| Job purposeThe PVS Pathway Programme Officer contributes to the sustainable strengthening of Veterinary Services (VS) by supporting the implementation of the PVS Pathway programme and its mission to ensure independent evaluations of VS and tailored capacity-building, in view of improving countries’ compliance with OIE standards. He/she is involved in the transversal contribution of the PVS Pathway to decision-making across other OIE work streams and participates in the evolution and continuous improvement of the programme in line with the strategy of the Organisation.

| Missions and activitiesContribute to the management of the PVS Pathway Programme
· Develop a detailed plan to monitor and track progress of activities; · Provide analysis and comments on the general quality of PVS Pathway mission reports and critical analysis on content; · Provide comparative analysis of documents related to PVS Pathway missions and reports to propose recommendations for improvement in line with the strategy of the organisation; · Support the maintenance and update of relevant information on the status of PVS Pathway missions and reports (such as data on state of play of country mission requests, confidentiality status), including the preparation of relevant progress reports; · Participate to the preparation and presentation of general results from PVS Pathway reports as supporting elements for other OIE related projects or programmes. · Support activities for the contribution of the OIE PVS Pathway to the International Health Regulation (IHR) Monitoring and Evaluation Framework. · Contribute to the preparation, facilitation and implementation of training content and training seminars; · Collaborate where requested with other OIE Departments, Units or Regional and Sub-Regional Representations on issues of mutual interest, particularly their support and use of the PVS Pathway;
Contribute to the organisation and monitoring of PVS Pathway missions and related activities · Participate in the identification of relevant experts for PVS Pathway missions as well as for the peer review of mission reports; · Contribute to the management of the pool of PVS Pathway experts including in relation to their performance; · Ensure the preparation of missions and workshops and support their implementation, in liaison with countries OIE Delegates and OIE Regional or Sub-Regional Representatives; · Support the organisation of missions and workshops under the PVS-IHR dossier, in liaison with OIE and WHO regional and headquarters teams; · Follow-up on the peer review process for reports; · Oversee the finalisation and dissemination of mission reports to countries; · Follow-up on country comments on missions reports to finalise the reports.
Contribute to the improvement of PVS Pathway programme · Contribute policy, technical and administrative inputs to the delivery of activities of the OIE PVS Pathway · Participate in the OIE PVS Task Force, as well as the OIE Ad Hoc Group on Veterinary Services or any other OIE groups when relevant; · Provide support for the review and development of PVS Pathway tools and related methodologies; · Provide advocacy and support to the visibility strategy of the PVS Pathway by compiling and presenting relevant background material; · Promote organisational knowledge sharing and management by synthesizing and documenting best practices, lessons learned, success stories and drafting relevant materials for dissemination; · Contribute to the development of the PVS evolution, participating in the setting of databases and other IT tools to support the programme digitalisation.
Provide general support to the activities of the Department · Act as internal contact point/representative on a dedicated OIE topic to ensure coherence of activities across the Organisation · Provide data to respond to enquiries from diverse sources, including colleagues, Members, other organisations and external parties; · Assist in the organisation of and participate in events, meetings and workshops under CBD responsibility and relevant area of expertise; · Participate in international missions, seminars, workshops and meetings representing the CBD as needed; · Prepare concept-notes, factsheets, background papers and other analytical documents; · Provide communication content to be published in the OIE Bulletin, OIE Web site or for articles for OIE publications. |

| Qualifications and ExperienceRequired qualifications
· Advanced graduate degree (Master’s level or equivalent) in international affairs, public health, public administration, business administration, law, veterinary sciences; · 3 to 5 years of professional experience, including 1 to 3 years in National Veterinary or Health Administrations and in the management and implementation of animal health or human health projects, including training components; · Experience in working internationally, especially in developing or in-transition countries.

Technical skills · Good project management skills · Change management competencies · Excellent command of Microsoft Office, in particular Word and Excel; · Very good command of database management (e.g. Access) · Good command of videoconference and webinar platforms (e.g. Zoom. Cisco Webex, etc.) · Excellent writing skills and ability to summarise complex technical discussions into clear and concise reports; · Demonstrated analytical skills; · Excellent command of English, both written and oral. · Proficiency in a second OIE official language (French or Spanish)
Additional competencies · Good knowledge of a third OIE official language would be an asset (French or Spanish).

| Working conditionsThe post is a full-time position based at the OIE Headquarters in Paris. It requires flexibility to travel internationally and long hours in a seated position at a computer. | |
