Job Description
Positioning and reportingUnder the authority of the Director General, of the Director of Administration, and direct supervision of the interim Head of the Procurement Unit.
Job purposeThe senior procurement/procurement legal officer, in liaison with the Headquarters and regional offices, implements the Organisation’s procurement policy: assists the prescribing departments in the procurement process: definition and analysis of needs and of their relevance;contributes to the financial and operational optimisation of activities and is responsible for the performance and efficiency of procurement (intellectual, technical services, works);promotes and coordinates the implementation of the procurement policy within WOAH in compliance with its applicable rules and regulations;participates in improving WOAH procurement policy; contributes to the circulation of good practices and sustainable procurement policies, supporting the Organisation’s strategic orientations, and participates in transversal projects as needed;assists the Head of the Procurement Unit.
Missions and activitiesParticipation in improving the organisation’s procurement policy 
– Participate in the development of a general policy and appropriate procurement strategies,
– Identify the needs of the departments, participate in the development of overall procurement planning and support teams in planning their purchases,
– Analyse and identify relevant suppliers in France and internationally in order to ensure appropriate sourcing and develop sustainable procurement,
– Evaluate procurement methodologies and purchases themselves, and propose improvements or innovative approaches while ensuring risk management,
– Monitor legal developments in international public procurement regulations and rulings, and adapt the regulatory framework for procurement and procedures as necessary,
– Deliver internal training sessions,
– Report to the Head of the Procurement Unit and contribute to budget planning.Ensure the procurement process for WOAH
– Support prescribing departments in formalising their requirements and identify the appropriate procedure according to WOAH nomenclature and internal thresholds,
– Draft and/or coordinate tendering documents and ensure their dissemination through the appropriate channels,
– Monitor the smooth running of the procurement procedure (in particular, responding to candidates’ questions until the contract is awarded, checking the tender documents, etc.)
– Participate in the analysis of bids, ensuring compliance with the Organisation’s procurement principles and procedures and, where applicable, participate in various committees (for the admission of applications/bids, selection, award, etc.),
– Perform administrative tasks related to procurements (prepare minutes, draft various letters, etc.),
– Support departments and units during financial and technical negotiations in collaboration with the Legal Affairs Unit and the Director of Administration,
– Provide legal advice to departments regarding procurement.Ensure/contribute to contractual monitoring
– In collaboration with departments and units, ensure that the contract is running smoothly,
– Support prescribing departments in the administrative, financial and legal monitoring of the relationship (budget control, quality and deadline compliance, drafting of amendments),
– Monitor and manage contract renewals and extensions, as well as re-tendering processes.  Management of administrative activities for WOAH Procurement Unit 
– Publication of procurement calls on WOAH website (and/or any other medium)  Publication of notices on WOAH website (and/or any other medium),
– Regular publication of the list of WOAH recipients  Updating of tools for monitoring the unit’s activities,
– Updating of WOAH internal procurement portal.

Expériences / Formation

Qualifications and Experience

Required qualifications and experience

– Postgraduate degree (Master level) specialised in procurement or public procurement law;
– Seven years of professional experience in the field of procurement and public procurement, at national or international level.

Additional experience (asset)

– Professional experience in an international context.

Expected Skills

Technical skills

– Proven knowledge of procurement methods in the public sector (national or international);
– Knowledge of public accounting and financial rules for public procurement;
– Knowledge of legal obligations for public procurement at European/international level;
– Good writing skills; Fluent in written and spoken French;
– Fluent in written and spoken English;
– Fluency in Spanish would be highly appreciated;
– Proficiency in IT tools in a Microsoft environment.

Working conditions

– Salary: commensurate with qualifications and experience;
– Type of contract: WOAH Staff – Fixed-term contract;
– Duration: 9 months (context of increased activity);
– Start date: As soon as possible;
– Location: WOAH Headquarters 12 rue de Prony 75017 Paris, France;

The post is a full-time position based at WOAH Headquarters in Paris and requires long hours in a seated position at a computer. It can entail missions abroad; WFH: authorised at place of residence (up to three days per week).
