Context:Under the overall supervision of the Chief of Mission (COM) and the direct supervision of the Resources Management Officer (RMO), and in collaboration with relevant units at Headquarters and the Regional Office (RO) in Dakar; the successful candidate will be accountable and responsible for the appropriate implementation of procedures related to the administrative andfinancial functions of IOM Burkina Faso Country office.
Core Functions / Responsibilities:1. Assist in monitoring and overseeing the administrative and financial management of all activities, including financial expenditure and obligations, monitor budget control process and conduct analysis of variances between budget and actual expenditures.2. Provide input for and coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures in close coordination with the RMO and relevant units in HQ or Regional Office.3. Apply adequate administrative and financial instructions and application of internal control procedures to safeguard the Organization’s assets, control cash and prevent fraud. Alert the supervisor in a timely manner of unusual or irregularities regarding transactions, and delays impacting timely reporting.4. Check that financial documents are in conformity with relevant financial regulations, policies, and procedures.5. Review the monthly accounting returns for accuracy and ensure that these are submitted on a timely basis and are completed according to IOM Accounting Policies and Procedures.6. Assist in forecasting cash flows according to activities in the country office and ensure daily control of funds disbursed; check that funding is received in accordance with donor agreements and internal control practices.7. Assist in the preparation of annual budgets for the country office and assist in the preparation of budgets for new programs.8. Oversee and facilitate the payroll of Country office in coordination with the RMO. Check payroll expenditures versus budgets and ensure that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.9. Work closely with other internal functional units of the mission, and support the RMO in liaising with banks, donors, government counterparts and other stakeholders as required in the performance of administrative and financial functions.10. Provide support and information to Project Managers throughout the project cycle to enable compliance with IOM’s policies and procedures and any donor-specific requirements.11. Supervise and train finance staff on IOM financial policies and procedures. Facilitate and support knowledge building and sharing in IOM’s administrative and financial policies to all other staff in the country office.12. Support preparation for internal and external audits and monitoring visits.13. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or• University degree in the above fields with four years of relevant professional experience;• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience• Experience in accounting, budgeting, financial management and reporting;• Experience in the field of resources management, project financial planning and budget management;• Familiarity with financial oversight and public administration;• Previous international experience and experience in an emergency, conflict and post conflict settings is an advantage;• Experience in liaising with governmental and diplomatic authorities as well as with international institutions; and• Audit experience highly regarded.
Skills• Knowledge of UN/IOM regulations, policies and procedures preferred;• Knowledge of International Public-Sector Accounting Standards (IPSAS) and SAP is highly desirable;• Knowledge of UN/IOM accounting systems, software and procedures a distinct advantage;• Knowledge of MS Office products and good computer literacy skills are required;• Ability to prepare clear and concise reports, supervise staff and coordinate administrative activities.
LanguagesIOM’s official languages are English, French, and Spanish.For this position, fluency in English and French is required (oral and written). Workingknowledge of Spanish is an advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
