banteay Meanchey Province in Cambodia. A location in HCMC could be considered for Vietnamese residents.
The SWE reports to their line manager (Country Director in Cambodia) and operational manager (Project coordinator based in HCMC).
1.The organization
PE&D, the consortium leader, has been present in Southeast Asia since 1984, the year of its creation, and has branches in Cambodia and Vietnam. In the 1990s, it also conducted projects in the Philippines for street children and primary health care in Laos. It is therefore an area that the association knows well. In addition to its experience in the fight against trafficking in Nepal, PE&D has been implementing and developing a methodology called Family Development Program in Cambodia and Vietnam for 20 years. This social work methodology has proven its strength in developing the capacities of families to better respond to the needs of their children.
Faced with the increase in the number of children at risk due to the effects of Covid and multidimensional events (according to the ILO and UNICEF, nine million additional children are at risk in the world), PE&D considered it was urgent to carry out prevention and protection actions in four Southeast Asian countries, by bringing together another French NGO involved in this field, ASMAE.
With its experience in the coordination of multi-country programs (3 over the last 14 years) and in consortium (5 over the last 11 years), PE&D will be responsible for the coordination of the project, the animation of the transversal activities, the consolidation of the monitoring/evaluation, the budgetary control and the realization of the reports. PE&D will carry the voice of the consortium to the networks of child protection actors in Southeast Asia.
2.Terms of the mission
The Social Work Expert is the technical focal point of the project. As the project enters Phase 2, s/he will support the country teams in consolidating, and rolling out the Family Development Methodology (FDM) developed during Phase 1; facilitating group sessions; and implementing standard operating procedures in the shelters, Mastery of FDM is ideally already acquired, as this is central to the position. S/he will develop and facilitate training – including Training of Trainers (ToT) – and coaching for social workers on the field.
S/he will lead some of the thematic working groups and practice exchanges.
As such, s/he will be responsible for:
1/ Providing the social workers of the project in the different countries with the necessary tools, incl
- Facilitate workshops with stakeholders to further strengthen the FDM implementation and reinforce its child protection dimension.
- Identify gaps in standard procedures used by partners for case management and propose complementary tools or methodologies.
- Design and facilitate training, including Training of Trainers (ToT), in the 4 countries.
- Maintain an already developed competency checklist to assess social workers’ skills and define capacity-building needs, in coordination with the M&E officer.
- Be responsible for maintaining and updating the SW tools directory, the shared resource platform used by all countries.
2/ Strengthening the capacities of the project actors, incl
- On site and online coaching
- Technical follow-up of the teams of social workers
- Recommendation for any technical capacity-building activities
- Organize exchange visits between countries and facilitate the Social Work Group
- Participation in transversal activities, including capitalization
In this framework, s/he will work in tight coordination with the partners’ team, the coordinator, the project managers, the PE&D financial manager and the PE&D M&E officer for Cambodia.
Expériences / Formation
Expected competencies
- At least 5 years of experience in social work with experience of grassroots social work AND experience in management of social workers
- Solid knowledge of Family Development Methodology (FDM) and child protection is essential; mastery of the FDM, is highly desired
- Curriculum development and facilitation skills
- Co-development skills
- Excellent oral and written skills in English
- Good command of IT tools (Word, Excel, Canva, etc.)
- Experiences in Asia desired
- Experience in one of the countries of the project valued
- French, Khmer, Vietnamese, Laotian and Tagalog language valued

- 2-year contract, VSI Status (except for Cambodian citizens) : 1900 euros/month + 1 round trip ticket per year + insurance )
- Expected start date: November 1, 2026
*A localisation in HCMC with is a local contract could be considered for Vietnamese residents
