PATH has been operating in Senegal since 2001, with staff members located in offices throughout the country. PATH has a proven track record in mobilizing stakeholders and building the capacity of the Senegal Ministry of Health and Social Action (MSAS) in their efforts at all levels to improve the efficiency and effectiveness of the country’s health system. As part of the implementation of its Health Program 2021-2026, USAID has signed a cooperation agreement with the Government of Senegal, and PATH is the recipient for the implementation of the five-year plan of activities for the Urban Health Component (UH), which aims to address health disparities in three districts of the Dakar region (Keur Massar, Guédiawaye and Yeumbeul) and improve health status and human capital.

The consortium led by PATH with its implementing partners Action et Développement (AcDev), Enda Santé, Alliance du Secteur Privé de la Santé du Sénégal (ASPS) and Open Development) is helping key stakeholders to reinvent the urban health ecosystem and improve the health status of populations by strengthening local systems, improving access to and quality of healthcare services, engaging the private sector, developing local partnerships and involving communities in identifying needs, and developing and implementing innovative solutions.

The UH component will work in close collaboration with the Dakar Regional Health Department and the three target districts, civil society and local authorities to provide an effective solution to the priorities set by the MSAS and an inclusive management of the health system. The focus areas of the UH component are Reproductive, Maternal, Neonatal, Infant and Adolescent Health (SRMNIA), Nutrition, FP, Malaria Control, Health System Strengthening and WASH (Water, Hygiene and Sanitation).

The component approach is based on demand-driven grants allocated to districts to implement PTAs with core grants in the form of direct funding (FD) and grants for innovative projects. Consortium members will also conduct technical assistance activities in support of the target DSs and RM Dakar.

As a member of the UH consortium, PATH provides technical expertise in strengthening health systems. This role is envisaged to support the USAID Urban Health Project’s Health System Strengthening (HSS) package of activities designed to improve reproductive, maternal, newborn and child health (RMNCH), family planning, nutrition, malaria and WASH activities in the most vulnerable urban and peri-urban districts of the Dakar region. The Urban Health Project (UH) will strengthen the quality of routine health services, strengthen the links between health services and community services, leverage private sector resources and services, improve the Ministry of Health’s ability to use and supervise private providers, and develop interventions and innovations to address the root causes of health disparities in urban areas.

Path is seeking a Health Systems Strengthening (HSS) Advisor to provide technical leadership and oversee the implementation of HSS interventions in support of the overall objectives of the Urban Health project. He/she will work closely with the UH consortium partners and report to the UH Team Leader.

Key responsibilities include, but are not limited to:

  • Provide input on the technical design and implementation of quality HSS activities, including innovations to reach vulnerable and marginalized populations.
  • Provide strong technical HSS leadership, support planning, capacity strengthening, and coordination of HSS activities with with Consortium partners, DS and Dakar DRS.
  • Provide technical assistance and support to the heads of the target health districts of Guédiawaye, Keur Massar and Yeumbeul and the District Comité de développment Sanitaire (CDS), including capacity building action plans and curriculum development to strengthen District capacity in leadership, management, and coordination (LMC) skills.
  • Assist in the development of annual work plans and performance monitoring related to HSS activities and implementation of direct funding (FD)
  • Monitor implementation of HSS activities to ensure that HSS project outcomes are accomplished and that targets are reached on time and within budget.
  • Liaise closely with the Monitoring, Evaluation, and Learning team to ensure robust project monitoring and learnings are captured.
  • Coordinate with Government of Senegal officials, District Health leaders, and other key stakeholders, including other USAID implementing partners and the private sector.
  • Participate in all relevant technical working groups.
  • Maintain updated technical knowledge on HSS and related public health topics to be able to provide vision and input to strategy development.

Required Experience

  • Master’s degree in public health, medicine, or a related field.
  • A minimum of five (5) years’ experience in senior-level role working in the health sector with demonstrated experience implementing innovative programs that support health systems strengthening.
  • Broad understanding of public health, health systems, and health policy and practice in Senegal.
  • Technical SSR skills related to service integration, quality improvement and/or private sector engagement would be an added asset.
  • HSS technical competencies related to maternal and child health, family planning, nutrition, malaria and water, sanitation and sanitation is highly preferred.
  • Excellent understanding of the unique health and social challenges facing informal and/or low-income communities in urban and peri-urban settings
  • Proven skills implementing international donor assistance projects; knowledge of and experience working with USAID is preferred.
  • Experience developing and maintaining strong and effective partnerships with diverse groups of stakeholders, including government agencies, donors, civil society, private sector, and community-based organizations to implement HSS programming.
  • Demonstrated collaboration skills and commitment to achieving project objectives.
  • Excellent professional written and oral communication skills in French and English.
  • Demonstrated proficiency in the use of Microsoft Office Suite required.
