Context:IOM has been operating in Côte d’Ivoire since 2001 to support Ivorian authorities efforts to manage migration effectively.Since 2017 IOM Côte d’Ivoire has extensively worked in partnership with the Territorial Surveillance Directorate (Direction de la Surveillance du Territoire, DST) from the Ministry of Interior and Security to enhance border management capacities of relevant authorities at the local, regional and national level as well as to promote social cohesion and engagement of border communities.Particularly, support has been provided for the identification and technical assessment of sites across the country potentially suitable for Border Post construction in line with the counterpart strategical priorities. Over the past years, six Border Posts have been constructed and equipped in the North, West and East border areas.Under the overall supervision of the Chief of Mission and the direct supervision of the CBMM Programme Manager, in coordination with the IBM Regional Thematic Specialist at the Regional Office in Dakar, the successful candidate will be responsible and accountable for the planning, management, implementation and supervision of civil engineering and infrastructure works under the IBM portfolio
Core Functions / Responsibilities:1. Plan, control and manage the overall implementation of civil engineering and infrastructure works and ensure timely and quality delivery in compliance with projects’ specifications, donor requirements as well as with IOM rules and quality standards.2. Coordinate technical designs and specifications and provide technical advice and assistance to relevant missions within the West African Region on border infrastructure construction and rehabilitation components under national and regional projects.3. Manage and coordinate financial/budgetary planning, monitoring and reporting on financial expenditures, exercise overall quality control, including compliance with procedures for all infrastructure components of national and regional projects, and review progress payment application for work completed.4. Supervise and provide guidance to the engineering teams in charge of on-site implementation and the monitoring of construction and/or rehabilitation works. Ensure that Detailed Engineering Documents (DED) preparation is properly and efficiently completed, issue instructions and certify prepared documentation.5. Prepare or coordinate the preparation of technical reports as well as monitoring and evaluation reports of all infrastructure components of national and regional projects. Assess contractor performance and prepare site reports as required.6. Develop detailed and clear risk management plans for infrastructure, construction and rehabilitation works, taking into account the local operating environment and any local issues relevant to each site.7. Lead technical visits and assessments in selected areas for civil engineering and infrastructure works and prepare relevant reports, briefs and other documents as may be required.8. Develop architectural and engineering designs as well as any other technical and financial documentation required for construction or rehabilitation works.9. Coordinate with and advise the Procurement and Logistics Unit for the identification, preparation and follow up on tendering and contracting processes (Bill of Quantities, required supplies and equipment, cost estimates and construction workplans).10. Interface and coordinate with Government technical focal points at the central and community levels on all aspects of project implementation, monitoring and follow up for infrastructure works of national and regional projects.11. Initiate and take part in discussions with Government and UN agency focal points and donors for future collaboration.12. Oversee and certify the Quality Assurance (QA)/Quality Control (QC) monitoring of the quality delivery of engineering works of relevant consultants and appointed construction firms, and ensure testing, commissioning and the accurate infrastructure handover to the beneficiaries.13. Assess and follow up on lessons learnt, beneficiary feedback and the overall impact of implemented activities.14. Prepare or coordinate timely and quality project reporting as per donor requirements.15. Identify and develop project proposals on civil engineering areas of work and related budget estimates and plans.16. Develop Terms of Reference for feasibility studies to be undertaken as required.17. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Civil Hydraulic, Environmental Engineering, Architecture, Civil Engineering or other related field and five years of relevant professional experience; or• University degree in the above mentioned fields and seven years of relevant professional experience.
Experience• Experience in urban planning, architectural design, construction project management.• Good knowledge of project development, implementation, monitoring and evaluation as well as procurement procedures• Excellent analytical, writing and reporting skills• Previous experience with international NGOs, United Nations, Bilateral or Multilateral agencies in diversified cultural background and hard work situation is preferred.
LanguagesIOM’s official languages are English, French, and Spanish.External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).For all applicants, fluency in English and French is required (oral and written).
