| ContextThe World Organisation for Animal Health (WOAH) is an intergovernmental organisation with 183 Members, playing a key role in animal health, welfare, and global health security under a One Health approach. As WOAH enters the implementation phase of its 8th Strategic Plan, increasing its visibility, influence, and advocacy capacity is essential. To support this effort, WOAH is recruiting an Advocacy Officer to work under the direct supervision of the Chief of Staff, supporting both institutional advocacy initiatives and the internal coordination of related strategic functions. |
| Job purposeThe Advocacy Officer will contribute to strengthening WOAH’s visibility, advocacy, and institutional influence in line with the Organisation’s strategic priorities. The incumbent will support the Chief of Staff in managing advocacy actions, coordinating the Strategic Committee for Advocacy and Communication (SCAC), and developing policy content and outreach tools. The role will also involve support for the Director General’s external engagements and communication materials. |
| Missions and activitiesStrategic Advocacy and visibility– Contribute to the definition and implementation of WOAH’s institutional advocacy strategy, aligned with the 8th Strategic Plan. – Monitor the global policy landscape to identify key advocacy opportunities (e.g. UNGA, G7/G20, COP, development banks). – Assist in preparing WOAH contributions to high-level global events (speeches, briefing notes, talking points). – Draft policy materials, including position papers, advocacy notes, briefing kits, and talking points.Coordination and Support of the SCAC – Support the coordination and logistical organisation of meetings of the Strategic Committee for Advocacy and Communication (SCAC). – Assist with the preparation of agendas, summary records, and follow-up action points. – Contribute to the development of SCAC’s biannual roadmap, monitoring tools, and reporting dashboards.Cross-functional Collaboration – Work closely with relevant departments (Communication, Engagement & Investment, Regional Activities, Science, etc.) to ensure consistency in messages and materials. – Liaise with regional and sub-regional offices on advocacy priorities and messages, supporting local visibility efforts. – Facilitate collaboration with the Quadripartite partners (FAO, WHO, UNEP) and other key stakeholders on joint initiatives.DG Office Support – Support the Chief of Staff in preparing the Director General’s dossiers (e.g. speeches, op-eds, strategic notes). – Contribute to the internal coordination of priority files and provide inputs for presentations or reports. – Assist in internal communications related to advocacy and visibility actions. |
Expériences / Formation
Qualifications and Experience
– Graduate degree (Master’s level or equivalent) in public policy, international relations, communication, veterinary sciences, public health, or related field.
– At least 3 years of experience in a policy, advocacy, or strategic communication role, preferably in an international or multilateral context.
– Previous experience in a One Health, public health, or animal health-related domain is desirable.

Technical skills
– Excellent writing and synthesis skills in English; ability to draft high-quality policy materials under tight deadlines.
– Familiarity with multilateral institutions and international advocacy processes.
– Strong organisational and coordination skills.
– Proficiency in Microsoft Office Suite and collaboration tools (e.g. SharePoint, Teams).
Additional skills
– Full professional proficiency in English (C1-C2 level).
– Working knowledge of French is highly desirable.
– Additional languages (Spanish, Arabic) would be an asset.

– Salary: commensurate with qualifications and experience.
