The Open Society Initiative for West Africa (OSIWA) is an advocacy and grant making Foundation that forms part of the global Open Society Foun – dations Network. OSIWA is based in Dakar, Senegal with country offices in Abuja, Monrovia, Freetown and Conakry. OSIWA’s work supports the creation of open societies in West Africa marked by functioning demo • cracy, good govemance, and rule of law, basic freedoms, and widespread civic participation. Our primary objective is to make democracy deliver on good govemance and economic development and ensure that state re• sources work for the benefit of the ordinary citizen. The Foundation works in the following thematic programme amas: economic govemance and ad¬vancement; political govemance and democratic consolidation; and Ben¬der, equality, justice and human rights.

In order to improve the effective management of OSIWA’s Senegal pro• gramme and facilitate the day to day administration of the said Unit, OSIWA is looking for an experienced Programme Associate.

i) Position Description : The Program Associate will be responsible for en¬suring the smooth functioning of OSIWA Senegal’s Program Unit and faci • litate the grant making process by assisting in the area of monitoring and evaluation and information collection as well as technical and administra • tive assistance relating to projects and grants. The Program Associate’s overall tasks will be 75% administrative and 25.% program-related, as per the OSF NetworkTitle Position Levels.

2)Organizational relationships : I he Program Associate will report directly to the Country Officer.

4) Main responsibilities and tasks:

a) Ovcrall program related tasks: 25%
• Support the Implementation and management of OSIWA Senegal’s

Country Programs
o Supervise the implementation of OSIWA Senegal’s projects and main-tain regular contact with project implementers
o Coordinate effective daily collaboration with OSF network programs and other development partners/organizations
o Review and assess applications for support and narrative and finar rial reports provided by grantees and make recommendations for ac¬tion to the Country Officer
o Keep current with developments in the relevant sectors in the coun¬try and attend meetings of relevant organizations to keep informed of issues, concems, needs
o Represent the office at extemal meetings and events
o Assist in writing and reviewing of biefs and reports on developments in the country
o Assist in writing and reviewing of grant agreements and correspon¬dence
o Acts as liaison with program and accounting staff to a nalyze gra ntee proposais, narrative and financial reports for legal and administrative compliance
o Assist with data collection and a nalysis for project monitoring
o Prepare monthly program reports for OSIWA and support with the preparation of the Senegal Country Office annual work plan.

b) Overall administrative tasits: 752
• Manage all administrative a ctivities related to OSIWA Senegars Coun¬try Programs
o Maintain and update existing filing system for all project documents and create new files as required
o Maintain proper records on grants such as correspondance and re¬porting on grants usage
o Monitor the grant process through the grants manager software (GMS)
o Assist with préparation and editing of write-ups for grant recommen¬dations and other correspondence
o Process new grant applications which includes acknowledging re ceipt of applications and obtaining adequate information about these applications to enable informed recommendations to be made by the Country Officer to the Board of Directors
o Ensure timely and accurate financial and narrative reporting from grantees.

c) Perform other related duties as delegated by the Executive Director
• Among others, the Program Associate may stand in for the Program Coordinator/Manager in case of absence or vacancy.

5) Required competencies:

Technical skills:
• Fluency in French and English
• Computer skills including the ability to operate spreadsheets and word processing programs at a highly proficient level

Knowledge:
• Experience in the planning and administration of programs and projects
Professional skills:
• Ability to follow instructions and procedures
• Excellent oral and written communication and analytic skills
• Excellent coordination, networking and facilitation skills
• High level of self motivation and abilityto work both independently and with others

7) Desired work experience:

Two to three years previous work experience in project planning and ad – ministration in an organization working in international development
8) Minimum academic qualifications: Bachelor’s degree in social sciences
